Note: If there are multiple buildings or multiple floors with identical room or building floorplans and designs, then you may use a single request and drawing for that floorplan. Annotate each building and room number that is accurately represented by the drawings.
1. Telecommunications Room (TR) or Other Space Architecture (Size)
a. Number of racks and total data drops (WAOs) versus the total number expected to be active (requiring patching to switches, typically approximately 50%)
b. Dimensions of the space, not just square footage. The footprint needs to be understood (primarily with 3 ft clearance around racks on all sides).
c. Other potential locations considered as trade-offs but were deemed unworkable
d. Attach both the building drawing to see the macro view, architecture, and distances and the TR or other space drawing to see the footprint and other spec requirements.

3. Cabling and Outside Plant: Attach campus drawing to see the macro view, paths, and distances between other telecommunications spaces.
4. Power: Attach schematics of all equipment and connections.
5. HVAC: Attach drawings and specs of all equipment.
6. Other: Attach specs of all equipment and drawings of telecommunications spaces.

What is a variance?
A variance is an allowable deviation from specific requirements of a published standard where a proposed alternate method of installation or operation will provide equal or higher safety, reliability, redundancy, and sustainability objectives. Alternately, under emergency time-sensitive circumstances a temporary variance may be granted without meeting the criteria above with an actionable plan to bring the project into compliance within a reasonable time frame. They should be submitted only as a last resort after the project and site have exhausted all other alternatives to meet specifications.
What will a variance not do?
A variance will not avoid compliance with the intention of a standard section or rule. A variance is not a method to recover from an installation or design error. A variance will not be granted if the alternate method would reduce the safety or effectiveness of the installation or equipment.
What does a variance cover?
If the variance is granted, it shall be limited to the particular site and installation covered in the application and will NOT be considered as a precedent for other installations.
Who may apply for a variance?
Those responsible for compliance with the standards may apply for a variance.
Who grants a variance?
A variance is granted only by DCIE upon written request through the approved process for submission, tracking, and processing. New variance requests embedded in project designs are not actionable for approval. They still need to go through the process.
How is a variance approved?
DCIE will approve, deny, or ask for clarification from their respective mailboxes. Allow a minimum of two weeks for processing. The return email from the DCIE organizational address is proof of the final decision of the Authority Having Jurisdiction (AHJ).
What are the disposition requirements of the determination?
A record of the variance determination email and any supporting attachments should remain with the project and be attached for context to all future design review or variance requests for the site. Retain the determination on file for the site for use in budgeting and initiating projects to upgrade the infrastructure to minimum ISTS specifications at the next technical refresh.:

UNDER NO CIRCUMSTANCES SHALL FLEXIBLE CONDUIT BE USED FOR
PATHWAYS INDICATED ON THIS DRAWING. ALL CONDUITS ARE TO BE, AT A
MINIMUM, 1-1/4" TRADE SIZE, UNLESS OTHERWISE NOTED. ALL CONDUITS FOR
TELECOMMUNICATIONS OUTLETS ARE TO BE STUBBED TO NEAREST CABLE
TRAY. CONTRACTOR IS TO ENSURE THAT NO CONDUIT EXCEEDS 40% FILL. IF
EXISTING CONDUIT IS NOT LARGE ENOUGH TO SUPPORT NEW CAT 6A CABLE
TO REPLACE ALL EXISTING CIRCUITS ONE-FOR-ONE, CONTRACTOR SHALL
PROVIDE THE MAXIMUM ALLOWABLE NEW CAT 6A CIRCUITS TO REPLACE
EXISTING. THE ADDITIONAL NEW CIRCUITS TO COMPLETE THE ONE-FOR-ONE
REPLACEMENT SHALL BE PROVIDED AT THE NEAREST AVAILABLE DROP WITH
EXISTING CONDUIT CAPACITY.
ALL CONDUIT PATHWAYS SHALL BE PROVIDED WITH NYLON BUSHINGS TO
PROTECT CABLES, REGARDLESS OF WHETHER THEY TERMINATE IN A DEVICE

