About this file
Amendment 1 is a procurement document issued by the Maryland Department of General Services, Office of State Procurement, for an Invitation for Bid (IFB) numbered BPM048024 / DGSR5600026 concerning Oils, Grease and Lubricants. The amendment, dated March 18, 2025, clarifies and modifies the original bid documents, specifically addressing two bidder questions regarding product specifications for lines 57-64 on the Region 1 pricing spreadsheet and seeking clarification on multipurpose hydraulic fluid requirements. The amendment indicates that lines 57-64 have been removed from Appendix 1 – Bid Tab, and a revised version dated 3/18/25 has been issued.
The amendment directs potential bidders to post any additional questions in the Discussion + Q&A forum in eMMA (electronic Maryland Marketplace Advantage). The document highlights a technical distinction between semi-synthetic diesel oil and the previously listed diesel oil, suggesting nuanced product specifications that are critical for potential vendors to understand. While the amendment does not provide comprehensive pricing or contract details, it demonstrates the state's commitment to precise product procurement and transparent communication with bidders through a structured question-and-answer process.

AMENDMENT 1
DATE: March 18, 2025
STATE OF MARYLAND
DEPARTMENT OF GENERAL SERVICES
Office of State Procurement
IFB NUMBER: BPM048024 / DGSR5600026
CONTRACT TITLE: Oils, Grease and Lubricants
ATTENTION ALL BIDDERS:
The following questions have been received in regard to this solicitation:
Q1. Do you happen to have specs for the below items? These are lines 57-64 on the pricing spreadsheet for Region 1. There are already synthetic blend oils on the first few lines of the pricing form, and the first line below says synthetic, so we wanted to make sure you weren’t looking for a full synthetic and/or a low ash product.
A1. Lines 57-64 have been removed from Appendix 1 – Bid Tab. Please refer to Appendix 1 –
Bid Tab REVISED 3/18/25
Q2. Also, many of our customers use universal tractor fluid as a multipurpose hydraulic fluid, which is also already on the bid. Is that what you were looking for in a multipurpose hydraulic fluid, or are there additional specifications?
A2 The semi-synthetic diesel oil is different that the diesel oil listed.
For any questions please post in the Discussion + Q&A forum in eMMA.
