Appendix U - Narrative Response Summary
This document is a narrative response template issued by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports for RFP 2026-RFP-0026, an Identity Management System (IDMS) procurement for Sacramento International Airport (SMF). The RFP seeks a comprehensive solution to replace manual, paper-based processes currently managing approximately 5,700+ Airport ID badges and credentials for 180+ Authorized Signatories. Respondents must provide narrative descriptions addressing five key areas: IDMS Core System Components (including identity and credentialing functions, integration and infrastructure services, IT architecture and deployment options, and identity resolution and record matching); System and Data Security (covering secure communication, data transmission, and system and data security); Applications (addressing authorization, compliance, training management, applicant/badge holder functions, authorized signatory self-service portal, and asset management); Data Management and Reporting (including credentialing data management, reporting and auditing, data warehousing and data lakes support, dashboards, and business intelligence); and Business Analysis and Project Management (encompassing project management methodology, technology and business continuity, training and user onboarding, and personnel requirements). The non-mandatory pre-bid meeting is scheduled for May 5, 2026, at 2:00 PM via Microsoft Teams; written questions are due by May 26, 2026, at 4:00 PM; proposals must be submitted electronically through the SacCountyEbids portal by 4:00 PM Pacific Standard Time on June 23, 2026; contract award is anticipated for August 11, 2026.
Shortlisted contractors may be invited to provide product demonstrations prior to final selection. The selected contractor must demonstrate five years of continuous operation delivering Identity Management System or Physical Access Control System solutions and must have prior experience implementing an IDMS with an Authorized Signatory Portal at three or more U.S. airports of similar size and complexity. The proposed solution must integrate with Sacramento County's existing enterprise infrastructure, including Microsoft Active Directory, Oracle and SQL Server databases, VMware ESX virtualization, NetApp SAN storage, Cisco networking equipment, and Palo Alto firewalls. For cloud-based solutions, contractors must achieve FedRAMP or StateRAMP Ready Status within 90 days of agreement execution and full authorization within 12 months; for on-premises solutions, specific security tools including CrowdStrike Falcon, Tanium, and Splunk Universal Forwarder must be implemented. No specific budget range is disclosed; however, the comprehensive five-year support requirement and integration complexity suggest significant procurement value. Proposals must include detailed cost projections addressing all hardware, software, services, maintenance, and professional services across development, testing, and production environments, submitted in Excel format with items priced separately.
