About this file
This document contains the questions and answers from a pre-proposal conference for a federal contract solicitation. The solicitation seeks proposals for a single-award Indefinite Delivery Indefinite Quantity contract to provide global sustainment of Anti-Terrorism Force Protection systems and assets worldwide. Work will include maintaining 955 existing systems and 81,959 assets across multiple regions. The maximum contract value is $600 million over eight years. A base ordering period of five years and optional six-month extension is specified. The incumbent contractor maintains the existing Remedy and AIM systems containing configuration management data and incident records. Offerors are advised that while a draft RFP was provided, the final RFP may include changes pending acquisition approval and peer review. Proposers submitted written questions by March 31st. Depending on COVID-19 restrictions, the agency may provide written responses or hold an industry day. Pricing is required for the base year, four option years and six-month extension period across system and asset levels by region.

5 Attachment 2 20200612
SLAs Tab The government populated cells J879:J893 and J1769:J1783 with N/A. Is it the Government's intent that no subcontracted work would be required to accomplish these options?
No. Breakout of subcontractor costs for GAP Service Calls and RMF Information Security System Professionals (Options 1, 2 & 4, respectively) are not being requested. Note:
J1777:J1783 Automated ACP Engineer/ Developer Support (formerly Option 5) is no longer listed as an option under the PWS, and should therefore be populated accordingly on the SLA and Summary Tabs as applicable.
6 Appendix D1 DED A017, paragraph 2.2 Will the Government provide direction on the preferred content for item e. of the Draft A017 to be provided in the Technical Volume?
Are checklists required for all 937 systems and 86,753 assets identified in Appendices C and M at bid submission?
The Government has no preference for the format of item e. (PMI Report) as long as the content specified in DED A017 is present. Checklists are not required at bid submission. As stated in the Performance Work Statement, Section 4.2.1 Preventive Maintenance Inspection, the PMI checklists will be provided as Government Furnished Information.
7 Appendix D1 DED A017, paragraph 2.2 Will the Government confirm that the PMI tasks required by item f.
and the procedures to be specified in the PMI checklists are the same, or explain any difference? Does the Government require the Draft A017 Maintenance Plan provided in the Technical Volume to include PMI tasks and frequency for all 937 systems identified in Appendix C?
Yes, "tasks" and "procedures" refer to the same Preventive Maintenance actions. No, PMI tasks and frequency need not be included in the Technical Volume; only in the final A017 deliverable provided after contract award.
8 Appendix D1 DED A017, paragraph 2.2 Will the Government confirm the intended transition period, as the PWS refers to a 60-day transition?
Yes, the intended transition period is a 60-day period as described in the PWS.
9 Appendix D1 DED A017, paragraph 2.2 Does the Government intend to provide the incumbent's Preventive Maintenance schedule to clarify exact scope of maintaining PMI cycles through the transition period?
Yes, the Government will provide the existing Preventive Maintenance schedule and frequency in order to maintain the PM periodicity.
10 Attachment 2
Mgmt. Fees tab a) Please provide detail regarding what the Government considers "Mgmt. Fees", and b) explain the level of detail expected to be captured in the "Description" columns B:N.
a) Management Fees consist of all other contract costs not previously identified under Labor, Materials, Travel, SLA, or ODC Tabs. These typicallly are associated with burdening and profit, but could also potentially include other miscellaneous service costs depending on your classification structure. b) Descriptions should reflect your classification of the costs, and sufficient detail as to indicate the scope of the application.
11 Attachment 2 20200612
All tabs May the price template be simplified to only require region level detail for Options 3, 4, and 5?
No. The Family of System (FoS) level detail, which also applies to Materials, is intentional. Please also note the response to question # 5 above as the Options and SLA Tab requirements have changed.
12 Attachment 2 20200612
Materials tab What level of detail is expected to be captured in the "Category" columns? Would consolidating material costs into a single column, which would still provide region and system level of detail for each year, be considered adequate?
The template is designed to accommodate your internal Materials breakdown structure.
If you choose to consolidate material costs for a region's given FoS into a single entry, that will be adequate.
13 Attachment 2
ODC tab What level of detail is expected to be captured in the "Describe" columns? Would consolidating ODC into a single column, which would still provide region level of detail for each year, be considered adequate?
No. The intent of this Tab is to identify ODC categories and their respective costs by region. Consolidating costs into a single column would not provide the level of detail desired.
14 Appendix D1 DED A020, paragraph 2.2 Should the contractor's draft Supportability Strategy follow the format in Table 1.0? If yes, under which section should we address "total lifecycle sustainment strategy"?
Yes. "Total lifecycle sustainment strategy" should align under section 4.0 Supportability Strategy.
15 N/A N/A Does the Government limit the number of Remedy accounts to be issued on the contract?
No; Remedy accounts are issued based upon demonstrated need.
16 Appendix D1 DED A017, paragraph 2.2 u.
What is meant by task? Task refers to an action (or sequence of related actions) required to complete some work. Specifically, work needed to resolve a system outage or deficiency. The task being described may be one that is proposed or already complete.
17 Appendix D1 DED A017, paragraph 2.2 gPlease provide the desired level of detail and performance timeline for the schedule? For example, a schedule showing all systems across all sites to be scheduled for the first year of performance and to include tasks at the device testing level would easily exceed 100,000 lines. Would a schedule identifying the projected dates of Preventive Maintenance visits for each system at all sites in a single region be sufficient, with a sample of the detailed schedule tasks at the device level for 1 system?
The Preventive Maintenance schedule shall contain all projected dates of Preventive Maintenance visits for each system at all sites for all regions, and extend through the first year of performance.
So as to avoid a gap in service, the most recently scheduled PM visit for each system, along with the maintenance periodicity for that system, will be provided as Government Furnished Information upon contract award.
18 6.1 Transition "The Transition Period is expected to take up to 60 days after contract award to complete. The Contractor will maintain its existing staff throughout the Transition Period." It is assumed the term "Contractor" in the second sentence refers to the incumbent contractor. Please confirm.
Yes, confirmed.
19 Section L, 1.11.2.1.3, Transition
Please confirm CDRL's/deliverables for the existing contract will be made available to the incoming contractor via Remedy/AIM at contract award.
Yes, confirmed.
20 6.1 Transition Please clarify and /or reconcile the following statements in the referenced paragraph: "The Contractor will maintain its existing staff throughout the Transition Period. No additional staffing requirements are anticipated to complete the transition from the incumbent to the new Contractor."
"Immediately prior to the transition, the incumbent will stand up its transition team in order to facilitate the activities necessary for succesful transition. It assumed that the new Contractor wil have its staff on site at the beginning of the transition period and will establish a similar team to work with the incumbent to coordinate the contract's transition. Please confirm CDRL's/deliverables for the existing contract will be made available to the incoming contractor via Remedy/AIM at contract award.
We do not anticipate additional staff will be required to perform the transition, but we assume that the incumbent would need to designate certain personnel (aka “Transition Team”) among the existing staff to work with the on-coming contractor.

