About this file

This is Addendum #1 to a Request for Statement of Qualifications (RFSQ) issued by the County of Santa Clara Behavioral Health Services Department for Program Evaluator Services. The RFSQ seeks qualified firms to provide evaluation services supporting various programs funded through the County General Fund, federal sources, and state funding mechanisms including the Mental Health Services Act, Administration for Children and Families, and the U.S. Department of Agriculture. The solicitation will be implemented in two phases: Phase I involves submission of Statements of Qualifications to establish a Qualified Pool of vendors, and Phase II will release Work Order Proposal Requests for specific evaluation services as projects are defined. The addendum clarifies critical submission deadlines and logistics, establishing three planned response submission dates: October 3, 2023, March 1, 2024, and September 1, 2024, all at 3:00 P.M. PST via email to BHSD.Solicitations@hhs.sccgov.org. An additional pre-proposal conference was added for September 29, 2023, at 3:30 P.M. PST via Microsoft Teams to provide an overview of funding areas and allow offerors to submit questions. The addendum also clarifies that only written responses to the Proposed Program Description section of Appendix B are counted toward the five-page submission limit.

The RFSQ establishes a five-year contract period through September 1, 2028, during which qualified vendors may be engaged through multiple work orders based on the County's recurring evaluation service needs. Specific funding amounts and allocated budgets have not yet been determined as projects have not been defined at the time of this addendum. Offerors are encouraged to submit written questions as soon as possible via Periscope Holdings at www.periscopeholdings.com/s2g, with procedural questions accepted through May 1, 2028. The County will conduct reference checks using customer references, review Corrective Action Plans, and evaluate internal performance documentation per Board Policy 5.4.5.4 as part of the qualification assessment process. New offerors are invited to apply, while offerors already in the Qualified Pool need not reapply.

C. September 18, 2023 Pre-Proposal Conference Question-and-Answer

1. Q:

A:

I was looking forward to an overview and an understanding of the areas of focus for funding in the next twenty-four (24) months.

BHSD apologizes for any inconvenience and has issued Addendum #1 to include an additional pre-proposal conference on September 29, 2023, at 3:30 P.M. PST to provide an overview and to answer questions. Offerors applying to the Initial Round of Responses (September 1 through October 3, 2023) are encouraged to submit written questions as soon as possible, preferably before the meeting since response submissions are due by Tuesday, October 3, 2023, 3:00 P.M. PST.

Information regarding areas of focus and funding for the next twenty-four

(24) months will not be available as projects have not yet been defined, and an amount has not been allocated for this RFSQ at this time. Refer to RFSQ Section I.4 for a non-exhaustive list of potential program evaluation services.

The RFSQ will be implemented in the following two (2) phases:

Phase I – Offerors will submit Statements of Qualifications based on the minimum requirements established within this RFSQ. Offerors who meet the RFSQ minimum requirements will be part of the Qualified Pool (QP) who are eligible to provide program evaluator services. Meeting the minimum requirements does not guarantee contract award(s).

Phase II – Once the QP is established for each category, the County will release a Work Order Proposal Request (WOPR) to move forward with contract negotiations for the specific services that are needed. Only QP members can apply for the WOPR and each WOPR released will be specific to the service the County is seeking for program evaluator services. The release of the WOPR may also be dependent upon when funding becomes available.

2. Q:

Can you tell us about the different deadlines for responding? How is that going to work?

Offerors applying to the Initial Round of Responses (September 1 through October 3, 2023) must submit responses by Tuesday, October 3, 2023 3:00 P.M. PST via email at BHSD.Solicitations@hhs.sccgov.org.

mailto:BHSD.Solicitations@hhs.sccgov.org

Refer to RFSQ Section II.A. Table 2: Anticipated Open RFSQ Schedule and Table 3: Calendar Year 2023-2024 Evaluation Schedule for Subsequent Responses (after the Initial Round of Responses from October 4, 2023 through the end of the term).

Response deadlines are for Phase I of the solicitation process. For more information on the RFSQ implementation/process, refer to question #1 of this Question-and-Answer section.

3. Q:

How many work orders are anticipated for this RFSQ? Will RFPs from the Opioid Settlement Fund be included in the work orders?

This information is not available yet as projects have not been defined.

Refer to RFSQ Section I.4 for a non-exhaustive list of potential program evaluation services. The County has a recurring need for comprehensive evaluation services to support various programs, including but not limited to programs that receive funding from the County General Fund (CGF), federal, and/or state (e.g., Mental Health Services Act [MHSA], Administration for Children and Families [ACF], U.S. Department of Agriculture [USDA], etc.).

Established pools of vendors can be used Countywide during the five-year period, through September 1, 2028, to meet any professional needs for program evaluator services.

Request for Proposals (RFP) is a different solicitation method and would not be included as part of this RFSQ Phase II.

4. Q:

On page 22, it says the Written Response Submission must not exceed one page, but on page 23, it says written response must not exceed 5 pages.

Can you please clarify what the correct page limit is?

Thank you for pointing out the section for BHSD review. BHSD has released Addendum #1 to amend the table in Section IV.E.2. to indicate that only written responses to Appendix B, Evaluation Criteria and Qualifications, Section 2 Proposed Program Description are counted toward the five-page limit.

5. Q:

Is there a questions deadline and question response date for the first round of responses (due 10/3)?

Offerors applying to the Initial Round of Responses (September 1 through October 3, 2023) are encouraged to submit written questions via Periscope

Holdings at www.periscopeholdings.com/s2g as soon as possible, as response submissions are due by Tuesday, October 3, 2023, 3:00 P.M. PST.

Answers to all questions submitted shall receive a response directly on Periscope Holdings, and the County shall do its best to answer questions in a timely manner. Depending on the type of question asked, more research may be required, and Offerors should keep this in mind to meet deadlines for initial round and subsequent responses.

Procedural questions may continue to be submitted through Monday, May 1, 2028 by 3:00 P.M. PST.

6. Q:

Are there required documents that we need to submit for the Historical Performance Analysis Section on page 23?

Refer to the RFSQ Section IV.I for information related to the Historical Performance Analysis. Documents and data to be reviewed shall include:

• County-initiated reference checks (Appendix C, Customer References);

• County Corrective Action Plans (CAPs); and

• Internal (County) annual performance evaluation documentation per Board Policy 5.4.5.4.

7. Q:

I thought there were just 3 submission points for the response to the RFSQ - 10/3, 3/1/24, and 9/1/24.

Yes, there are three (3) planned offer submittals as referenced in the RFSQ Section II.A. for calendar year 2023 through 2024. Dates, times, and/or the processes associated with this schedule may be changed by the County as necessary. New Offerors are invited to provide a response; Offerors already in the QP would not need to reapply.
