By submitting a proposal, the offeror agrees to comply with all terms and conditions as set forth in this Request for Proposal (RFP).

By submitting a proposal, offerors agree that, if applicable, they must submit a SB Subcontracting Plan to the CO upon notice of tentative selection for award. This plan must be submitted to the CO via email within 10 calendar days of the receipt of the tentative selection notice and be found acceptable both by the CO and the SBA. If not initially found acceptable, the offeror agrees to make a good faith effort to negotiate the plan.
Award will not be made if the contractor is unable to provide an acceptable plan within 30 days of the notice of tentative award.
Offeror must have an approved Project Labor Agreement (PLA) prior to award. Applicability of the PLA is in accordance with FAR Clause 52.222-34 (Jan 2024), to include FAR Provisions

The PLA must be submitted to the CO via email within 10 calendar days of the receipt of the tentative selection notice and be found acceptable by the CO.
