4. The following Requests for Information have been answered:

Question 1 - I did not see an attachment with Amendment #12 labeled PPQ – Amarillo. Do we need to revise the PPQ forms that were already completed?

Answer 1 – PPQ – Amarillo was posted on April 1, 2025. Previously completed PPQ forms do not need to be revised.

Question 2 - Does the entire RFP packet (Volume I, II, and III) need to be resubmitted and not just the pricing pages as referenced in Amendment #9 that removed the PLA requirements?

Answer 2 – The entire RFP packet (Volume I, II, and II) need to be resubmitted.

Question 3 - Can you please confirm that per Amendment 006 RFI 089, Attachment 22 Construction Estimate Breakdown Template is not required to be submitted with our bid?

Answer 3 - The Construction Estimate Breakdown is NOT to be submitted with the initial proposal. If the Government decides to establish a competitive range and conduct discussions, upon request by the CO, the offeror must submit a complete breakdown of the division pricing for each building using Attachment 22 Construction Estimate Breakdown Template.

A.1 VAAR 852.222-71 COMPLIANCE WITH EXECUTIVE ORDER 13899. (DEVIATION) (APR 2025)

(a) The contractor shall comply with Executive Order 13899, Combating Anti-Semitism, pursuant to Title VI of the Civil Rights Act of 1964 (Title VI), 42 U.S.C. 2000d et seq.

(b) The contractor shall timely disclose, in writing, to the Contracting Officer, whenever, in connection with the award, performance, or closeout of this contract or any subcontract thereunder, the Contractor has credible evidence that a principal, employee, agent, or subcontractor of the Contractor has committed a violation under Executive Order 13899, Combatting Anti-Semitism pursuant to the Civil Rights Act of 1964 (Title VI), 42 U.S.C. 2000d et seq.

(c) The contractor shall include the terms and conditions of this clause in every subcontract or purchase order so that these terms will be binding on every subcontractor or vendor.

(End of Clause) A.2 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2025)(DEVIATION FEB 2025) (a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 236220.

(2) The small business size standard is $45 Million.

(3) The small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition—

(i) Is set aside for small business and has a value above the simplified acquisition threshold;

(ii) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(iii) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.

(2) If the provision at 52.204-7, System for Award Management, is not included in this solicitation, and the Offeror has an active registration in the System for Award Management (SAM), the Offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The Offeror shall indicate which option applies by checking one of the following boxes:

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider these representations when making award decisions or enforce requirements.
