About this file
This document comprises proposal package and submission instructions issued by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports (SCDA) for RFP No. 2026-RFP-0026 regarding the implementation of a comprehensive Identity Management System (IDMS) at Sacramento International Airport (SMF). The IDMS will automate the management of individual identities and associated access privileges, replacing manual, paper-based processes currently used to manage approximately 5,700+ Airport ID badges and related credentials with 180+ Authorized Signatories. The system must consolidate identity management and access control processes into a single integrated platform capable of supporting regulatory compliance, improving operational efficiency, and protecting sensitive information. The County will select and award the contract to one Contractor experienced in deploying an IDMS at US Airports. Proposals must be submitted through the OpenGov portal (SacCountyEBids) by 4:00 PM PST on the date specified in the RFP timeline. At the Airport's discretion, a select group of shortlisted Contractors may be asked to provide a product demonstration, with all other submissions eliminated from further consideration.
Proposers must submit comprehensive proposal packages in specified order, including minimum qualifications, organization and experience details, proposal narrative, functional and technical requirements, project management plans, support and maintenance options, pricing details, and customer references (minimum of three with similar scope). All appendices except pricing must be submitted in PDF or Word format on letter-size portrait pages, with pricing submitted in Excel format. The proposal must be submitted in the legal entity name of the applying organization, with authorization signatures required for corporations. Only one proposal per organization will be accepted, and proposals not meeting ALL RFP requirements will be rejected. No alternative submission methods, including email, mail, hand delivery, or fax, will be accepted.
