About this file
This addendum to Bid Invitation 2935-25 is issued by the New Hampshire Division of Procurement and Support Services for boiler heating system repair services at the New Hampshire Correctional Facility for Women (NHCFW). The addendum, dated July 24, 2024, clarifies requirements and specifications for the emergency domestic hot water heating system upgrades project. Key clarifications include confirmation that PREA training is mandatory—all contractor and subcontractor employees must complete a 15-minute online PREA video and sign an acknowledgement form before work begins, with access provided via email link. The current control contractor is Trane. The pre-bid walkthrough occurred on July 16, 2024, with bid submissions due July 31, 2024, at 10:00 AM. The anticipated contract term runs from September 27, 2024, through August 30, 2025.
The addendum addresses seven specific questions from prospective bidders regarding contract requirements and technical specifications. A contract bond is required regardless of bid amount, even if under $100,000. Third-party testing is not anticipated. Three-inch copper piping is approved for the new bypass piping system. The superintendent may serve in a hands-on capacity with primary supervisory obligations. Notably, water meters are removed from the project scope, correcting an error in the original M-300 work scope note 3. Updated drawings accompany this addendum and must be submitted with bids. All changes noted in this addendum supersede previously submitted documents and must be included with bid submissions. Respondents should reference the purchasing agent, Ryan Fuller, at NH.Purchasing@das.nh.gov for additional information.

ADDENDUM # 02 TO BID INVITATION 2935-25
DATE AND TIME OF BID CLOSING: 7/31/2023 10:00 AM
FOR: NHCFW Boiler Heating System Repair Services
Question 1: Is PREA training required for this project, if formal training is required is that done at the prison, if not where can we find the training if required?
State Response: PREA training is a federal requirement. All contractor and sub-contractor employees must view a 15-minute PREA video online and sign a PREA Acknowledgement Form before starting any work at the facility.
Access to the PREA video will be provided via an e-mailed link; the video can be viewed from any location where internet access is available. A copy of the PREA Acknowledgement Form can be found at the end of Attachment
3.
Question 2: Who is the existing control contractor for the facility?
State Response: Trane.
Question 3: Will a contract bond be required if the bid amount is under $100,000?
State Response: Yes, a contract bond will be required regardless of the bid amount.
Question 4: Will third party testing be required? Typically, we would test and have the inspectors witness the test per code requirements.
State Response: There is no anticipated third-party testing.
Question 5: On the walk through it was noted 3" copper piping is used on the domestic water boiler. Will 3" copper be allowed for the new bypass piping?
State Response: Yes, 3” copper will be allowed for the new bypass piping.
Question 6: Will the superintendent be allowed to be hands on?
State Response: Yes, but their primary obligation is supervisory.
Question 7: There are two water meters that are also part of the work scope on both fill systems. Is the water meter still part of the work scope? See M-300 work scope note 3.
State Response: There are no water meters in the scope of this project. The scope of work note on M-300 was erroneously not modified to match.
ADDITIONAL NOTES: Please see the updated attached drawings to accompany Addendum # 02.
