About this file
Amendment 2 is a procurement document issued by the Maryland Department of General Services, Office of State Procurement, for an Invitation for Bid (IFB) number BPM048024 / DGSR5600026 concerning Oils, Grease and Lubricants. The amendment addresses several bidder questions, clarifies bid form details, and provides guidance on acceptable product specifications. Key clarifications include allowing alternative packaging (two 6-unit cases instead of one 12-unit case), confirming brand acceptability based on API/ILSAC certifications, and indicating that the Bid Form has been revised on 3/18/2025 to correct regional descriptions.
The document reveals that two current contracts exist with PPC Lubricants and Larry Maurice Douglas, Jr., and that the state does not guarantee minimum or maximum order volumes. Bidders are instructed to post any additional questions in the Discussion + Q&A forum in eMMA. The amendment emphasizes that supplies will be requested by multiple agencies and jurisdictions throughout the state, and brands must meet specified technical criteria. No specific pricing, set-asides, or funding details are provided in this amendment, which primarily serves to answer potential bidders' questions and provide clarification on the solicitation requirements.
