About this file

This is an Appendix to a Request for Proposal (RFP 2026-RFP-0026) issued by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports for an Identity Management System (IDMS) to support Sacramento International Airport (SMF). The RFP seeks a comprehensive solution to replace manual, paper-based identity and access control processes for approximately 5,700+ Airport ID badges managed by 180+ Authorized Signatories. The proposed IDMS must consolidate identity management and access control into a single integrated platform capable of supporting regulatory compliance, improving operational efficiency, and protecting sensitive information. Contractors experienced in deploying Identity Management Systems at US airports are encouraged to submit proposals. The evaluation committee at Sacramento International Airport will review all submissions meeting minimum requirements, and at the Airport's discretion, shortlisted contractors may be invited to provide product demonstrations.

Appendix X specifically addresses Support and Maintenance requirements and requires proposers to provide detailed information on system maintenance and support following implementation. Proposers must describe maintenance plan structures, standard support hours aligned with the County's 7:30 A.M. to 5:30 P.M. Pacific Time schedule (Monday through Friday), and after-hours and emergency support provisions with guaranteed response and resolution times. Additional requirements include detailed escalation procedures for issue severity levels, issue tracking and reporting processes, software release cycles for updates and enhancements, change request procedures for customizations of varying scope, ongoing support and training for County personnel, procedures for implementing legislatively-mandated modifications, specific system performance standards and Service Level Agreements, disaster recovery and backup processes, and information on community forums and user engagement platforms available to customers.

<Response>

Item
Support Hours
2.
Proposer shall describe standard IDMS support and maintenance hours aligned with the current County’s operating schedule of 7:30 A.M. to 5:30 P.M. Pacific Time, Monday through Friday. The response must also include detailed provisions for after-hours, weekend, and emergency support, specifying guaranteed response and resolution times, escalation procedures, and any associated costs. Proposer should explain how these support commitments ensure continuous system availability and minimize operational disruptions for the County’s IDMS environment.

<Response>

Item Escalation

3.
Proposer shall provide detailed descriptions of issue severity levels for the IDMS environment, including criteria for classification and potential impact on operations. For each severity level, outline the corresponding escalation procedures, response and resolution timeframes, and the roles and responsibilities of personnel involved.
