1.0 PURPOSE

The purpose of this work instruction is to document the requirements of the Johnson Space Center (JSC), Ellington Field (EFD), and Sonny Carter Test Facility (SCTF) Facility Manager (FM) Program.

2.0 APPLICABILITY

a. This JSC Work Instruction (JWI) is applicable to all JSC, EFD, and SCTF organizations.

JSC Directives may apply to contractors or grant recipients only to the extent specified or referenced in the appropriate contracts, grants or agreements. It is not applicable to White Sands Test Facility organizations.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms: “may” or “can” denote discretionary privilege or permission, “should” denotes a good practice and is recommended, but not required, “will” denotes expected outcome, and “are/is” denotes descriptive material.

c. In this directive, all document citations are assumed the latest version unless otherwise noted.

Inspections/Investigations may require the use of personal protective equipment (PPE) or specialized training in controlled areas.

6.0 TOOLS, EQUIPMENT, AND MATERIALS

None.

7.0 PERSONNEL TRAINING AND CERTIFICATIONS

7.1 Three courses are mandatory for all FMs and Alternate FMs:

a. FM Baseline New Facility Manager Training – First available Classroom training upon appointment.

b. FM Refresher – Every 3 years through SATERN.

c. Fire Warden Certification for FMs – First available Classroom training upon appointment and every 3 years thereafter through SATERN.

7.2 Additional training may be required or advised. Other courses may be mandatory, depending on the applicability to your facility. See Center Operations Directorate FM https://centerops.jsc.nasa.gov/jm/fm-resources/ for more information.

8.0 RESPONSIBILITIES

8.1 Responsible Organization (Division, Directorate Office) Functional Director

8.1.1 Appointment of FM and Alternate FM

a. Appointment of FM’s and Alternate FM (Alt. FM) are made by the appropriate Director (predominant facility occupant). It is the responsibility of the Director (or designee) of the predominant facility occupant to complete a JSC Facility Managers request in IdMAX notifying the Lead JSC FM or Alt. Lead JSC FM of an appointment of a new FM or Alt.

FM to a facility. The primary organization in a building usually provides the FM, normally a civil servant. The Primary FM may be a contractor employee, if agreed to by the Directors of the organizations sharing the facility. The FM and Alt.FM must complete and submit a JSC Building Key request in IdMAX to obtain the master key(s) for your facility.

b. The Center will not accept requests for budget increases to hire contractors for this position. This is an opportunity to give organizations flexibility in how they manage their facilities and is not a new requirement.

c. The Alt. FMs should ideally be a viable candidate to become the Primary FM.

d. FMs are typically employees who demonstrate an aptitude for facility-related systems and operations and who show a commitment to safety, health, and environmental practices. These employees are likely to be highly successful as FMs and these positions benefit from employees who understand and employ customer service skills as they negotiate issues and requirements between multiple Directorates.

e. FMs shall ensure their contact information is accurate on the FM Locator page and building placard.

f. Notify the Lead JSC FM or Alt. Lead JSC FM of any changes to FM assignment or contact information.

8.1.2 Ensure updates to employee Position Descriptions

The “Mandatory FM Position Description Duty Statement” was published November 30, 1994 and is the standard for all JSC FMs and Alt. FMs, (see Appendix B).

8.2 JSC Lead Facility Manager

8.2.1 Establishes policies and procedures ensuring all applicable safety and health regulations are disseminated and enforced site-wide by the FMs.

8.2.2 Establishes and maintains a current web-based roster of FMs, as well as a database of their pertinent contact information.

8.2.3 Reviews and updates the FM Training Class content and format. The Lead JSC FM schedules these training classes for newly appointed FMs and Alt. FMs.

8.2.4 Serves as JSC Point-of-Contact (POC) for building FMs regarding disability accommodation requests, coordinating requests with the Office of Diversity and Equal Opportunity, the Center Operations Directorate Planning, and Integration Office.

8.2.5 Annually, reviews and modifies when necessary, JWI 8831.1B, Facility Manager Program, for changes and updates.

8.2.6 Serves on several Center-wide committees and working groups as related to safety, mishaps, close calls, or facility related issues as the liaison between the group and the FMs.

8.3 Building Facility Manager

8.3.1 A Building FM is a single point-of-contact responsible for ensuring the general safety of a building and through coordination with appropriate line management ensures the safety and health of the occupants and equipment. Specific responsibilities include:

a. As a newly appointed FM or Alt. FM, signing up for the Facility Manager Training Class and New Fire Warden Orientation Course through SATERN.

b. Ensuring Emergency Action Plans (EAP’s) are in place and used in the facility. Develop or update the EAP for the building (https://smasp.jsc.nasa.gov/ns/ns1/Facility%20Manager/Home.aspx).