TERMINATE, TEST, LABEL AND DOCUMENT ALL TELECOMMUNICATION CABLES.
CONTRACTOR SHALL AVOID ALL SYSTEMS SHUTDOWNS, INSTALL NEW
EQUIPMENT PRIOR TO THE RENOVATION OF EXISTING EQUIPMENT; PROVIDE
TEMPORARY UTILITIES AS REQUIRED TO MEET THIS REQUIREMENT.
THE DEMOLITION OF DEVICES SHALL INCLUDE ALL ASSOCIATED CABLING
BACK TO THE RACK.
LABEL DEVICE PLATES WITH A PERMANENT ADHESIVE LABEL FOLLOWING ALL
STANDARDS AND REQUIREMENTS, SEE DETAIL SHEETS FOR ADDITIONAL

FOR EXISTING SECURITY CAMERAS BEING RE-CABLED, MAINTAIN EXISTING
CAMERA ANGLE AND PROTECT IN PLACE
ALL EXISTING PENETRATIONS NO LONGER BEING USED WILL BE FILLED WITH
RATED ASSEMBLY.
VERTICAL ROUTE FOR TELECOM RISER. SEAL ALL FLOOR PENETRATIONS TO

ALL EXISTING DEVICES TO REMAIN ARE TRANSFERRED TO THE NEW RACK,
REMOVE THE EXISTING RACK AND INSTALL THE NEW RACKS IN THE FINAL
PERMANENT POSITION.
PROVIDE NEW VERTICAL WIRE MANAGEMENT SYSTEM, SEE SPECIFICATIONS FOR
ADDITIONAL INFORMATION.
EXISTING CABLING CONDUIT AND WIREWAYS ARE TO REMAIN AND BE CAREFULLY
PROTECTED IN PLACE. ALL EXISTING DEVICES ON THE EXISTING RACK SHALL BE
TRANSFERRED TO THE NEW LOCATION ON THE NEW RACK. CONTRACTOR SHALL
PROVIDE SHOP DRAWINGS SHOWING THE PROPOSED NEW RACK ELEVATION

REQUIREMENTS LISTED IN CABLE TRAY SCHEDULE AND 27 05 36. COORDINATE

REVIEW PRIOR TO COMMENCING WORK. COORDINATION DRAWINGS SHALL
SHOW PROPOSED A AND B PATH REDUNDANT FIBER PATHS. COORDINATE
FIXTURES WITH OVERHEAD TRAY. SEE T-500 SERIES SHEETS FOR ADDITIONAL

PROVIDE NEW IP ADDRESSABLE NETWORK CAMERA, POE+, PTZ, MOTION
SENSOR, AUTO-TRACKING, DOME WITH WALL MOUNT. BASIS OF DESIGN WISENET
XNP-6320. MOUNT AT 8’ – 6” A.F.F. TO TOP OF WALL BRACKET. INTEGRATE
CAMERA INTO EXISTING VMS. PROVIDE CONTROLLABILITY THROUGH EXISTING IT
NETWORK.
PROVIDE NEW DATA OUTLET, STUB-UP, AND BACK-BOX IN NEW LOCATION IN TR.

| ProblemStatement: Building 07 design decommissions and renovates an existing Computer Room #208 to serve as the TR for the first and second levels. The existing computer room now serves at the Main Computer Room. This project is providing a new MCR Building 06. The existing MCR will be decommissioned and configured to act as the second level TR. VA/AE investigated all options for serving the first level and provided multiple options for First Level TR locations. Adding a TR to first level was deemed too disruptive to existing structure due to the |
age and architectural layout of the building. There is no existing first level TR space. B07/first level has (43) WAO total. This minimal load will be served by an adequately size TR on the second level (i.e., converted MCR).

| ProposedMethod: Since no other space allocation was approved, and providing a new addition was not viable based on cost and complexity and the low WAO count. VA decided to apply for a variance on this level and use the large existing space that is currently serving as the Main Computer Room, #208. Room #208 will be re-purposed to act as a TR for the First and Second levels. |
