About this file
This is an Appendix H Customer References document for RFP 2026-RFP-0026, issued by Sacramento County Contract & Purchasing Services Division and Sacramento County Department of Airports (SCDA) for the implementation of an Identity Management System (IDMS) at Sacramento International Airport (SMF). Proposers must demonstrate recent and relevant experience in designing, developing, and implementing IDMS solutions comparable in size, complexity, and scope to the airport's requirements. The RFP requires submission of a minimum of three (3) general references from projects completed within the past five (5) years, with at least two (2) references from public sector organizations, preferably counties similar in size to or larger than Sacramento County. Additionally, proposers must provide three (3) or more airport-specific IDMS implementation references representing work of similar scope, with reference contacts possessing direct knowledge of the proposer's performance. The proposal submission deadline is June 23, 2026, at 4:00 PM Pacific Standard Time through the SacCountyEbids portal, with contract award anticipated for August 11, 2026.
Each required airport reference must include comprehensive documentation containing customer name and address, contact person/title, phone number, and email; project start and completion dates; modules and versions implemented; number of full-time resources assigned; and a detailed description of the project scope. The County reserves the right to investigate proposer background, qualifications, and performance without limitation and may contact any or all references to request additional supporting information. Reference feedback will be evaluated as part of the overall assessment of the proposer's capacity to perform all aspects of the work and to verify a demonstrated record of successfully delivering comparable IDMS solutions at U.S. airports of similar scale and complexity to SMF Airport.
