About this file
This document provides details on a draft request for proposal for a global sustainment contract for Anti-Terrorism Force Protection systems and assets worldwide. The Naval Facilities Engineering and Expeditionary Warfare Center intends to issue a single-award indefinite-delivery/indefinite-quantity contract with a maximum value of $600 million over eight years. There would be one large task order for sustainment of the existing 955 systems and over 81,000 assets across a base year and seven option years, representing most of the work under the contract. Separate task orders would be issued for technological refreshment, upgrades, repairs from damage or Acts of God, and approved engineering changes. Interested offerors are advised that the acquisition strategy is still pending approval and the draft RFP has not completed the required review process, so changes are anticipated. Comments on improving the RFP quality and clarity are requested by March 31, with the agency potentially scheduling an industry day or providing written responses depending on the COVID-19 situation.

Move/Add/Change (M/A/C) Policy/Process
CNIC has incorporated a Move/Add/Change Policy/Process for any action that changes the current capability or configuration of equipment under the AT/FP Ashore Sustainment Program (to include IA).
Move/Add/Change (M/A/C) Requests:
• Require CNIC HQ Program Director (HPD) approval.
• Include an EXSUM.
• Include a completed A033 Inventory.
• An AT/FP Ashore PDR may supplement/accompany the EXSUM submission.
• CNIC N6 authorization is required when network or IT related matters are involved.
• The change is within authorized CNICINST 3440.17 requirements for EM issues and/or OPNAVINST 5530.14E for
PS/AC issues (except for NMC Cat I/II systems).
• CNIC N6 is able to support the change (ex: moving PSNet drops or activation of NMCI), and
• The requesting Region/CNIC provides for all costs associated with the change.
Any request should be coordinated with the Region N6 (when applicable), and ROC Ops Board (when applicable) to determine feasibility, and forwarded to CNIC HPD for action.
Requests for additional sustainment efforts must include recurring funding via a budget based transfer or an approved POM submission across the FYDP.
• Request must utilize the CNIC / NAVFAC AT/FP Ashore Move, Add, Change Policy/Process.
• The effort must fit within the AT/FP Ashore Program policy and be approved by CNIC.
• A site survey must be conducted to inspect / verify the equipment’s operating condition.
If a Region moves, alters, or changes a sustained system without obtaining approval from the CNIC CCB, the
Sustainment services will be voided and stopped.
