About this file

This is Addendum #002 to Invitation to Bid (ITB) 030-MJ-0225 issued by the School Board of Polk County, Florida, for Fire Alarm System Inspection Testing Certification Term Contract. The addendum provides clarification and interpretation of the solicitation document and addresses questions submitted by prospective bidders. Mandatory pre-bid conferences were held on December 2, 2024, at 9:00 AM and December 5, 2024, at 1:30 PM at the District Office in Bartow, Florida, with attendance required for bid consideration. The solicitation covers annual inspection, testing, and certification of locally monitored non-coded fire alarm systems across 134 district sites, including schools and educational support buildings. The contract period runs from March 1, 2025, to February 28, 2026, with four potential one-year renewal options. Bids were due December 13, 2024, at 1:00 PM, and the addendum was posted to www.myvendorlink.com.

The addendum addresses six written questions submitted by bidders, clarifying pricing methodology, reference documentation requirements, scope inclusions, and providing specific facility addresses. Regarding pricing, bidders are instructed to calculate costs by category with individual prices recorded on page 21 of the bid document, where items 1-3 represent costs for any one school in a category and items 4-14 are individual location-specific prices. The addendum confirms that sprinkler waterflow switches, control valve supervisory switches, and sprinkler monitor module testing are excluded from the scope of work, and verification of sprinkler function is not necessary. The district provided complete addresses for ten locations where address information was not readily available through standard online resources, including facilities in Haines City, Winter Haven, Lakeland, and Bartow. All costs, including travel expenses, must be included in bid submissions, and bidders must possess a current Florida electrical contractor license and demonstrate NFPA 72 compliance capability.

ADDENDUM #002

TO: All Vendors

FROM: Michael Kragh, Senior Director of Purchasing and Printing Services

Denise Whitaker, Competitive Solicitation Manager

RE: ITB 030-MJ-0225, Fire Alarm System Inspection Testing Certification, Term Contract

This addendum is to provide interpretation, clarification or additional information to the solicitation document. The addendum shall be posted to the same website where the solicitation is posted at www.myvendorlink.com.

1. A MANDATORY pre-bid conference will be held in the Purchasing Conference Room at the District Office, 1915 S. Floral Avenue, Bartow, Florida, on December 2, 2024, @ 9:00 AM (ET) and December 5, 2024 @1:30PM (ET). A duly authorized representative of the prospective bidder attended this conference (sub-contractors do not meet this requirement). Bids will not be considered from bidders who do not sign in the attendance sheet.

The deadline for receipt of questions was December 5, 2024, at 3:00 PM (EST).

Due to limited time for receipt of proposals the District will not be able to accept additional questions.

Please see the responses below to written questions that were timely received by the district. Questions may have been edited for clarity and brevity.

2. Q: Should pricing be calculated separately for each location or grouped together? The varying device counts at each site complicate determining a single accurate price for each group.

http://www.myvendorlink.com/

A: The price for any one campus in a category is determined by the bidder given the device counts provided for all locations in a category. Price will be recorded on page 21 in its respective category. The price recorded items 1,2,and 3 on page 21 will be the cost for any one school in that category. Page 21 items 4-14 are individual prices for each location specifically.

3. Q: On your Attachment C reference Request form, it has a different Bid# and says Tree Trimming. Can you fix that? Also, since it has only been 1 1/2 years since the last bid of this contract, if we bid it before can we use the references submitted at that time?

A: The reference Document has been updated. Please reference section K, Pages 10-11

4. Q: How many fires sprinkler waterflow switches and control valve supervisory switches are there at each school; and do those numbers include any tamper supervisory switches on backflow preventers?

A: This bid does not include testing these items, so their counts are not needed here.

5. Q: If we are not testing the sprinkler monitor modules and relying on panel history to confirm their operation during the most recent fire sprinkler inspection, will a "print out" from the panel via hyper-terminal app be required as an attachment to the inspection report?

A: Sprinkler function is not part of this bid. Verification of this functions is not necessary.

Panel memory may not be available/overwritten at the time of this bid inspection.

6. Q: Can I get the addresses for these locations please. Only locations I couldn`t find on
