About this file
This is an architectural and engineering drawing document prepared for San Bernardino County's Project and Facilities Management Department in support of the Baker Family Learning Center Expansion project in Muscoy, California. The project scope encompasses a 3,514 square foot expansion consisting of three building additions with comprehensive structural, architectural, mechanical, electrical, plumbing, interior, and site improvements, along with Americans with Disabilities Act upgrades. A mandatory pre-bid meeting is scheduled for September 17, 2026 at 10:00 a.m. at 2818 N Macy Street, Muscoy, with sealed bids due September 30, 2026 at 10:00 a.m. Bidders who fail to attend the mandatory pre-bid meeting will have their bids deemed non-responsive. The contract term is 300 calendar days from the Notice to Proceed, with liquidated damages assessed at $1,500 per calendar day for any delays beyond the contract completion date. A mandatory preconstruction conference will be held within twenty days of contract commencement.
The construction estimate ranges from $2.8 million to $3.2 million, with bid security required at ten percent of the base bid submitted as either a certified check or surety bond. The successful bidder must furnish both a Performance Bond and Payment Bond, each equal to 100 percent of the contract price, within ten calendar days of award. All bidders must hold a valid California State Contractor's Class "B" license, register with the County's ePro electronic procurement system prior to bid submission, and comply with prevailing wage rates established by the California Director of Industrial Relations, including weekly certified payroll submissions. The structural design incorporates a geotechnical investigation dated February 2026 specifying underpinned footings and adheres to design standards per NDS 2018, AISC 360-16, ASCE 7-22, and IBC 2024. All subcontractors must be listed in the bid and registered with the Department of Industrial Relations, and compliance with California Air Resources Board regulations with submission of CARB compliance certificates is mandatory.
