About this file

This is Addendum 1 to the Baker Family Learning Center Remodel and Addition project for San Bernardino County, issued September 24, 2026, which modifies the original contract documents and drawings. The addendum addresses clarifications on utility plans, as-built irrigation drawings, planting and irrigation technical specifications, tree support materials, roof warranties, construction operations, security systems, library content management, and security camera relocation. A mandatory pre-bid meeting was held on September 17, 2026, with sealed bids due September 30, 2026 at 10:00 a.m. The project involves a 3,514 square foot expansion with structural, architectural, mechanical, electrical, plumbing, interior, and site improvements. Construction working hours are established as 7:00 a.m. to 3:30 p.m., and the Children's Zone will remain operational while the Library Zone undergoes construction. The contract term is 300 calendar days from the Notice to Proceed, with liquidated damages of $1,500 per calendar day for schedule delays.

The addendum establishes critical operational parameters including contractor responsibility for providing construction water and power per special conditions, removal and replacement of existing flooring in areas receiving new carpeting, relocation of book stacks within the same rooms, and temporary shoring design by the contractor. Specification Section 329000 takes precedence for planting technical specifications, and Specification Section 328400 governs irrigation specifications. The contractor must obtain Department of Justice, Federal Bureau of Investigation, and Child Abuse Central Index clearances for all personnel with contact to minors, and must submit California Air Resources Board compliance certificates for all subcontractors prior to bid award. Acceptable product substitutions are provided for glass markerboards, composite metal panels, and standing seam metal roofing. A hazardous waste report will be supplied by the County prior to demolition, and over-excavation for new additions must extend to a minimum of four feet below grade or two feet below footing bottom, whichever is deeper. Bid security of ten percent of the base bid and Performance and Payment Bonds equal to 100 percent of the contract price are required.
