Appendix R - Minimum Qualifications Summary
This document outlines minimum qualification requirements for the Identity Management System (IDMS) procurement by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports (SCDA) operating Sacramento International Airport (SMF), issued under RFP 2026-RFP-0026. Proposers must submit comprehensive organizational documentation including project charts, staff rosters with task-level responsibilities, responsibility matrices, and one-page resumes for all key and general staff members demonstrating prior IDMS implementation experience. The proposed Project Manager and technical lead must have prior experience implementing an IDMS with an Authorized Signatory Portal at three or more U.S. airports of similar size and complexity. Submissions are due electronically through the SacCountyEbids portal by 4:00 PM Pacific Standard Time on June 23, 2026, with contract award anticipated for August 11, 2026. A non-mandatory pre-bid meeting is scheduled for May 5, 2026, at 2:00 PM via Microsoft Teams, and questions must be submitted by May 26, 2026, at 4:00 PM. The contract term extends five years with sustainable, long-term support requirements. Once awarded, any proposed changes to key staff require prior Airport approval.
Proposers must demonstrate five years of continuous operation delivering Identity Management System solutions, Physical Access Control Systems, or systems of similar scope and complexity, with evidence of California business qualification and good standing. Proposers must provide documentation of business licenses, professional certifications, and staff credentials supporting IDMS and Access Control System implementation and maintenance capabilities. All costs must be fully itemized in Excel format within a Pricing Workbook, with separate pricing for hardware, software, services, maintenance, and miscellaneous items including shipping and taxes; pricing must not be structured as a short-term pilot with substantial post-implementation cost increases. Proposers must demonstrate technical knowledge of federal regulations including 49 CFR Parts 1540 and 1542, TSA Security Directives, California privacy laws including California Civil Code 1798 et seq., and the ability to integrate with Designated Aviation Channeling (DAC) systems, aviation security partners, and operational databases using industry-standard data interchange formats such as FICAM-aligned structures, XML, JSON, and RESTful APIs. No set-asides for disadvantaged enterprises are identified in this procurement.
