5. For proposals submitted as Joint Ventures, the facility clearance must be granted in the name of the Joint Venture. Note: Classified information (e.g. past performance) will not be accepted.

TA3. Facility Clearance Level The offeror shall provide a current Secret National Security Facility Clearance Level. (Please refer to Section M.2 for evaluation approach for TA3.)

An initial review of proposals will be conducted to determine acceptability of the proposals in accordance with NASA FAR Supplement (NFS) 1815.305-70, Identification of Unacceptable Proposals. If the Contracting Officer determines an Offeror’s proposal does not represent a reasonable effort to address the essential requirements of the Request for Proposal (RFP), such as failing to submit all content requirements for Volumes I through V, or the Prime Contractor not possessing Secret National Security Facility Clearance Level, the proposal will be determined to be unacceptable with no further consideration for contract award. All unacceptable proposals will be eliminated from further evaluation.

L.33.1 INTRODUCTION
The contract provides lifecycle, quality, safety, management, program and project support, flight operations, maintenance, and engineering for JSC, LaRC and WFF aircraft operations and other NASA Centers as required and other Government agencies under agreements with NASA. The IDIQ requirements are dynamic and will vary with missions, program phases, and lifecycle of aircraft. Although the level of support is unknown at this time, the identified tasks are known.
The number of aircraft, number of missions, and number of flight hours will drive the pace of maintenance, engineering, program and project support, and flight operations. The aircraft, missions and flight hours will be driven by the requirements of NASA programs.
In providing these instructions, the Government’s intention is to solicit information that will permit a competitive evaluation of the Offeror’s proposal. The information solicited will demonstrate the Offeror’s competence and capability to successfully complete the requirements specified in the CHARLES Statement of Work (SOW).
L.33.2 PROPOSAL ARRANGEMENT, PAGE LIMITATIONS, COPIES, AND DUE
DATES
(a) The entire proposal is due by June 9, 2022, at 1:30 PM Central Daylight Time. (b) Late proposals will not be accepted in accordance with FAR 52.215-1, “Instructions to Offerors – Competitive Acquisition.”
(c) Offerors shall arrange their proposals as set forth below in Table L-2, Overview of Proposal Volumes, Page Limitations, Copies, and Format. Proposal sections excluded from the page limit shall be placed at the end of each volume.
L.33.2.1 ELECTRONIC SUBMISSION OF PROPOSALS – PROPOSAL MARKING
AND DELIVERY THROUGH NASA’S EFSS BOX (NOV 2021)
(a) The offeror shall submit its proposal via NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Electronic submissions shall not contain hidden formulas, tables, be locked, be password protected, or contain links to data not included in the electronic copy. All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable). The offeror shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated.
Subcontractors may submit their required proposal information separately using the instructions in this provision. The offeror shall ensure subcontractor submissions are made no later than the date and time specified for proposal submission and comply with all solicitation instructions.

(c) Elaborate brochures or documentation, detailed artwork, or other superfluous embellishments are unnecessary and are not desired, unless specifically requested in a scenario response.
(d) Offerors are requested to provide information responsive to the items set forth below. This information is considered essential for the Government to conduct a fair and uniform evaluation of proposals in accordance with the evaluation factors and subfactors provided in Section M. The items listed are not, however, all-inclusive and offerors should include in their proposals any further discussion believed to be necessary or useful in demonstrating their ability to perform the work under this Contract.
(e) The instructions in this part of Section L are directly related to the evaluation factors set forth in Section M.
Note: At the time of proposal, offerors shall possess a Facility Security Clearance (FCL) at the SECRET level. Offerors shall provide documentation of current FCL with proposal.

L.33.4 MISSION SUITABILITY FACTOR – VOLUME I
The following Subfactors apply to the Missions Suitability Factor – Volume 1:

L.33.4.1 OVERALL MANAGEMENT APPROACH (MA) - MISSION SUITABILITY
SUBFACTOR 1
The Offeror shall provide the following in Volume I:

MA2. Compensation Plan
The Offeror shall provide its Total Compensation Plan as prescribed in DRD-M15. All information proposed in the offeror’s Total Compensation Plan shall be fully consistent with the cost or price information it submits in Volume III for evaluation under the Cost and Price Factor.
If an offeror is selected for award, this DRD will become part of the CHARLES contract once the DRD is approved.

Further, each offeror shall describe any proposed efficiencies or innovations and, in all cases, provide supporting rationale to demonstrate the reasonability and feasibility of the proposed number of personnel and their proposed skills to accomplish the work effectively in the manner proposed.
To be consistent with its proposed Management or Technical Approaches, each offeror may propose Standard Labor Categories (SLCs) or staffing levels that differ from the notional staffing provided in Attachment L-1-1 “TA2 Resources” The following specifical standard labor categories (SLCs) are depicted in Attachment L-1-1 as part of the notional staffing for which offerors are being asked to propose their own staffing as part of TA2.

Finally, each offeror shall also enter their proposed resources into the Technical Resources Summary Template (TRST) located in Attachment L-4 CHARLES Cost Templates file.
The response provided for TA2 is for evaluation and selection purposes only as the precise nature and magnitude of work to be ordered in the future is not determinable at this time. Currently, the specified resources depicted in Attachment L-1 are likely the best indicator of the notional size of the workforce; however, offerors are cautioned that historical requirements may, or may not, be representative of actual future work that may be ordered under the resultant contract.
TA3. Facility Clearance Level The offeror proposed as prime shall provide a current Secret National Security Facility Clearance Level (FCL). If a Joint Venture is being proposed as the prime offeror, then either the Joint Venture shall hold the FCL or all members to the Joint Venture shall hold an FCL. (Please refer to Section M.2 for evaluation approach for TA3.)
L.33.4.3 SAFETY AND HEALTH APPROACH - MISSION SUITABILITY

The offeror shall provide DRD-S02 Safety and Health Plan in Volume I. If an offeror is selected for award, this DRD will become part of the CHARLES contract once the DRD is approved.
L.33.5 PAST PERFORMANCE FACTOR - VOLUME II
(a) Offerors shall demonstrate past experience in all areas of the statement of work by submitting information on up to six past contracts that best demonstrates their ability to perform the CHARLES work. References with Government contracts are preferred, but not required. Offerors with no past performance experience shall so state. For the purposes of this solicitation, a “Major Subcontractor” is any team member (e.g., a subcontractor or inter-divisional organization) with an estimated total contract value that equals or exceeds $2,500,000 per contract year.

M.2 SOURCE EVALUATION BOARD EVALUATION FACTORS FOR AWARD

Proposals will be evaluated by the Source Evaluation Board (SEB) in accordance with applicable regulations which include the Federal Acquisition Regulation (FAR) and the NASA FAR Supplement. The SEB will carry out the evaluation activities and report its findings to the Source Selection Authority (SSA) who is responsible for making the source selection decision.
