" The Government is not seeking subscription services from an Offeror whose web-based SaaS applications, for REO case management support services, are still under development. The Offeror’s FedRAMP compliant commercial web based SaaS subscription service shall have applications that are operational (i.e., not under development), functional (i.e., able to provide and support basic business processes listed in section 5 of the Performance Work Statement (PWS)), and generally available prior to the end of the transition period. …."
Also see section 1.13 Transition In of the PWS, "The Contractor will have 90 days from contract award date to transition their case management solution into LIVE production environment."
General Can you please advise the quantity of legacy data that would need to be imported, if any?

See PWS Section 5.4.1-9B. If necessary, HUD will be sponsoring the successful Offeror in order to obtain an ATO.
Solicitation
Solicitation page 43, 8. Verification of FedRAMP Compliance. Does HUD have a requirement that the application be hosted in a FedRAMP moderate authorized cloud environment, or is HUD requesting that the application itself receive a FedRAMP moderate ATO? If the application requires an ATO, will HUD work with the selected vendor to obtain the ATO in the timeline outlined in the solicitation?
Yes, application is at the Moderate impact level.
Yes, HUD will work with the successful Offeror vendor. See PWS Section 5.4.1-9B.
Solicitation Solicitation page 44, Volume III – Technical Approach AND page 47, Factor III –
Technical Approach. The requested content on page 44 and the evaluation factor on page 47 seem to indicate that the offeror should only respond to PWS sections 1.13, Please see amended changes. All bullets under the instructions, VOLUME III—TECHNICAL APPROACH are separate. Each bullet will
5.1.3.2, 5.1.3.4, 5.1.3.5, 5.1.4.2,5.1.4.10, 5.1.4.11, 5.1.7 and 5.6. Is this correct? Will responses to the other PWS sections be ignored if included in the proposal?
specify whether to address a specific section or not. If the bullet does not list a specific section to address then it means Offerors are to address it all tasks/sections. Also, see response below.
Solicitation Solicitation page 44, Volume III – Technical Approach AND page 47, Factor III – Technical Approach. These sections request to include an accessible link to the full-service REO case management SaaS application link to demonstrate that the application meets the requirements of the PWS.
a. How will HUD determine that the linked application demonstrates that the PWS requirements are met?
b. Does the linked application need to demonstrate only the requirements specified in the PWS sections specified on pages 44 and 47, or should it demonstrate all of the requirements in Attachment 0001?

a. The narrative part of the technical approach, bullet one, must address all parts of section 5 of the PWS and section 1.3. The required linked application calls for certain sections/tasks in the PWS to demonstrate the application is operational and functional relative to the PWS specified sections.
b. The accessible link to the application must be fully functional for the specified sections and tasks.
Solicitation Solicitation page 44, Volume III – Technical Approach. Regarding Section 508 compliance, is it acceptable to provide a general statement covering the SaaS application as a whole, without specifying compliance for each PWS requirement?
The general state would cover the 508 compliant for the whole PWS. Offeror should provide Independent Verification & Validation (IV&V)

Attachment 0004 (Sample Price Breakdown & Rates) and Attachment 0005 (Labor Category and Hours Breakdown Worksheet without Rates). There are cells available to enter labor categories along with hours. Data Fixes, Maintenance, Audit Support, & Ad– Hoc Reporting Services (PWS 5.5) is listed as a NTE line item. Since this line item is for future requirements, is it required that labor categories are entered along with 0 hours on both attachments?
Please see amended changes. Hours will not be required for the NTE LINs.

Attachment 0003 (Price Schedule), Attachment 0004 (Sample Price Breakdown & Rates) and Attachment 0005 (Labor Category and Hours Breakdown Worksheet without Rates). Option 4 shows LIN 0030-0036 as a 9 Month Total. Should this read 12 Month Total since the period of performance listed on the solicitation shows 09/01/2026 – 08/31/2027 and the contractor will still be performing support services until the end of the transition out period?
Please see amended changes. The months have been changed to 12 months. The 3-months for transition-out are included in option year 4.

Will the online classroom training sessions be held on-site at the locations outlined in the PWS, or can the training sessions be held virtually?

The Offeror is required to have fully functional software ready to deploy by due date of the proposal. The functionality required is as specified in section 5 of the PWS. Section 5 of the PWS contains literally hundreds of requirements that are explicit to the functions of the current system supporting REO. There will be no Offeror other than the incumbent contractor that would be able to demonstrate these system requirements. How can any other Offeror respond to such a set of requirements, and how can they be judged competitive in a fair and equitable way?

Approach
The Offeror’s technical approach must explicitly address the extremely detailed requirements of PWS Section 5 as listed, which reads like a current specification for the REO information system. How can any Offeror except for the incumbent have a remote chance of demonstrating a working system, with a live web access address, that covers the specified functionality? This set of requirements is reiterated in the Evaluation

Process and Basis of Award
Past Performance and Technical Approach are two of the top three scoring criteria, with Past Performance being highest. Clearly the incumbent contractor will best meet the criteria, to include the ability to meet the myriad specific requirements of PWS Section 5 for the Technical Approach scoring. The resulting slant in the scoring provides a clear advantage for the incumbent contractor. How does HUD propose to represent this procurement as fair and open under these conditions?
See solicitation page 49. Evaluation factors are listed in descending order of importance: Past Performance, Price, Technical Approach, and Socioeconomic Participation. All evaluation factors, when combined, are significantly more important than Socioeconomic Participation.

Past performance calls for recency and relevancy to the current requirements. HUD is not the only establishment that offers REO case management.
Therefore, there are many other Offerors capable of demonstrating recency and relevancy to the current REO case management requirement.
Also, relevancy is not restricted to only Government experience.

Transition-in period
Since the incumbent contract doesn't expire until 3/29/23 is it possible to make the transition-in 6 months instead of 3.
The Government’s requirement is for a three (3) month transition-in period.