1.4.1.4 Dispatch Centers Section 1.4.1.4 paragraph two
states "Outside CONUS, this emergency response functionality is provided by the OCONUS Navy Consolidated Emergency Response System (ON-CERS)".
CNRH is an OCONUS RDC but still currently operating on the Northrop Grumman COBOL CAD system with no firm date to transition over to the new ON- CERS CAD system. Should Northrop Grumman COBOL CAD support pricing be included in proposal responses and for how long a duration under the new AT/FP sustainment contract?
Proposals need to be bid to the content of the PWS. As new systems come under sustainment, they will be addressed through modifications to the task order.

Appendix M - Asset Details
The E-NERMS software asset items do not match the software components and license counts in our records for each E-NERMS RDC, SDP site and Commander Navy Region Hawaii.
The Government notes that the firm that asked this question is on the current contract, and has responsibility to keep Remedy data updated. The Government requires the Contractor to provide a list of all currently deployed equipment, for distribution to all offerors.
What is the timeline for release of
RFP?
Within the next week or so. We wanted to make sure are up to date as possible and see if there was any feedback on the factors or the RFP itself.
Will the government permit questions following this conference?
Yes
Questions asked during the pre-proposal Conference
How does the Government plan to capture labor rates for their future task orders for installations or technical refreshes? The pricing sheet only caputres labor for the sustainment task.
Most of the time the task orders will exceed the cost or pricing threshold. Since there is such a wide variety of subcontractors and maybe personnel covered by the Service Contract Act.
We had considered trying to lock in pricing to make those negotiations easier, but we will need to work through the first few to get an understanding of the rate structure and negotiate those first couple task orders to get a baseline of labor rates.
Several vendors that we contacted regarding SLA are reporting different inventories that are different that what is listed in the RFP. How should we proceed with pricing SLA and maintenance.
We are going to have to have some conversations to find out just how far off this information
is. We'd be willing to take any data that you may have to help us ensure it is as accurate as possible. We want everyone bidding on the same thing, not based on superior knowledge.
Our data was frozen in April.
Appendices M and C were updated in July. Some of the differences could be items that are in deployment, not sustainment. We'd have to look at the data and verify whether it is in deployment or sustainment.
