About this file
This is a procedural document outlining the United States Capitol Police Off-Site Delivery Center (OSDC) requirements for all deliveries to the U.S. Capitol Complex. Located at 4700 Shepherd Parkway SW, Washington, D.C., the facility operates Monday through Friday from 4:30 AM to 3:00 PM, excluding federal holidays.
The document specifies mandatory security protocols including vehicle x-ray inspection, NCIC processing of delivery personnel with government-issued ID, and specific delivery checkpoints for different buildings within the complex. Vendors must submit a company letterhead document containing detailed information about drivers/employees (including SSN, DOB, and driver's license), vehicle information, delivery schedule, and point of contact details to OSDCAdmin@uscp.gov. Secondary checkpoints are established at specific locations for the Capitol Building/CVC, Senate Office Buildings, House Office Buildings, and Library of Congress. All deliveries require verification from an authorized POC from entities such as AOC, House/Senate Sergeant at Arms Offices, Construction Division, Library Division, or Special Events Section.
