Amendment 0005
The purpose of this amendment is to answer contractor questions, revise the specifications and add additional project drawings.
A. Contractor questions and answers are provided as follows:
Question 1: Considering that the Proposal Schedule has been identified as having significant weight in WAPA’s basis of evaluation for award on the contract, please consider a final clarification on the Outage Sequence and Durations that contractors should base their proposals. Contractor RFI 6 originally requested to know if the Outage Sequence in the “Notice of Advisory of Two-Step Process” was contractual. Amendment 3 (received 5-8-24) responded with a “Yes” confirmation to RFI 6 but referenced the Project Specification Outages. We believe WAPA was intending to clarify that the dates in Project Specifications 1.D.2.a were contractual, so the response should have been “No” in reference to the Pre-Solicitation letter outage windows. Please confirm.
Answer 1: The currently scheduled outage dates for this project are as follows:
(1) Marana – Rattlesnake: March 3, 2025, to May 21, 2025.
(2) ED5 – Marana: May 22, 2025, to September 26, 2025.
(3) Rattlesnake – Tucson: September 29, 2025, to May 29, 2026.
(4) Tucson – Adams Tap: June 1, 2026, to June 30, 2027.
The answer for question 6 in amendment 3 dated May 8, 2024, is changed as follows:
Answer 6: No, refer to Construction Specification Division 1.D.2.a, the given outage dates are contractual dates.
Question 2: Considering that the Proposal Schedule has been identified as having significant weight in WAPA’s basis of evaluation for award on the contract, please consider a final clarification on the Outage Sequence and Durations that contractors should base their proposals. Contractor RFI 7 originally requested to know if the outage windows will allow the contractor to work efficiently around completely de-energized segments. The response indicated that the “outage dates are updated in 1.D.2 of the Project Specifications” and four outages were listed with dates that did not match the project specifications. We interpret this RFI response to have updated/superseded the dates listed in the Project Specifications section Division 1.D.2 with the dates provided in the RFI Response. However, Amendment 4 was then received (5-9-24) and included revised language for the RFI 7 Response that has no reference to the dates in 1.D.2 of the Project Specifications nor to the revised dates in the RFI 7 Amendment 3 response. The response does include the Outage Sequence and Dates of those identified on the “Notice of Advisory of Two-Step Process” which the original RFI asked about for contractual clarification. We believe that WAPA may have intended to paste the revised Outage Dates provided in the RFI 7 response from Amendment 3 but pasted the Pre-Solicitation Outage Dates accidentally. Please clarify the intended outage sequence/durations for contractors to base their proposal schedules.
Answer 2: The currently scheduled outage dates for this project are as follows:
(1) Marana – Rattlesnake: March 3, 2025, to May 21, 2025.
(2) ED5 – Marana: May 22, 2025, to September 26, 2025.
Question 3: Section 3.1.3 of the Construction Standards clearly states that wet-setting of the anchor bolts is not allowed. However, Section B.1.d of the Project Specifications also states that "Casing is not permitted to be abandoned in place if used". Typically, permanent casing may be required in sloughing soils in order to dry-set the anchor bolts and avoid any tolerance issues. Can WAPA please clarify whether wet-setting or permanent casing will be allowed?
Answer 3: Wet setting is not allowed. Reinforcement, anchor bolts and embedments shall be accurately placed and secured into position before concrete is placed as required in ACI 318 and ACI 301. “Stabbing” and/or wet-setting of reinforcement, anchor bolts or embedments into wet concrete during placement is a code violation and is not acceptable in any circumstance, violation of this provision will result in rejection.
Refer to provided geotechnical engineering reports provided with the solicitation regarding casing. Temporary casing shall be withdrawn as concrete is deposited, with the casing removed after concrete placement is finished. Concrete placement shall be maintained at a sufficient height within the casing to prevent earth infusion into the concrete or reduction in diameter by earth pressure on the fresh concrete.
Question 4. As a follow up to the Question Set 4 submitted Wednesday, May 8 (email below), and in view of the response WAPA provided in Amendment 4, will WAPA issue a revised Att D - Project Specification to include the final outage dates and segments that bidders should utilize?
The outage dates that have been issued in Amendment 4 appear to be the same as those referenced in the Presolicitation and do not align with the outage dates in Att D - Vail- Tortolita_Project Specifications. For example, the Project Specification indicates that the final outage for the Tucson to Adams Tap concludes on June 30, 2027, which is aligned with the responses WAPA provided in Amendment 3 that indicated the project completion date would be July 1, 2027 (Question 63).
However, Amendment 4 appears to indicate the project completion date will be on or about May 26, 2027. In addition, the outages in Amendment 4 are shorter in duration for certain segments of the project than what was originally included in Att D - Vail- Tortolita_Project Specifications.
Answer 4: The currently scheduled outage dates for this project are as follows:
(1) Marana – Rattlesnake: March 3, 2025, to May 21, 2025.
(2) ED5 – Marana: May 22, 2025, to September 26, 2025.
B. The project specifications have been revised and are attached to the amendment. (Att D –
Vail-Tortolita_Project Specifications_Rev 2) Changes are on page 29, 36 and 40, in red font with a red vertical line in the left margin.
C. Attachment T – Transmission Line Structures is added to the solicitation and attached to the amendment.

At any time because of transmission system electrical loads, transmission system operation or reliability, WAPA may deny an outage request or direct the Contractor to return facilities to operating conditions and release the applicable Special Work Permit. Make all outage requests in writing to the Field Engineer a minimum of 45-days in advance. Meeting the minimum advance notice requirement of 45-days does not guarantee an outage will be approved. To improve the chances of an outage being approved, all outages should be submitted with as much advance notice as practicable. Weather conditions and other system conditions such as other scheduled and nonscheduled (forced) outages must be evaluated against an outage request before approval can be granted.
