- - Since the USDV contract structure has been set up with various options that extend over a substantial period of performance and may increase the final executed value depending on how those options are exercised, there is some question on how contractors include options, the number of years for the IDIQ periods, and so forth when calculating their small business goals. Due to the assumption that any options will not be exercised at the time of the base award, the natural stance would seem to be to only factor in the base contract price for the
“total contract value” when determining small business goals. However, there is a contractual difference between total contract value and total exercised value and we would like to seek clarification on this matter. Does NASA intend for contractors to utilize solely the value of the base CLINs for the purpose of small business goals, or shall contractors utilize the total value of all CLINs – both base and option?
The small business goals should be based on the
Total Contract Value (Base and all options). If an option is not exercised and that work was considered in the calculation of the small business goals, the contractor will be able to explain that in their respective eSRS (Electronic Subcontracting
Reporting System) report. During contract performance, NASA will take into consideration any changes made by the government (i.e. scope, funding, etc.) when determining contracting performance.
