The Government does not anticipate a gap between the period of performance between CLIN1 and CLIN2.
The Offerors may propose a CLIN2 ATP date that precedes the CLIN1 end date.

Yes. If NASA determines a need for a CLIN3 Dwell IDIQ task order, it will be issued prior to shipment to the launch site.

F.1 I F-1 52.247-34 F.O.B Destination Is there a dollar value Contractors are required to insure during transportation/shipment? If we have risk of loss of the USDV during the dwell period in a Government owned facility, do we have to obtain insurance for that dwell period?
FAR 52.247-34 (b)(4) outlines that the contractor is responsible for any loss of and/or damage to the goods occurring before receipt of shipment at the delivery point. The solicitation does not require insurance during transportation and shipment. The final RFP will be updated for NASA acceptance at the acceptance destination. The solicitation insurance requirements are outlined in 1852.228-75, Minimum Insurance Requirements.

Will the Government allow for years of experience/education equivalencies under Key Personnel Labor Category requirements?
Yes. Labor classifications shall be proposed using the appropriate job title and must be labor classifications used in the offeror’s normal course of business, that matches the requirements of the Government Equivalent Labor Classification. The offeror shall provide a matrix (or a crosswalk) that maps the offeror's Labor Classification and Qualification to the Government Equivalent Labor Classification in Attachment L-05

Can the Contractors propose the scope for CLIN4 Launch Site Integration and Sustaining Representative Task Order as outlined in SOW Section 6?
No, the scope for CLIN4 this Representative Task Order is already specified as all tasks and deliverables required to accomplish SOW Sections 6.1 General Requirements, 6.2 Pre- Launch and 6.3 Launch and Flight Operations, including required elements of USDV Contract SOW Section 2.0 Overall General Requirements to perform the Launch Vehicle Integration and Sustaining.
The Offerors shall detail in their task order proposal their approach to meeting these requirements.

L-73 Is there a limit to how many "Other" labor categories can be added when labor categories cannot be mapped to the Standard Labor Categories provided? Is there an error in the Education/Experience listed for Engineer II and Engineer II SLCs?
There is not a limit of the proposed Standard Labor Categories in CLIN 1 and CLIN 2 Standard Labor Categories. However, there is a limit in CLIN 4, CLIN 4 LAUNCH
VEHICLE (LV) INTEGRATION AND
SUSTAINING (IDIQ) which is outlined in the Section B table. The final RFP will be updated to correct the error in Education/Experience listed in Engineer II to have up to 10 years of experience.

L-01 The Instructions and ToC tab in Attachment L-01, USDV Hybrid Cost Price Template, indicates the SubK Cost Details (CLIN 1) tab is required from the Prime Offeror and Major subcontractors.
Please confirm that Minor subcontractors are not required to complete that tab.
Minor would fill out SubK cost details.
Over 50M fill out summary subcontractor
Refer to RFP, L.26, the Prime offeror Attachment L-01 USDV Hybrid Cost Price Template shall represent a fully integrated cost and price strategy to include all subcontractors in “SubK Cost Details (CLIN 1)” tab. The Major Subcontractor completes and submits their own Attachment L-01 USDV Hybrid Cost Price Template. The final RFP will be updated to include instructions for Minor Subcontractor to complete a separate Excel spreadsheet “Attachment L- 01A, USDV Minor Subcontractor Template” that will be required by all minor subcontractor(s) performing a percentage of the contract allocated workload.

J-02 According to Attachment J-02 DRD Submission Matrix, there are various DRDs due with the “Competitive Range Proposals.” We assume NASA will review the initial proposals and determine which are considered competitive range proposals at which point NASA will notify those Contractors and request the additional DRDs. What will be the process and timeline for those DRD submittals? i.e.
approximately how long after the initial proposal due date will NASA determine which proposals are competitive range proposals, when will NASA request the DRDs from those Contractors, and how many days will the Contractors have to prepare and submit those DRDs?
The Government does not know an exact timeline for the competitive range/award on initials determination following receipt of the initial proposals. In accordance with L.29 Responsibility Consideration- Volume IV, NASA Contracting Officer will request these DRDs from those offerors in the competitive range or apparent successful offeror with an anticipated 10 calendar days allowed for submittal.

Yes, in accordance with L.26.e, all pre-award GTAs are required to be costed and jointly signed by the Contractor and NASA as part of the proposal submission.
Offerors are encouraged to submit GTA requests early in order to ensure timely disposition of GTA requests prior to the proposal due date. All complete, final GTA requests must be submitted via email no later

Yes, the NASA/ISS Program Representative, Kristi Duplichen, is responsible for coordinating all Offeror GTA requests with all NASA Centers. Therefore, the Offerors should not reach out directly Center Partnership Offices to coordinate GTAs or other agreements related to the USDV contract.

1.0 & 3.1.5 Please confirm whether the statement "…where failure to perform the orbit shaping burn(s) and reentry burn is considered catastrophic" means that access to backup propellant as described in 3.1.5 does not need to be two-failure tolerant (meaning that the 8 m/s altitude lowering reserve, 2 m/s debris avoidance/phasing reserve, and all attitude control are exempt from failure tolerance requirements).
USDV is required to provide 2 Failure Tolerance to performing all translation maneuvers addressed in USDV SRD Section
3.1.5 in order to ensure safe and successful completion of the USDV mission. USDV SRD Section 1.0 and Table 3.5.1-1 will be updated to provide clarification
