About this file

This document is an Addendum to a Solicitation (52.212-1) for Rotary Portable 2 Column Lifts with a 37,600 lb capacity, issued by the South Carolina Army National Guard. The procurement will be awarded using a best value approach, evaluating offers based on past performance, technical capabilities, and total price. Offerors must provide references from government or non-government contracts performed within the last 12 months, demonstrating experience in delivering, training, installing, and providing a one-year warranty for parts and labor.

The solicitation is a firm-fixed-price contract under NAICS code 333923, requiring full and active registration in SAM.gov. Offerors must submit comprehensive quotes covering all listed items, with no partial quotes accepted. The government will assess past performance through systems like CPARS, FAPIIS, and SPRS, and reserves the right to reject any offers or conduct discussions if deemed necessary. The procurement includes an alternative dispute resolution process through the National Guard Bureau Agency Protest Program, allowing interested parties to seek resolution before escalating to external forums like the Government Accountability Office.

(End of Addendum No 1)

Addendum No 2 to 52.212-1 (NGB Agency Protest Program) NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
