About this file

This is an Amendment #1 Questions and Answers document for a Commonwealth Request for Proposal (RFP) concerning equipment rental services. The document addresses vendor inquiries regarding the RFP terms, conditions, and cost proposal requirements. Key clarifications include confirmation that all proposed costs must be inclusive of fees and charges, with delivery costs removed from separate line items in the cost proposal. Vendors may reformat responses to the Offeror Response Worksheet to include graphic elements and screenshots, provided the questions are answered in consecutive order and responses are clearly identifiable without requiring the evaluation committee to search for information.

Regarding pricing terms, the Commonwealth confirmed that rental industry standards for rate calculations will apply, specifically defining a day as 8 hours, a week as 7 days or 40 hours, and a month as 28 days or 160 hours. The Commonwealth noted that any deviations from these standards must be identified and may not be accepted. Additionally, the Commonwealth clarified proration methodology in the cost proposal sections K and L, acknowledging that current industry software may not accommodate standard proration but requiring vendors to note any deviations from RFP requirements. All proposed modifications and deviations are referenced in Attachment 10 of the RFP.

Attachment 1: Page 4

Attachment 9: Equipment Pricing other In Attachment 01 RFP Terms and Conditions and Attachment 09 Cost Proposal; it states “Offeror’s proposed costs must be inclusive of all fees and charges, including but not limited to fees or charges for shipping, delivery, credit card payments, and personnel.” However, the Attachment 09.1 Cost Proposal, does in fact have a section to insert Delivery and cost per mile as consistent with the equipment rental industry. Please confirm, pricing is exclusive of delivery.

See revisions to Attachment 01 and Attachment 09.

The reference to delivery has been deleted.

Offeror Question Form

Attachment 08 Offeror Response Worksheet, it states “Insert your responses into this worksheet directly below each question or prompt”. Does the final submission have to be completed and submitted back in the Word document file or can it be reformatted to add graphic elements/screenshots to best show in detail the tools and offerings available as part of the response as long as it is in consecutive question and answer format?

It is acceptable to reformat and insert your own material but the order and each question should be answered directly. Evaluation committee is not required to search for a response.

2, Section H
Would you consider rental industry standards currently in place with the existing agreements? Industry standard single shift rates are based on 8 hours equals 1 day, 7 days or 40 hours equals a week, and 28 days or 160 hours equals one month.

See Attachment 09, parts H and I. Any deviation from this will need to be noted and may not be accepted. See Attachment 10 to proposed modifications and deviations from the RFP requirements.

WC 09
K
Can you clarify rental rates should be “pro-rated”. K & L lend themselves to some confusion. Is this relative to the date equipment is picked up versus when it’s used, or is this relative to equipment being kept for one month and 3 days and pro-rating the extra 3 days at the monthly rate? Current industry software is not designed for pro-ration.
See Attachment 09. Any deviation from this will need to be noted and may not be accepted. See Attachment 10 to proposed modifications and deviations from the RFP requirements.
