This is Amendment 6 to the Request for Proposal entitled CompreHensive Aircraft Readiness, Lifecycle, Engineering, and Support (CHARLES). The due date for the proposal has been extended to 1:30pm CDT on June 21, 2022. The purpose of this amendment is to issue the Questions and Responses for the CHARLES Request for Proposal. Attached is Change Page L-784.
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

The Government has included and excluded varying categories within the worksheets of the EPM, Section B, and Section L in the WFF Location. Notably:- WFF Airfield Management Airfield Operations Specialist IV- WFF Airfield Management Airfield Operations Specialist V- WFF Aircraft Support - Accountatnt II- WFF Aircraft Support - Administrative Support II- WFF Aircraft Support - Project Manager I- WFF Aircraft Support - Project Manager III- WFF Aircraft Support - Site Maintenance Manager Question 1: Will the Government clarify if these categories are to be included or excluded within the EPM and Section B? Question 2: Will the Government align the EPM NASA Standard Labor Categories with the identified categories in Sections B, C, and L or vice versa?
Section B separates the Wallops Flight Facility (WFF) between the two task orders. They are combined in Section L and on the Excel Pricing Model. Amendment 3 fixed discrepancies by adding missing positions to Section B.

Large tables, charts, graphs, plans, figures, diagrams, and schematics (not text) may be inserted in 11 x 17 inch pages. These 11 x 17 inch pages shall be counted as two pages against the page limitations and shall have one-inch margin on all sides.

Compensation Plan. The Offeror shall provide its Total Compensation Plan as prescribed in DRD-M15. All information proposed in the offeror's Total Compensation Plan shall be fully consistent with the cost or price information it submits in Volume III for evaluation under
A. DRD-M15 Total Compensation Plan (TCP) Item (c) (4) rates should be provided within the L-4 Attachment CHARLES Cost Template on the IRAP tab. This is not included in the Mission Suitability page limit. The narrative explanation of the establishment of the rates and escalation provided within DRD-M15 TCP is included in the Mission Suitability page limit.

C.7. Discuss the contractor's company's fringe benefit policies and practices. Each Offeror must propose a compensation structure that is sufficient to recruit and retain employees.
Concern:
A. References 1, 2, and 3. The tables required to state contract year one labor rates and planned labor rates for exempt and non-exempt employees, using the provided IRAP template (Attachment+L- 4+CHARLES+EPM), will clearly exceed the 10 page (single TCP) or 20 page (separate TCPs for two JV partners). B. References 1, 2, and 4. Using the table provided in DRD- M15, C.7, for detailing the fringe benefits, will exceed the 10 page (singe TCP) or 20 page (separate TCPs for two JV partners) limit on its own. The number of pages increases significantly using 11X17s due to them counting as 2 pages.
Question:
A. Will the Government consider: 1) making the labor rate tables exempt from page count; 2) including the labor rate tables as a page count exempt attachment;
or 3) allowing the offeror to include a reference to the applicable section of Volume III?
B. Will the Government consider 1) making the benefits table exempt from page count; 2) including the tables as a page count exempt attachment; or 3) allowing the offeror to include a reference to the applicable section of Volume III?
C. To preclude any page count issues within the TCP, would the Government consider moving the TCP from Volume I, Mission Suitability Factor to Volume III, Pricing?
78 DRD-M15 3-5 "The TCP has a 10-page limit and requires the Fringe Benefits table from DRD-M15 to be completed without deleting benefit categories (rows) that are not applicable.
The table provided in the DRD is two 11x17 pages long. Per Section L, each 11x17 counts as two pages toward the 10-page limit.
With the level of detail required for each employee category and the 12pt. Arial font requirement for tables and figures, completing this table in less than 10 pages is difficult. Will the Government consider excluding the Fringe Benefits table from page count?"
The chart provided in DRD-M15 shall NOT be excluded from the TCP page count.
79 DRD-M15 1 “(b) Scope: The Total Compensation Plan (TCP) shall identify and discuss wages, salaries, and fringe benefits for professional employees and non-exempt service employees in all proposed labor categories, including those personnel subject to union agreements, the Service Contract Labor Standards, and those exempt from both of the above.”
Are wage and salary information for all employees required as part of the Volume I TCP submission or is that information to be included only in the Volume III EPM?
DRD-M15 (b) Scope is explaining to the reader the purpose of the TCP. Please refer to DRD- M15 (c) Content (4) for specific instruction on how to provide the requested information.

1 The Government released the Amendment
2 SF30 with a digital signature that does not allow offerors to complete fill-ins and sign. Request Government release an unsigned version of SF30 for Amendment 2.

L.33.1 INTRODUCTION
The contract provides lifecycle, quality, safety, management, program and project support, flight operations, maintenance, and engineering for JSC, LaRC and WFF aircraft operations and other NASA Centers as required and other Government agencies under agreements with NASA. The IDIQ requirements are dynamic and will vary with missions, program phases, and lifecycle of aircraft. Although the level of support is unknown at this time, the identified tasks are known.
The number of aircraft, number of missions, and number of flight hours will drive the pace of maintenance, engineering, program and project support, and flight operations. The aircraft, missions and flight hours will be driven by the requirements of NASA programs.
In providing these instructions, the Government’s intention is to solicit information that will permit a competitive evaluation of the Offeror’s proposal. The information solicited will demonstrate the Offeror’s competence and capability to successfully complete the requirements specified in the CHARLES Statement of Work (SOW).
L.33.2 PROPOSAL ARRANGEMENT, PAGE LIMITATIONS, COPIES, AND DUE
DATES
(a) The entire proposal is due by June 21, 2022, at 1:30 PM Central Daylight Time. Proposal Volume II, Past Performance, and the Cognizant Federal Agency and Audit Office Template (CFAOT) of Volume III are requested by May 23, 2022, but not officially due until the proposal submittal date. The delivery location is specified in L.33.2.1 Electronic Submission of Proposals
– Proposal Marking and Delivery through NASA’s EFSS Box
(b) Late proposals will not be accepted in accordance with FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition.”
(c) Offerors shall arrange their proposals as set forth below in Table L-2, Overview of Proposal Volumes, Page Limitations, Copies, and Format. Proposal sections excluded from the page limit shall be placed at the end of each volume.
L.33.2.1 ELECTRONIC SUBMISSION OF PROPOSALS – PROPOSAL MARKING
AND DELIVERY THROUGH NASA’S EFSS BOX (NOV 2021)
(a) The offeror shall submit its proposal via NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Electronic submissions shall not contain hidden formulas, tables, be locked, be password protected, or contain links to data not included in the electronic copy. All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable). The offeror shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated.
Subcontractors may submit their required proposal information separately using the instructions in this provision. The offeror shall ensure subcontractor submissions are made no later than the date and time specified for proposal submission and comply with all solicitation instructions.
