Summary of RFP 2026-RFP-0026: Identity Management System
This is a Request for Proposal (RFP) issued by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports (SCDA) for the implementation of a comprehensive Identity Management System (IDMS) at Sacramento International Airport (SMF). The County seeks a contractor experienced in deploying IDMS solutions at U.S. airports to replace manual, paper-based processes currently managing approximately 5,700+ active Airport ID badges and credentials for 180+ Authorized Signatories. The system must consolidate identity management and access control processes into a single integrated platform supporting regulatory compliance with Transportation Security Administration (TSA) requirements, improving operational efficiency, and protecting personally identifiable information. The non-mandatory pre-bid meeting is scheduled for May 15, 2026, at 2:30 PM via Microsoft Teams. The deadline for submitting questions is May 26, 2026, at 4:00 PM. Proposals must be submitted electronically through the SacCountyEbids portal by June 23, 2026, at 4:00 PM Pacific Standard Time. Contract award is anticipated for August 11, 2026. The evaluation committee will consider proposals from shortlisted contractors and may request product demonstrations prior to final selection. The contract term and support requirements span five years, with specific milestones including Notice to Proceed, gap analysis, solution design approval, testing and training environment deployment, system acceptance testing, training completion, production deployment, and post-implementation stabilization.
The RFP requires detailed cost proposals submitted in the specified Appendix I pricing table format, with all hardware, software, licensing, professional services, integration, documentation, training, and support costs listed separately across five years. The County will procure hardware, server operating systems, and database licensing separately and does not accept hosted solutions; data storage must be located exclusively in U.S.-based data centers for cloud solutions. For cloud-based deployments, contractors must achieve FedRAMP or StateRAMP Ready Status within 90 days of agreement execution and full authorization within 12 months. For on-premises solutions, specific security tools including CrowdStrike Falcon, Tanium, and Splunk Universal Forwarder must be implemented. The proposed solution must integrate with Sacramento County's existing enterprise infrastructure, including Microsoft Active Directory, Oracle and SQL Server databases, VMware ESX virtualization, NetApp SAN storage, Cisco networking, Palo Alto firewalls, F5 load balancers, and existing systems such as Hirsch Velocity Physical Access Control System (PACS), Telos DAC for background checks, and livescan fingerprint systems. Minimum qualifications require five years of continuous operation delivering IDMS or Physical Access Control System solutions, demonstrated technical knowledge of 49 CFR Parts 1540 and 1542, and evidence that proposed key personnel have implemented an IDMS with an Authorized Signatory Portal at three or more U.S. airports of similar size and complexity. The RFP incorporates FAA Non-AIP Contract Provisions requiring compliance with federal civil rights laws and domestic preference for U.S.-produced goods. No incumbent contractor is identified, and no specific budget range or award value is disclosed in the documents. Payment terms are NET/30 with F.O.B. Destination, freight prepaid, and the County reserves the right to terminate the contract without cause upon thirty days' written notice.

2. Introduction
2.1. Summary
General work description:
The Sacramento County Contract & Purchasing Services Division and Sacramento County Department of
Airports (SCDA), operating Sacramento International Airport (SMF) is seeking to implement a comprehensive Identity Management System (IDMS) to support the Airport Security, Access Control, and Badging Office.
The purpose of the IDMS is to automate the management of individual identities and associated access privileges within a secure and efficient IT environment. The system will replace manual, paper-based processes currently used to manage approximately 5,700+ Airport ID badges and related credentials with 180+ Authorized Signatories (AS). The proposed solution must consolidate identity management and access control processes into a single integrated platform capable of supporting regulatory compliance, improving operational efficiency, and ensuring the protection of sensitive information.
The proposals received will be utilized to select and award the contract to one (1) Contractor who is experienced in the deployment of an Identity Management System (IDMS) at US Airports. All submissions received prior to the submission deadline which meet the minimum requirements will be evaluated by the evaluation committee at Sacramento International Airport (SMF). At the Airport’s discretion, a select group of shortlisted Contractors will be asked to provide a demonstration of their product. Submissions not selected will be eliminated from further consideration.
2.2. Background
There are approximately 5,700+ active Airport ID Badges and approximately 180 Authorized Signatories
(AS) at SMF. Airport ID Badge holders represent County Airport System employees, airline, contractors, concessionaires, Fixed Base Operators and government (local, state, and federal) agencies at SMF. The
Airport Security, Access Control, and Badging Office handles approximately 75 to 100 transactions per day. These transactions include processing new and renewal applications, fingerprinting applicants, administering training and issuing Airport ID Badges.
SMF anticipates continued growth over the next several years, with the badge population expected to exceed 5,900 and the Authorized Signatory population projected to increase to approximately 200–225.
This growth will occur due to new concessions, the Centralized Receiving and Distribution Center
(CRDC), terminal expansion projects, and other future airport initiatives.
The current process involves paper application forms completed by the badge applicant, then reviewed and signed by the Authorized Signatory (AS). Once received, the Airport Security, Access Control, and
Badging Office staff enter the application information into multiple systems that support security background checks, training, financial processing and access control functions.
SMF use Telos/ TSC as their Designated Aviation Channeler (DAC), Cross Match for fingerprint collection, Hirsch Velocity V 3.8.5. Current version of Hirsh by Identiv v 3.8.5, implemented 10/28/2025; AirTera
(formally SSi) version is iLsappv-25.04.02-release for the Physical Access Control (PACS) and the
Computer Based Training (CBT) training system is SSI V 2.0.0.

