14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
This is Amendment 1 to the Request for Proposal entitled CompreHensive Aircraft Readiness, Lifecycle, Engineering, and Support (CHARLES). The purpose of Amendment 01 is to revise the following dates:
1. The Pre-proposal Conference From May 10, 2022 with a time frame of 9-11am CDT To May 18, 2022 with a time frame of 9-11am CDT.
2. The due date for questions regarding the solicitation has been extended From 1:30pm CDT on May 12, 2022 To 1:30pm CDT on May 20, 2022.
3. Requested date of Proposal Volume II, Past Performance, and the Cognizant Federal Agency and Audit Office Template (CFAOT) of Volume III From May 16, 2022 To May 23, 2022.

L.20 NFS 1852.215-77 PREPROPOSAL/PRE-BID CONFERENCE (APR 2015)

(b) Offerors are required to monitor the Procurement Solicitation website for any changes to the date or time of the conference.
(c) Attendance at the preproposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation.
(d) Offerors, individuals, or interested parties who plan to attend the virtual preproposal conference must provide the Contracting Officer in writing via email at JSC- CHARLES@mail.nasa.gov, at a minimum, the full name of the attendee(s), identification of nationality (U.S. or specify other nation citizenship), Lawful Permanent Resident Numbers in the case of foreign nationals, affiliation and full office address/phone number. Due to virtual forum limitations, representation of any potential Offeror may not exceed five (5) logins per Offeror. It is recommended that the company’s Pricer attend the conference. Any “lobbying firm or lobbyist” as defined in 2 U.S.C. 1602(9) and (10), or any Offeror represented by a lobbyist under the Lobbying Disclosure Act of 1995 shall be specifically identified. (e) The Government will respond to questions regarding this procurement provided such questions have been received at least five (5) working days prior to the conference. Other questions will be answered at the conference or in writing at a later time. All questions, together with the Government’s response, will be transmitted to all solicitation recipients via the government-wide point of entry (GPE). In addition, conference materials for the virtual preproposal conference will be made available to all potential offerors via the GPE.

L.33.1 INTRODUCTION
The contract provides lifecycle, quality, safety, management, program and project support, flight operations, maintenance, and engineering for JSC, LaRC and WFF aircraft operations and other NASA Centers as required and other Government agencies under agreements with NASA. The IDIQ requirements are dynamic and will vary with missions, program phases, and lifecycle of aircraft. Although the level of support is unknown at this time, the identified tasks are known.
The number of aircraft, number of missions, and number of flight hours will drive the pace of maintenance, engineering, program and project support, and flight operations. The aircraft, missions and flight hours will be driven by the requirements of NASA programs.
In providing these instructions, the Government’s intention is to solicit information that will permit a competitive evaluation of the Offeror’s proposal. The information solicited will demonstrate the Offeror’s competence and capability to successfully complete the requirements specified in the CHARLES Statement of Work (SOW).
L.33.2 PROPOSAL ARRANGEMENT, PAGE LIMITATIONS, COPIES, AND DUE
DATES
(a) The entire proposal is due by June 1, 2022, at 1:30 PM Central Daylight Time. (b) Late proposals will not be accepted in accordance with FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition.”
(c) Offerors shall arrange their proposals as set forth below in Table L-2, Overview of Proposal Volumes, Page Limitations, Copies, and Format. Proposal sections excluded from the page limit shall be placed at the end of each volume.
L.33.2.1 ELECTRONIC SUBMISSION OF PROPOSALS – PROPOSAL MARKING
AND DELIVERY THROUGH NASA’S EFSS BOX (NOV 2021)
(a) The offeror shall submit its proposal via NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Electronic submissions shall not contain hidden formulas, tables, be locked, be password protected, or contain links to data not included in the electronic copy. All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable). The offeror shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated.
Subcontractors may submit their required proposal information separately using the instructions in this provision. The offeror shall ensure subcontractor submissions are made no later than the date and time specified for proposal submission and comply with all solicitation instructions.
