TECHNICAL PROVISIONS - III

SPECIAL CONDITIONS

PROJECT NO TITLE LOCATION

XXXXX Repair Barracks Building TBD

1. Material Approval Submittal:

1.1. The contractor shall submit a shop drawing submittal schedule and the material approval request with all supporting documents to the COR within 7 days after receipt of NTP.

1.2. The Contractor shall process submittals in accordance with Section 013300 – SUBMITTAL PROCEDURES.

2. Below are the key control measures and administration points that DPW and 411th CSB must be aware of for construction work in NNSC within the Military Armistice Commission Headquarters Area (MACHA).

a. UNC is the overall authority within the MACHA to ensure compliance is maintained with the 1953 Korean War Armistice Agreement. The contractor must comply with UNC direction within the MACHA.

b. The fenced construction site will remain off-limit for the duration of the task to the NNSC and its employees.

c. Contractors are only authorized to access the fenced construction site, and approved areas outside of this in order to ensure their safety and to maintain security. When outside the fenced construction site, contractors will be escorted by UNC Security Battalion (UNCSB) members and remain under their control.

d. There is no set limit for contractors on each project. However, due to the limited number of available escorts in the UNCSB, early indication should be given so that UNCSB can request additional assets, if required.

e. Blue visitor armbands are to be worn by all contractors when in the MACHA. A blue flag will be provided for all vehicles entering the MACHA and must always be displayed.

f. Contractors will depart from Checkpoint B (Camp Bonifas) at 0750 daily and be clear of the MACHA by 1800 (note these times may change dependent on the time of year and last light). Contractors are to arrive at Checkpoint B no later than 0730 daily. These timings enable the soldiers of UNCSB to complete their standing tasks, as members of the US military, prior to supporting projects.

g. Construction can occur between Monday and Friday. The contractor, through DPW, can request to work specific Saturdays, if it is an orientation day and there is no holiday.

h. MACHA access requests are required to gain entry to the NNSC Camp. This is to ensure that all people entering the DMZ are accounted for in accordance with the Armistice Agreement. The request is to be submitted, by the COR, 14 days in advance and will cover one working week (Monday to Friday, or Saturday if applicable). Due to the significant nature of the projects this lead time will ensure the appropriate coordination and

TP III-1

resourcing can occur to best allow for efficient execution. Emergency MACHA access requests can be approved on a case-by-case basis. Access requests require the following information for individuals and vehicles working on construction sites in the MACHA.

i. Identification number, name, organization, country of origin.

ii. Vehicle make, type, color, and registration number.

iii. Purpose of visit, start time, end time and any additional specific timings. For example, one flatbed truck conducting a single visit to drop-off construction material at XX (Day) 1100 (Time) XXX (Month) 22 (Year).

i. During certain construction phases where vehicles need to move into and out of the MACHA multiple times daily, set times are required to be established between UNC, COR and contractors prior to this occurring. This is to ensure UNCSB can resource the appropriate number of escorts. An example would be the removal of debris during demolition or multiple concrete trucks assisting with the foundation pour.

j. Prior to the commencement of the construction project, the contractor must conduct a background check on employees to ensure they do not have a criminal record. Individuals with a criminal record will not be authorized access to the MACHA due to the increased sensitivities and security requirements for the location. Written confirmation should be provided to UNC through the COR.

k. Prior to the commencement of construction, the contractor needs to identify a set lunch break window to ensure UNCSB can internally manage escorts. There are no restaurants or vending machines within the MACHA.

l. Due to the location of the MACHA, cellphone service is unlikely and there is no WIFI service available; however, there is no prohibition on bringing cell phones into the MACHA. The NNSC Camp has a landline available, which can be used on request.

m. Contractors need to be vaccinated. Contractors will require constant monitoring and daily screening for COVID.

n. There is to be no photography taken within the MACHA without the approval of the UNCSB in order to maintain security.

o. Contractors are not to wear camouflage clothing or open toed shoes in the MACHA. Additionally, contractors are not to run in the MACHA as this can be interpreted as a defector action.

p. There is limited parking space available in NNSC Camp and there is no dock to unload cargo. The contractor must be aware that there are low power lines and trees that may impact some larger vehicles. A route reconnaissance should occur during the initial site survey.

q. Any damage or temporary removal of NNSC Camp infrastructure by the contractor needs to be recorded and reported to UNC. All damages are to be repaired by the contractor before the completion of contract.

r. The contractor needs to provide portable toilets for workers which will be located vicinity the construction site. A routine cleaning schedule must be incorporated, and timings provided to UNCSB to ensure they can better coordinate escorts for the vehicle.

s. The contractor must ensure vehicle access into and around NNSC Camp is always maintained.

t. In the event of contingency, the contractor is to follow all directions of the UNCSB and be postured to move any vehicles and personnel that impacts security or safety.

u. A UNCSB and Joint Duty Officer representative should accompany any site survey with the contractor to ensure better coordination.

v. A final coordination meeting should occur no later than two weeks prior to the start date. It should include UNC, UNCMAC-S, UNCSB, COR and the contractor.

TP III-2

This will allow a rehearsal of concept and ensure that all parties are best prepared to support an efficient commencement of task.

w. A daily coordination touchpoint should occur between UNCSB and the COR to ensure efficiency in the day-to-day works of the construction project. This touchpoint can be in person or via phone.

3.2. Contractor shall submit to COR the Warranty Certification with 4025 for the listed items.

3.3. Contractor shall submit to COR Warranty management plan and approve it before 30 days of pre-warranty conference. (OMA Sec 01 78 00)
