Camp Crook ARRA Project – Pre-Bid Meeting 1/20/2010 General Discussion:

· Informed Contractors that Amendment 4 was posted in FBO yesterday which changed the solicitation to Total Hub-Zone set aside, which was based on a challenge by the Small business Administration.

· Coordination issues with constructing new office and a move in within thirty days allowing the contractor to demolish the existing building and put up the parking lot.

· Drainage is a big issue and an amendment will be issued. 90 ft culvert will be eliminated and existing diagonal culverts will be used.

· Asbestos – need to provide additional information to contractors. Did tell them that they would be responsible for all asbestos abatement.

· Substitutions – will not pre-approve. True equals will be accepted (provided all salient characteristics are met).

· Once amendment is issued, government will extend the bid time by a minimum of 10 days.

· Scheduling of work

Civil/Survey:

Questions concerning the Construction Layout section of the Specifications.

1.) Division 1, Section 017300, 1.1,B

a. Spec. states “See Division 01 Section “Closeout Procedures” for submitting final property survey with Project Record Documents, recording of deviations accepted by Contracting Officer from Indicated lines and levels, and final cleaning.”

i. I do not find this Section in the Spec.’s. Where do I find the information for submitting the final property survey?

Answer :Section 017300, 1.1.B: Change paragraph to read: “Submit final property survey with Project Record Documents…”

2.) Division 1, Section017300, 3.3, A

a. Spec. states “Verification: Before Proceeding to lay out the Work, verify layout information shown on Drawings, in relation to the property survey and existing benchmarks. If discrepancies are discovered, notify Contracting Officer promptly.”

i. Plan Sheets “C1.1A, C1.2A and C9.1A” do not show any dimensions to locate the new building on the site, nor do they show any dimensions on the new parking lot, alignments for water lines, sewer lines, drain lines and etc.. Who will provide this information and what format will it be presented in?

Answer: Section 017300, 3.3.A: Add: Contracting Officer will provide digital files in AutoCAD format of the Civil & Water System plans.

3.) Division 1, Section017300, 3.3, B, 2

a. Spec. states “Establish dimensions within tolerances indicated. Do not scale Drawings to obtain required dimensions.”

i. Please advise me where I can find the tolerances to use for this project.

Answer: Section 017300 Delete paragraph 3.3.B.2

4.) Division 1, Section017300, 3.3, B, 4

a. Spec. states “Check the location, level and plumb, of every major element as the Work progresses.”

i. Please clarify “major element”. To me this could be checking anything from every concrete form, cinder block or wall panel, to only checking maybe the foundation and finished exterior building walls.

Answer: Section 017300 Change Paragraph 3.3.B.4 to read “Check the location of the building foundation and layout of floor plan grid lines.”

5.) Division 1, Section017300, 3.3, B, 5

a. Spec. states “Notify Contracting Officer when deviations from required lines and levels exceed allowable tolerances.”

i. Please advise me where I can find the tolerances to use for this project.

Answer: Section 017300 Change Paragraph 3.3.B.5 to read “Notify contracting office where deviations occur.”

6.) Division 1, Section017300, 3.4, B

a. Spec. states “Benchmarks: Establish and maintain a minimum of two permanent benchmarks on Project site, referenced to data established by survey control points. Comply with authorities having jurisdiction for type and size of benchmark.”

i. Who would be the “authority having jurisdiction” in this case and would there be any special monuments required in the setting of benchmarks? I would also like to point out that the only “Control Point Data” that I find for the project is listed on Plan Sheet WS1.2. The Vertical Datum for this control appears to be in conflict with the Vertical Datum of the Finish Grades as shown on Plan Sheets C1.1A and C1.2A.

Answer: Section 017300 Change Paragraph 3.4.B to read “Benchmarks: Establish and maintain a minimum of two permanent benchmarks on Project site, referenced to data established by survey control points. Benchmarks are for construction layout purposes, no special setting of monuments is required. Project engineer will provide a vertical datum conversion between civil and water system drawings prior to construction.”

7.) Division 1, Section017300, 3.4, C

a. Spec. states “Certified Survey: On completion of foundation walls, major site improvements, and other work requiring field-engineering services, prepare a certified survey showing dimensions, locations, angles and elevations of construction and site work.”

i. Does this indicate that there would be numerous “certified surveys” completed for the project or are you just looking at one “As-built Survey” on completion of the entire project?

