Welcome Station Amendment #4 Addendum

Requests for Information (RFI’s) for Plans and Specifications

GCL-RFI-001

The offsite utility trench detail shown on C3.3 calls for the new trench to be 19’ from the edge of AC. Driving the job there will be several locations where existing mature pine trees will have to be removed to maintain the 19’ dimension. Is it acceptable for the trench to be closer to the road in these areas to save the trees?

Per Civil Designer: “From Widgi to Inn of the 7th Mtn, there is an existing gas line running along the highway that we have to work around. Based on what the gas company told me about location of their line and the yellow paddles along the highway, the 19’ offset allows for the necessary separation. However, when the time comes for the contractor to have the gas line located (yellow paint marks) we may find that we can field-adjust our utility trench alignment to maintain separation from the gas line and save the trees. From Inn of the 7th to the site, there is no gas line so the utility trench can be field-adjusted to save trees or otherwise facilitate construction.” “Minimum 42 inches horizontal separation from gas line.”

Per ODOT: “Keep electric / utility trench as close to edge of right-of-way as possible. Locations must be shown on as-builts. Signify on As-Builts any locations that are not standard offset from centerline.”

GCL-RFI-002

Flush Wood Door Specs: Also we need clarification on page 3 of 7 doors Exterior Pine interior Fir? We do not offer that combination.

Per Architect: “I think this question is re. Wood Patio Doors (08 3700), not Flush Wood Doors (08 1416); the pine exterior and fir interior is off of the Jeld-Wen website.”

ChargeNW-RFI-001 There are no currently manufactured charge stations that come from the factory with a 120 V receptacle built in If that portion of the specification remains, there will be no commercially available charge stations that can comply with our requirements.

See REV-027

TSS-RFI-020

Exterior stem wall for Welcome Station. See Details 1 and 2 on S-5.1 both details make wall to be 1’-9” high from top of footing to top of stem wall. See Details 1,2 and 3 on A-4.2 these detail shows Exterior stem wall to be 2’-6” from top of footing to top of stem wall. Please advise.

See Sheet S/5.1 – 18” minimum cover required for footings. This can be used to set footing elevations, as long as minimum cover is maintained.

TSS-RFI-021

Pump House Footing. See Detail 2 on S2.1 and footing schedule. Detail calls for type B footing this is footing for Veneer rock finish. See Details on A1.7, No Veneers this structure. Should this footing be Type A. Please Advise.

See REV-036: Sheet S2.1 Detail 2: Use Type A Footing

TSS-RFI-022

Pump House stem wall. See detail 1 A-1.7 wall type 8 is a 2”X 8”Stud wall. See Detail 5 /S-5.1 Stem wall is 6” thick But shows stud wall same as stem wall. Is stem wall to be 8” thick or is Stud wall to be 2”x6” stud wall? Please advise.

See REV-037: Per designer: Use 6” stem wall, 2”x6” stud wall.

TSS-RFI-023

As many RFI questions still to be returned in Amendment. Contractor request 1 work week from date last amendment is published to bid deadline. To allow all contractors to provide best value pricing.

Please Advise.

See Amendment 3 for Extension.

TSS-RFI-024

I was just curious if I am missing it or if it's not in there, but was looking for a color preference for the blinds?

The color of the blinds is to be selected from the manufacturer’s standard color range. This should have little effect on price.

SEA-RFI-001

I have a couple items I would like to get clarified that are stated under Technical Approach on page 61/62 of 66 in the Welcome Station RFP.

Line Item e – Proposed equipment to be utilized on the project. Could you clarify this statement. What type of equipment are you looking for and who do you want this from, the General Contractor or both the General Contractor /Sub-Contractors. Sub-Contractors will not take the time to provide information like this during the bidding phase. They might provide it to us if we contract them for this job.

Please respond to this question with Proposed Equipment. If you have a sub you plan to use, a brief list of available equipment will suffice. If you own the equipment, your equipment list will suffice. Emphasizing any specialized equipment that may be advantageous to your operations should also be listed here.

Line item f – Description of proposed procedures for meeting the biobased products and the energy efficiency requirements. The finish schedule states numerous materials “to be selected” so unless we know the material you would like, we cannot determine if this is a biobased product and according to answers provided in one of the Amendment 2 documents alternates will not be considered until after award of this project so we can’t change any of the materials specifically spelled out in the spec book to a biobased product.

The finish schedule list many colors TBS, but the products and manufacturer are specified in the specific sections (See previous Amendment SFC-RFI-001 and REV-012). Your intent to use biobased products should be clear, but you don’t have to use them where the Government has specified specific products.

DSL-RFI-009

Please find the attached (not included in this Amendment) 2 substitution requests for alternate fire alarm and intrusion alarm systems. These requests are made in order to allow more competitive pricing from reputable alarm systems that prevents the sole-sourced current spec from price gouging.

Substitutions will ONLY be considered after award. Substitutions will only be permitted if they COMPLETELY meet the Specifications.

DSL-RFI-010

In amendment 3 you noted that technical proposals and prices can be faxed or emailed. The original solicitation and the discussions at the site visit did not allow emailed or faxed proposals or pricing, but only allowed the pricing breakdown to be submitted via those transmissions.

We’re ok with whatever approach is allowed – technical proposals tend to result in very large email files and attachments (such as schedules) can create some awkward email files. The govt. firewalls can also delay emails to a point that we (as proposers) don’t have a decent degree of confidence that the emails were transmitted – or transmitted prior to bid closing. From my experience the cleanest approach is to require hardcopy price and technical proposals to be received by the govt. prior to bid closing, and then allow either an email or faxed price modification prior to bid closing. Then it’s a simple small email (or fax) to adjust the proposers pricing to incorporate all last-minute competitive pricing received by the subs and suppliers.

In the interest of fairness to the folks who don’t live in Central Oregon and are bidding on this project, we have been trying to accommodate last minute pricing by your suppliers and the need to get your pricing in prior to bid closing. With that in mind we have suggested a couple of scenarios’ that we thought would make sense to everyone and ease some of the last minute changes that might occur in your pricing and proposals. To make things as simple as possible I’m making the deadline for proposals technical and pricing all due on the same day. Proposals are DUE August 27th hardcopy at my office by 4:30pm. That means everything!!. This means pricing by division and totals. BY 4:30 the same day, I’ll allow revised pricing to be faxed or emailed to carmour@fs.fed.us or 541-416-6661 fax. This is to capture any revisions you may have received from your suppliers.

AUS-RFI-001

The spec sections added by Addendum #3 aren’t in the new schedule of values (for example: controls and instrumentation), can you please include these in your revision of the schedule of values bid form and re issue an index for the spec.

SEE REV-039. Schedule of Items Line 15.15 Water system controls added. This item is payment for items in Specifications 260900, 260902.

Specification 260573 payment is covered in pay item 15.13.

JPP-RFI-002

The plans and specifications are not clear whether the Government requires Grouted or Dry-Stacked stone masonry. Please clarify.

04 433-7, G calls for linear dry stack and 04 4313-9, 3.3 calls out the setting of the stone as dry stack.