Submit updated EAP’s to the Office of Emergency Management for review prior to posting to the official EAP repository by the Safety and Test Operations Division. Ensure dissemination of the EAP to all building occupants.

c. Ensuring building Fire Evacuation Plans (FEP’s) and facility security access requirements are in place and used in the facility.

d. Serving as Chief Fire Warden for the facility. Provide support to the Fire Protection Specialists during drills and alarms. Keep the building Fire Wardens informed of building modifications, construction, and fire alarm outages, or any activity that might create a delay in evacuating the building residents in the event of a planned or unplanned evacuation.

e. Ensuring, policies, procedures, and all applicable safety and health regulations are disseminated and enforced in building operations.

f. Ensuring safety and health information is communicated to building occupants, and training is provided in the safety and health requirements of their assignments. The facility must be a safe and healthy place to work.

g. Conducting routine facility safety inspections to ensure observed anomalies or violations are immediately corrected, lesser issues are first made safe, and appropriate work orders for repairs are turned in promptly.

h. Managing mishaps, Close Calls, Safety, Health, and Environmental Tracking

(SHETrak) system items effectively by promptly investigating them and by taking required corrective actions.

i. Serving as building POC regarding disability accommodation requests, with the Lead JSC FM or Alt. Lead JSC FM and the Office of Diversity and Equal Opportunity.

j. Requesting Work Orders for simple facility repairs and maintenance requests; negotiating planned electrical or utility outage requests between building resident organizations and facilities contractors’ crafts employees; frequently serving as the POC between the Directorate and the facilities contractor when Work Authorization Documents (WAD’s), Task Orders, or Delivery Orders are generated for facility reconfiguration or construction.

k. The FM is on-call 24-hours a day, 7 days a week by cell phone or alternate means of communication. Coordination of vacations, holidays, etc., shall be done between the Primary and Alt. FM. Someone shall always be available to represent facility management issues. If extenuating circumstances create a situation when both the FM and Alt. FMs are unavailable, arrangements shall be made for someone knowledgeable about the facility to be available to temporarily accept the FM responsibilities. The FM shall provide the substitute person’s name and contact information to the Lead JSC FM or Alt. Lead JSC FM, as well as entities such as the Emergency Dispatch Center (EDC) Security Dispatcher and temporarily post a notice documenting the substitution on the FM Placards in the building.

l. If you are a Civil Servant, you should confirm your Position Description is updated to contain the JSC official FM or Alt. FMs duties and performance objective and standards, (see Appendix B).

m. Fulfill the facility manager responsibilities listed in JPR 1700.1. See Appendix D for a list of chapters in JPR 1700.1 with Facility Manager responsibilities.

n. Routinely interface with Center Operations Facility Engineers (FEs) and review on-going work orders, outages and issues with potential impacts to safety, overall building functions and /or mission.

8.3.2 The Primary and Alt. FMs - or their designee shall be responsible for performing quarterly Safety Inspections of common areas within their facility, including janitor closets, hallways, lobbies, elevators, stairways, etc. (but excluding mechanical, electrical, telephone and

Expiration elevator equipment rooms) and record inspections into JSC Building Inspection Tracking System (BITS). Maintenance work orders shall be submitted for any discrepancies identified. Inspections shall identify:

a. Hazards and non-conformances.

b. Risk assessment to include the severity and probability of an injury, illness, property damage, or environmental damage.

c. Corrective measures or controls implemented to immediately safe the area and to eliminate or control the hazard and schedules for completion.

d. Notification to persons who may be affected by hazards that pose an imminent or significant risk to safety and health of employees, operations, or facilities.

8.3.3 The Primary and Alt. FMs shall inspect - Portable Fire Extinguishers as mandated by JPR 1700.1 section 3.8.6.1(e)(2). Inspections shall:

a. Ensure the extinguisher is present and unobstructed.

b. Visually inspect for obvious damage or missing parts.

c. Check the tamper seal and safety pin.

d. Check gauge for proper cylinder pressure. *

e. Document Inspection results on the appropriate form.

*Carbon Dioxide PFE do not have a pressure gauge.

9.0 PROCEDURE

Getting Started

a. The FMs should read the information available via the Facility Managers Resources link https://centerops.jsc.nasa.gov/jm/fm-resources/ and support sections.

b. The FM may choose to list a personal cell phone number; however, any Government issued cell phone shall be listed in the online roster, so it is available to emergency personnel and others needing to contact you.

c. Contact the JSC FM Lead FM, Center Operations Directorate, to obtain an FM badge.

HUMAN RESOURCES POSITION DESCRIPTION LETTER

Critical Element: Serve as Facility Manager for __________.

Reference Documents: Facility Management functions are performed in accordance with JWI

8831.1 and JPR 1700.1.

Summary of Facility Manager (FM) Responsibilities:

• As a newly appointed FM or Alt. FM, sign up and complete the Facility Manager Training Class and New Fire Warden Orientation Course through SATERN.

• Complete the Facility Manager and Fire Warden refresher courses every 3 years.

• Ensure Emergency Action Plans (EAP’s) are in place and used in the facility. Develop or update the EAP for your appointed building(s). Submit updated EAP’s to the Office of Emergency Management for review prior to posting to the official EAP repository by the Safety and Test Operations Division. Ensure dissemination of the EAP to all building occupants.

• Ensure building Fire Evacuation Plans (FEP’s), and facility security access requirements are up to date, in place, and used in the facility. Meet with groups or branches to describe the evacuation process for your building(s).

• Conduct routine facility safety inspections. Ensure observed anomalies or violations are immediately corrected, lesser issues are first made safe, and appropriate work orders for repairs are turned in promptly.

FMs. It is imperative the facility always has someone available to represent facility management issues. If extenuating circumstances create a situation when both the FM and Alt. FMs are unavailable, arrangements are to be made for someone knowledgeable about the facility to be available to temporarily accept the FM responsibilities. The FM shall provide the substitute person’s name and contact information to the Lead JSC FM or Alt. Lead JSC FM, as well as entities such as the Emergency Dispatch Center (EDC) Security Dispatcher and temporarily post a notice documenting the substitution on the FM Placards in the building.

• Civil Servants should confirm their Position Description is updated to contain the JSC official FM or Alt. FMs duties and performance objectives and standards, (see Appendix B).
