About this file
This is a Route-Specific Technical Specification document from the Massachusetts Bay Transportation Authority (MBTA) for Route F3 East Boston Ferry service, which operates between Lewis Mall Wharf and Boston Long Wharf. The service requires operation from April 1 to November 30, with specific weekday and weekend schedules, running daily including weekend service for major holidays except New Year's Day and Christmas Day. The service provider must supply two vessels - one primary and one backup - each with a minimum capacity of 49 passengers, capable of loading/unloading passengers within 5 minutes and completing dock-to-dock travel within 10 minutes during peak periods. Each vessel must be staffed with one licensed captain and one crew member per shift.
The service provider must secure their own docking facility in Boston between Central Wharf's northern face and Christopher Columbus Park's northern limit, while the MBTA provides the Lewis Mall Wharf facility. The provider is responsible for vessel maintenance, must implement the Helm Connect Maintenance management system, and comply with all accessibility requirements. The document specifies that the service provider is responsible for maintaining docking facilities and must follow MBTA's ticketing and revenue collection protocols, though specific pricing terms are not detailed in this technical specification.
