About this file

This is an RFP Evaluation Plan document issued by the Commonwealth of Kentucky for Equipment Rental Services on a nationwide and regional basis through the NASPO ValuePoint cooperative purchasing program. The solicitation (RFP-758-2500000303) seeks to establish Master Agreements for the provision of standard and emergency equipment rental services. The RFP evaluation process consists of four sequential stages: Initial Responsiveness Evaluation to verify completeness of submissions, Mandatory Minimum Requirements Evaluation requiring vendors to demonstrate three years of business operation, Technical Criteria Evaluation assessing proposals against seven weighted criteria totaling 700 points, and Cost Evaluation worth 300 points. Proposals receiving a technical score below 350 points (50% of maximum) will not advance to cost evaluation and will not be considered for award.

The evaluation framework distinguishes between nationwide offerors, which must provide coverage to all states and will compete against other nationwide providers, and regional offerors, which may be awarded Master Agreements on a regional basis and will compete only against other regional providers in their respective regions. Technical evaluation criteria include Nationwide or Regional Coverage (50 points), Company History (50 points), Customer Satisfaction (50 points), Rental Process (200 points), Equipment Management (150 points), Technology (150 points), and Implementation of the NASPO ValuePoint Master Agreement (50 points). Cost evaluation employs a comparative pricing methodology wherein the lowest-cost offeror receives maximum points, with other offerors' scores calculated proportionally based on price comparison. Total evaluation will be scored on a 1,000-point scale, with final award recommendations subject to NASPO ValuePoint approval prior to notification and Master Agreement execution.

The Lead State may reject any proposal that is incomplete or in which there are significant inconsistencies or inaccuracies. The Lead State reserves the right to reject all proposals.

The Lead State has established a Multistate Sourcing Team to review, evaluate and verify information submitted by the Offeror.

Each Offeror is responsible for submitting all relevant, factual and correct information with their offer to enable the evaluator(s) to afford each Offeror the maximum score based on the available data submitted by the vendor.

Proposals with a technical score of less than 50% (350 out of 700) of the maximum technical points possible will not be considered for award and cost proposals will not be evaluated regarding that proposal.

Stage 4: Cost Evaluation

The Offeror with the lowest price receives the maximum score. The Offeror with the next lowest price receives points by dividing the lowest price by the next lowest price and multiplying that percentage by the available points.

The primary objective of this RFP is to provide for national coverage of Equipment Rental Services but still allow for regional proposals. The costs proposed by each Offeror providing national coverage and offering service to all states (“Nationwide Offeror”) will be evaluated against the costs proposed by other nationwide Offerors only.

An Offeror providing less than national coverage (a “Regional Offeror”) may still be considered for award of a Master Agreement on a Regional basis. The costs proposed by each Regional Offeror for each region will be evaluated against all other Regional Offerors providing coverage in that region. Regional Offerors awarded a Master Agreement may execute Participating Addenda only with Participating Entities in the Regions Offeror is awarded.
