About this file
This document is a route-specific technical specification from the Massachusetts Bay Transportation Authority (MBTA) for the Charlestown Ferry (Route F4) passenger service. The scope of work includes a route description, operating season, passenger service schedules for weekdays and weekends, days of service, and holiday service levels. The Service Provider is required to supply a minimum of two passenger ferry vessels with a capacity of at least 100 passengers each, plus one backup vessel, that are capable of loading and unloading passengers within 5 minutes during peak periods. The MBTA will provide the docking facilities at Charlestown Navy Yard and Long Wharf South, and the Service Provider must abide by the Authority's docking agreements. The Service Provider is responsible for all vessel maintenance and must use the MBTA's Helm Connect Maintenance system. The Service Provider must also staff each vessel with a licensed captain and one crew member per shift.
The document outlines the general technical specification requirements which the Service Provider must also comply with, covering areas such as accessibility, ticketing, fares, revenue collection, expenses, compensation, management, and operations. Pricing terms, set asides, incumbents, funding sources, and amounts are not specified in this route-specific technical specification.
