About this file

Amendment 1 is a procurement document issued by the Maryland Department of General Services, Office of State Procurement, relating to an Invitation for Bid (IFB) Number BPM048024 / DGSR5600026 for Oils, Grease and Lubricants. The amendment, dated March 18, 2025, clarifies and modifies the original bid documents, addressing specific questions from potential bidders regarding product specifications and line items in the pricing spreadsheet. Notably, lines 57-64 have been removed from Appendix 1 – Bid Tab, and the amendment provides clarification on the distinctions between semi-synthetic diesel oil and other diesel oil products.

The amendment directs bidders to post any additional questions in the Discussion + Q&A forum in eMMA (electronic Maryland Marketplace Advantage), indicating the state's preference for centralized communication during the procurement process. While the amendment does not provide extensive details about pricing, contract value, or specific set-asides, it demonstrates the state's meticulous approach to refining bid specifications to ensure clarity and precision in the procurement of lubricant products for state agencies. The document underscores the importance of careful review and acknowledgment of amendments in the state's procurement process, as required by COMAR 21.05.02.08.

AMENDMENT 1

DATE: March 18, 2025

STATE OF MARYLAND

DEPARTMENT OF GENERAL SERVICES

Office of State Procurement

IFB NUMBER: BPM048024 / DGSR5600026

CONTRACT TITLE: Oils, Grease and Lubricants

ATTENTION ALL BIDDERS:

The following questions have been received in regard to this solicitation:

Q1. Do you happen to have specs for the below items? These are lines 57-64 on the pricing spreadsheet for Region 1. There are already synthetic blend oils on the first few lines of the pricing form, and the first line below says synthetic, so we wanted to make sure you weren’t looking for a full synthetic and/or a low ash product.

A1. Lines 57-64 have been removed from Appendix 1 – Bid Tab. Please refer to Appendix 1 –

Bid Tab REVISED 3/18/25

Q2. Also, many of our customers use universal tractor fluid as a multipurpose hydraulic fluid, which is also already on the bid. Is that what you were looking for in a multipurpose hydraulic fluid, or are there additional specifications?

A2 The semi-synthetic diesel oil is different that the diesel oil listed.

For any questions please post in the Discussion + Q&A forum in eMMA.