4. Basis for Award
This proposal award will be determined by factors other than price alone. The County’s sole purpose in the evaluation process is to determine from among the Responses received, which one is best suited to meet the County’s needs. Any final analysis or weighted point score does not imply that one proposal is superior to another, but simply that in our judgment the proposal(s) we select offer(s) the best overall solution for our current and anticipated needs. The County reserves the right to make modifications to any scoring and/or weight structure prior to the evaluation of responses. The responses will remain sealed during the proposal evaluation period, and will be made available for public inspection upon notice of proposal award.
Bid responses will be considered valid for a period of 120 calendar days after bid closing date above.

4.1. Scoring Criteria
Proposals will be scored on pricing and other factors in your proposal such as ability to meet the requirements of the RFP, experience, references, risk assessment, etc. Contract(s) will be awarded to the highest scoring proposer(s).
An evaluation committee composed of staff from the Department of Airports (Airport Operations, Airport Security, and the Information Technology section) and the Transportation Security
Administration (TSA) will conduct a comprehensive evaluation in three phases. The evaluation committee will consider the completeness of a proposal and how well the proposal meets the needs of the County. Proposals in response to this RFP must be complete. Proposals that do not include all mandatory submittals and that do not address each of the items listed in the RFP will be considered non-responsive and will receive no further consideration.
The award for the Contract will be based on which Proposer the County perceives as having an existing solution, experience, methodology, and company resources considered viable for meeting Sacramento
County’s requirements.
During the course of evaluations, the evaluation committee may:
• Choose to contact officials from other jurisdictions regarding the Proposer, their prior work experience, and their ability to successfully complete the scope of services. The County may coordinate independent site visits with references provided to understand the product in a working environment.
• Request clarification or additional information from a Proposer in order to assist in the evaluation process. This process may not be used as an opportunity to submit missing documentation, change pricing, or make major revisions to the original response.
• Request work product examples for any documentation deliverables outlined in this proposal.
• Require changes in the scope of services, as deemed necessary by the County, before contract execution.
4.2. Evaluation Phases
Phase 1
In Phase 1, proposals submitted electronically will be evaluated to determine if they meet the minimum qualifications (App R). Only proposals meeting the minimum requirements will be passed on to the second phase of evaluation. Proposals that do not include all relevant required forms and sections, or do not meet minimum qualifications, are subject to rejection without further evaluation.
Response Package/Completeness of Response to Mandatory Requirements: Pass/Fail
Phase 2
In Phase 2, proposals that pass the pass/fail criteria above will be reviewed, evaluated and scored on the following evaluation criteria:
• Organization and Experience (Appendix S)

Phase 3
In Phase 3, the top scoring firm(s) from the second phase will be invited by the evaluation committee for oral interviews/presentations, proposer demonstrations and performance capability. This gives the top scoring vendor(s) an opportunity to present their approach and allow the evaluation committee to ask questions in order to obtain clarity on the vendors proposed approach, meet with key staff performing the services, and discuss affirmative action steps to be taken or took if utilizing sub-contractors.
Proposers must bring a dynamic, working product to the demonstration for the County to evaluate. The
County will provide a script with a standardized outline that Proposer must follow during the demonstration; the County is not interested in a corporate or sales presentation. Proposers must be prepared to demonstrate their understanding of any requirement outlined within the proposal. The
County reserves the right to ask additional questions during demonstrations to clarify the scope and content of the written proposal or demonstrated product. During the demonstrations, County users may request to be given a chance for hands-on interaction and exploration in the solution demonstrated.
In Phase 3, proposals will be scored on the following evaluation criteria:
• Phase 2 Score
• Pricing
• Interviews
• Customer References
Contract Award
The Contract will be awarded to the highest cumulative scoring Proposer. The evaluation process is designed to ensure that the highest scoring proposer is selected based on their qualifications, experience, proposed approach, and pricing.
5. Final Acceptance

7.6. Contractor Certification of Compliance, part 1*
WHEREAS it is in the best interest of Sacramento County that those entities with whom the County does business demonstrate financial responsibility, integrity and lawfulness, it is inequitable for those entities with whom the County does business to receive County funds while failing to pay court-ordered child, family and spousal support which shifts the support of their dependents onto the public treasury.
Therefore, in order to assist the Sacramento County Department of Child Support Services in its efforts to collect unpaid court-ordered child, family and spousal support orders, the following certification must be provided by all entities with whom the County does business:
CONTRACTOR hereby certifies that either:
☐ (a) the CONTRACTOR is a government or non-profit entity (exempt); or
☐ (b) the CONTRACTOR has no Principal Owners (25% or more) (exempt); or
☐ (c) each Principal Owner (25% or more), does not have any existing child support orders; or
☐ (d) CONTRACTOR’S Principal Owners are currently in substantial compliance with any court-ordered child, family and spousal support order, including orders to provide current residence address, employment information, and whether dependent health insurance coverage is available. If not in compliance, Principal Owner has become current or has arranged a payment schedule with the
Department of Child Support Services or the court.

7.7. Contractor Certification of Compliance, part 2*
New CONTRACTOR shall certify that each of the following statements is true:
A. CONTRACTOR has fully complied with all applicable state and federal reporting requirements relating to employment reporting for its employees; and
B. CONTRACTOR has fully complied with all lawfully served wage and earnings assignment orders and notices of assignment and will continue to maintain compliance.
NOTE: Failure to comply with state and federal reporting requirements regarding a contractor's employees or failure to implement lawfully served wage and earnings assignment orders or notices of assignment constitutes a default under the contract; and failure to cure the default within 90 days of notice by the County shall be grounds for termination of the contract. Principal Owners can contact the
Sacramento Department of Child Support Services at 1-866-901-3212, by writing to P.O. Box 269112, Sacramento, 95826-9112, or via the Customer Connect website at www.childsup.ca.gov.
