About this file
This is Appendix W of RFP 2026-RFP-0026, a project management requirements document issued by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports for the procurement of an Identity Management System (IDMS) at Sacramento International Airport. The RFP seeks proposals from contractors experienced in deploying comprehensive IDMS solutions capable of automating the management of approximately 5,700+ Airport ID badges and credentials for 180+ Authorized Signatories. The County will conduct a non-mandatory pre-bid meeting on May 5, 2026, at 2:00 PM via Microsoft Teams, with written questions due by May 26, 2026, at 4:00 PM. Proposals must be submitted electronically through the SacCountyEbids portal by June 23, 2026, at 4:00 PM Pacific Standard Time, with contract award anticipated for August 11, 2026. Shortlisted contractors may be invited to provide product demonstrations prior to final selection. The contract term spans five years with comprehensive support and maintenance requirements throughout the project lifecycle.
The appendix establishes detailed project management requirements across eight primary items: project methodology, implementation planning, milestone-based deliverables with written completion certificates required for payment, team composition by phase with RACI matrices and resume requirements, risk assessment and mitigation strategies, formal testing disciplines including unit, integration, regression, system, performance, and stress testing, comprehensive training for end users, administrators, and technical staff, and a transparent change request process with pre-negotiated pricing. The Proposer must assign a dedicated Project Manager as the single point of contact and collaborate with the County's assigned Project Manager throughout the project duration. All proposals must include a detailed Work Breakdown Structure identifying roles and responsibilities across IDMS Contractor, Airport personnel, and County IT resources, with explicit identification of Airport or County participation requirements, including infrastructure preparation. The appendix emphasizes accountability through documented milestone completion, established testing methodologies, knowledge transfer, and structured change management to ensure system stability, security, and compliance with applicable County and Airport standards throughout all phases including design, development, configuration, deployment, testing, stabilization, and post-deployment support.

RFP 2026-RFP-0026 Identity Management System – SMF Airport
APPENDIX W - Project Management
Project Management, Staffing, and Implementation Planning Requirements
Proposals must include all resources necessary to deliver a fully functional Identity Management System (IDMS) solution through the design, development, configuration, deployment, and stabilization phases of the project. This includes the provision of qualified project management and technical resources capable of effectively overseeing and executing the implementation, integration, and transition to steady-state operation of the IDMS throughout the entire project lifecycle.
The Proposer shall assign a dedicated Project Manager who will serve as the single point of contact for all aspects of the IDMS implementation. The Proposer’s Project Manager will be responsible for coordinating all project activities; managing schedules, risks, and dependencies; ensuring delivery of all required deliverables; and maintaining adherence to the approved scope, implementation plan, and applicable County and Airport standards. The County will assign a Project Manager to oversee the project and may engage consulting services to provide additional guidance. The Proposer’s Project Manager must collaborate closely with the County Project Manager and designated County, Airport, and consultant representatives for the duration of the project.
The proposal shall include a comprehensive Implementation Plan and project schedule that clearly defines coordination and engagement with Airport Security, Access Control, and Badging Office staff; County and Airport IT staff; and any other required Airport stakeholders. The proposal shall also include a detailed Work Breakdown Structure (WBS) at the task level, identifying roles and responsibilities for each activity, including whether the work will be performed by the IDMS Contractor, Airport personnel, County IT, or other parties.
The WBS must explicitly identify tasks and dependencies requiring Airport or County participation, including internal deliverables that must be completed to support project execution. This shall include, at a minimum, preparation and availability of the server, storage, and supporting infrastructure environments required for successful implementation of the IDMS.

Implementation Planning
2.
Describe your implementation approach and methodology as it specifically applies to deploying an Identity Management System (IDMS) for the County. Include how your approach addresses all phases of the implementation lifecycle, including requirements analysis, system design, configuration, integration, testing, deployment, stabilization, and post-deployment support.
<Response>
Item Milestones
3.
Based on experience with implementing Identity Management Systems (IDMS) of similar size and scope, describe the major milestones for the project and the estimated duration of each. A detailed project schedule is not required for proposal submission. Once the project officially commences, the County will collaborate with a consultant to develop a detailed project schedule tailored to the IDMS implementation.
Payment for each defined milestone will be contingent upon verification and approval of milestone completion. Upon completing a milestone, the Contractor shall submit all associated deliverables to the County Project Manager (PM) for review. The PM and the Contractor will jointly confirm milestone completion by signing a Milestone Completion Certificate or equivalent documentation. No payment for any milestone will be issued until both parties have executed this written confirmation. Upon receipt of the fully executed confirmation, the County will process payment in accordance with the terms of this Agreement.

Teams Composition by Phase
4.
Describe the composition of the Proposer’s teams that will directly support the implementation of the Identity Management System (IDMS). Provide detailed information on titles, roles, responsibilities, and the approximate number of Full-Time Employees (FTEs) assigned to each role.
Provide the team composition for each proposed phase of the IDMS implementation, including design, development, configuration, deployment, testing, stabilization, and post-deployment support. For each role, include a resume or detailed description of relevant experience, emphasizing prior work on IDMS or related access control system projects, as well as the duration each individual has been performing these duties with the Proposer’s organization.
To clearly demonstrate accountability and collaboration, include a RACI matrix (Responsible, Accountable, Consulted, Informed) for all key roles across each phase of the project. The RACI matrix should indicate:
· Responsible (R): Team members executing the work for each task or deliverable.
· Accountable (A): The individual ultimately answerable for task completion.
· Consulted (C): Subject matter experts or stakeholders whose input is sought.
· Informed (I): Parties who need to be kept updated on progress or decisions.
Include specialized expertise areas in the RACI matrix where applicable, such as:
· Identity and access management integration
· Security and compliance controls
· System configuration and deployment
· User training and knowledge transfer
· Ongoing system support and stabilization This approach will demonstrate that the Proposer has a structured, accountable, and well-staffed team capable of delivering a fully functional and sustainable IDMS solution while coordinating effectively with the County and any consulting resources.
