About this file

Amendment 5 is an official document issued by the Maryland Department of General Services, Office of State Procurement, pertaining to Invitation for Bid (IFB) Number BPM048024/DGSR5600026 for Oils, Grease and Lubricants. The amendment, dated March 26, 2025, addresses two key questions from potential bidders: first, clarifying the acceptance of private label/house brands that meet or exceed API/ILSAC certifications, and second, providing a direct link to Attachment F (Bidder Information Sheet) for download. The amendment indicates that any corrections made through amendments supersede the original specifications in the Invitation for Bid documents.

The document provides specific guidance for bidders, noting that brands meeting or exceeding current API/ILSAC certifications and specified criteria may be considered by the state. It directs potential bidders to post any additional questions in the Discussion + Q&A forum in eMMA and provides a specific web link for accessing the Bidder Information Sheet. This amendment serves to provide clarity and additional information to potential vendors interested in the state's procurement opportunity for oils, grease, and lubricants, ensuring that all bidders have access to the most up-to-date and accurate information for their bid preparation.

AMENDMENT 5

DATE: March 26, 2025

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

Office of State Procurement

IFB NUMBER: BPM048024 / DGSR5600026

CONTRACT TITLE: Oils, Grease and Lubricants

ATTENTION ALL BIDDERS:

The following questions have been received in regard to this solicitation:

Q1. I do have one last question with which perhaps you can give me some direction.

In Section 2.3 (D) (p. 7 of Bid Documents), it is clearly stated that no private label/house brands will be accepted. In Amendment 2, in answer to my question about brand name

Amalie/Wolf's Head Oil, it is stated "Brands which meet or exceed the current

API/ILSAC certifications as well as the specified criteria as listed in the solicitation shall be considered by the State." Does this answer allow for the State to accept private label/house brands which meet or exceed the API/ILSAC certifications? I realize that the deadline for questions is over but the Amendment 2 answer made me wonder whether there may be exceptions to the prohibition on private label brands previously stated in the

Bid.

A1. Any corrections to the IFB addressed via amendment supersede the specifications in the

IFB.

Q2. I have attempted several times to access Attachment F. Bidder Information Sheet. I realize you mentioned in Amendment 3 that Attachment F was able to be accessed but it is not working for me. I was allowed to open L, M & N from Amendment 3 but not F.

Can you send a link for Attachment F?

A2. The link for Attachment F may be found here: https://procurement.maryland.gov/wp-content/uploads/sites/12/2024/07/Attachment-F.-Bidder-Offeror-Information-Sheet.pdf

For any questions please post in the Discussion + Q&A forum in eMMA.