Answer: Section 017300 Delete paragraph 3.4.C

8.) Division 1, Section017300, 3.4, D

a. Spec. states “Final Property Survey: Prepare a final property survey showing significant features (real property) for the Project. Include on the survey a certification, signed by land surveyor, that principal metes, bounds, lines, and levels of Project are accurately positioned as shown on the survey.”

i. Would this survey be equivalent to an “ALTA Survey” where you would require the Property Boundary to be surveyed along with all improvements and appurtenances shown on the survey including all utility lines and easements of record? If so, will there be a legal description of the property to be surveyed provided, and by whom? Has there been a prior Survey like this performed on the property? If so is there a copy of the Survey available?

Answer: Section 017300 Change Paragraph 3.4.D to read “Final Property Survey: Prepare a final ALTA survey showing significant features (real property) for the area within 30 feet of Office Building ‘A’ and the parking lot east of the building. Include on the survey a certification, signed by land surveyor, that principal metes, bounds, lines, and levels of Project are accurately positioned as shown on the survey.”

Plumbing/HVAC:

The schedule for the job is showing that we need to use the 58MVB furnace, the 24ANA condensing unit and the Infinity control but it also lists using a standard zone system. The furnace,a/c and control are all comunicating pieces of equipment and therefore we would also have to use the communicating zone system, which isn't a problem but the plan shows using a barometric relief damper in each of the systems. With the Infinity zone system it is recommended that we don't use the relief dampers.

Answer: Omit the pressure relief dampers shown on the drawings and utilize the Infinity system’s static pressure sensor to control the blower motor.

The Infinity system will monitor its static pressure through the blower motor and by having the relief dampers in the duct it will continue to speed the blower motor up as the relief dampers open.

Answer: See comment above.

I am sending you this email to see if we could get the relief dampers removed from the plan.

Answer: Yes, see comment above.

Structural:

Sheet S1.1A calls for an HSS 10x10 to be used as the column support at the low side of this structure (frame line 5) on 24’-0” centers. It also calls for an HSS 8x8 support column at the center point between the HSS 10x10’s. Tube sections fail design under combined loads. We propose using a built up I section in place of these structural shapes. If a built up section is not acceptable then we can use a wide flange beam. This scenario is also the case at the high side of the structure (frame line 3 & 1) Answer: The statement that the HSS sections are failing under combined loads is somewhat surprising given high capacity of HSS shapes and the relatively small tributary area supported by the columns along line 5 due to the intermediate columns at line 4, and that roof lateral loads are to be resolved with sheathed walls. However, built up sections or wide flange beams are acceptable structurally, but shall be submitted for review and approval by the Contracting Officer if the resulting section exceeds the column dimensions indicated on plan. Frame line 5 is the high side of the structure; lines 1 and 3 are on the low side.

Erionite appears to be associated with geologic formations containing volcanic ash deposits (Arikaree, Brule, and Chadron). Aggregate surfacing originating from these geologic formations may contain erionite.

The Contractor shall provide test results from a certified testing laboratory that indicates the % erionite by dry volume as determined by the Polar Light Microscopy (PLM) method for imported aggregate(s). Samples tested must be representative of the material proposed for this project. Test results shall include a copy the sampling plan and a copy of the chain of custody for the sample. At a minimum the sampling plan shall include the source location including GPS coordinates; the name and contact information for the person collecting the sample; a sketch showing specific sample locations; photographs of actual sample locations; the sampling equipment and method; and the depths below grade before adding to the composite sample.

Aggregate material(s) that will be encapsulated by concrete, asphalt, or on-site native material that contains erionite will accepted provided it otherwise meets the requirements of this contract. However, if erionite is detected in the aggregate, the Contractor shall submit a plan to mitigate the risk of airborne exposure from erionite to workers and persons at the project site prior to importing the aggregate.

Dust abatement:

All dust emissions resulting from the Contractor's operations shall be kept to a minimum.

Vermiculite containing asbestos is known to be present in the attics of all the residences and the office building. Abatement shall be performed by accredited abatement designer and abatement contractor/workers. Other known locations of asbestos are as follows:

North Residence - 9x9 vinyl floor tile in basement (removed in 2006) South Residence - 30 sq.ft. linoleum in bathrooom contains 20% Chrysolite These areas shall also be abated by accredited abatement contractors. If other material is suspected of containing asbestos the contractor shall notify the Contracting Officer, before proceeding with demolition or removal.
