1 PURPOSE
JWI 1282.11 establishes a consistent and documented method for ensuring that processes associated with calibration of measuring and test equipment (MTE) at the NASA Johnson Space Center (JSC) conform to the requirements stated in JPR 1281.11.
2 APPLICABILITY
a. Applicability to JSC NASA Organizations
This JWI is applicable to all JSC NASA organizations, including Ellington Field, and the Sonny Carter Training Facility, except for the following:
(1) White Sands Test Facility
(2) Office of Inspector General
(3) NASA Engineering and Safety Center offices at JSC
b. Applicability by Function
(1) In this directive, all mandatory actions (i.e. requirements) are denoted by statements containing the term “shall.” The terms: “may” or “can” denote discretionary privilege or permission, “should” denotes a good practice and is recommended, but not required, “will” denotes expected outcomes, and “are/is” denotes descriptive material.
(2) In this directive, all document citations are assumed to be the latest version unless otherwise noted.
(3) This instruction applies to all JSC MTE Users, Calibration Laboratories, and calibration-servicing components that utilize MTE to perform their functions as specified in JPR 1281.11.
c. Applicability to Contractors
This JWI is applicable to contractors to the extent described in their contract.

5 SAFETY PRECAUTIONS AND WARNING NOTES
a. Contaminated Measurement Devices
MTE Users shall ensure submitted MTE are free from any contamination (e.g. pressure gages containing hydraulic oil or other hazardous materials) for calibration.
Decontamination or other hazard mitigation process will be performed by the MTE User before any MTE is submitted to the Calibration Laboratory.
b. Inoperable or Damaged MTE
Inoperable or damaged MTE shall be identified as such when an MTE User submits the MTE to the Measurement Standards and Calibration Laboratory (MSCL) onsite at JSC.
6 TOOLS, EQUIPMENT, AND MATERIALS
MTE is expected to be used within the environmental specifications listed by the manufacturer. If this is not the case, the MTE shall be calibrated especially for use within a clearly identified and specified environment.

7 PERSONNEL TRAINING AND CERTIFICATION
In accordance with NASA-STD-8739.12, calibrations are to be performed by competent and qualified personnel on the basis of appropriate education, training, experience, and/or demonstrated performance.1
8 RESPONSIBILITIES
a. The Calibration Program Manager appointed by the JSC Center Director is the Process Owner for calibration processes of MTE within the scope of this document at JSC.
b. The MSCL maintains records, status, and primary location of MTE that is calibrated at
JSC.
c. All MTE Users are responsible for ensuring that MTE is calibrated and controlled and that the MSCL is informed of changes in MTE status and primary location to meet the specific requirements of JPR 1281.11 and this instruction.
9 PROCEDURE
a. Calibrated MTE
(1) The methods of calibrating MTE are:
(a) MSCL Calibration (which is performed or managed by the MSCL Calibration Laboratory);
(b) Approved calibration-servicing components; and
(c) Operator certification
(2) The methods of calibrating MTE shall meet the functions specified in JPR 1281.11 and follow the relevant specific instructions identified in this JWI.
b. Non-Calibrated MTE
(1) The two statuses that are provided for non-calibrated MTE are labeling them as:
(a) Indication Only
(b) Function Check
(c) Periodic Check Not Required (PCNR)

(2) These statuses are provided for non-calibrated MTE if it meets the following conditions:
(a) The MTE is NOT associated with the functions specified in JPR 1281.11.
(b) The MTE is NOT in an active calibration status.
(c) The MTE is NOT used for quantitative measurements, data collection or other uses where the indicated values are used for process or operational acceptance decisions.
c. MSCL Calibration Service Requests MSCL
(1) Preparation for MSCL Calibration Request
The following instruction provides tasks to be completed by MTE Users before they submit MTE to MSCL Production Control. MTE Users should contact the MSCL (281-483-3577) to establish a customer account and establish an MTE record in the MSCL Asset Inventory database including: instrumentation expected to be serviced by the MSCL, MTE that will be calibrated by an approved calibration-servicing component, or MTE that meets the functions specified in JPR 1281.11. MTE Users can also call this number to schedule pick-up/delivery of MTE.
MTE Users shall contact MSCL Production Control when MTE is excessed, lost, or transferred to other MSCL customer accounts.
(2) MSCL Initial Calibrations
In order to have control numbers issued and affixed by MSCL Personnel followed by MTE being entered into the MSCL asset inventory database, the actionee cited in the procedure below shall:

(3) Priority Calibrations
(a) Criteria for Approving Priority Calibration Request
MTE Users may request expedited MSCL calibration service for specific MTE which are required before the normal estimated servicing time. If approved, the MTE will be entered into the MSCL work schedule for expedited service as determined by the Need Date agreed on between the User and the MSCL. To be approved, Priority Calibration requests should meet one or more of the following criteria:
(i) The item is operational, available, and in a normal operating status (i.e., not damaged)

(ii) The MSCL already has an approved calibration procedure and the appropriate measurement capability
Priority Requests may be approved at the discretion of MSCL Management or authorized MSCL designees.
(b) Procedure for Priority Calibration
To complete the procedure outlined below, the actionee cited shall:

(4) In-Place (In-Situ) Calibrations
(a) Conditions for Performing In-Place Calibrations
In-place or in-situ calibrations are performed when one or more of the following conditions are met:
(i) It is not practical for MTE to be moved from a User location to the MSCL.
(ii) The MTE is a part of a system/console which cannot be dismantled.
(iii) For a variety of other reasons, the MTE cannot be brought to the MSCL.
(b) Procedure for Coordinating In-Place Calibration Service
MTE calibrated in-place may be subject to usage limitations since environmental or capability issues may result from the work being done outside of controlled laboratory conditions. To complete the procedure outlined below, the actionee cited shall:

(5) Clean Calibrations
Although the MSCL does not provide any cleaning services prior to calibration, the MSCL does perform calibration of clean instrumentation in accordance with the requirements of JPR 5322.1. To complete the procedure outlined below, the actionee cited shall:

(6) Task Performance Sheets (TPS)/Work Authorizing Document (WAD) Calibrations
(a) Conditions for TPS Calibrations
The following conditions apply for TPS Calibrations:
(i) Requirements on any TPS received in the MSCL for both Flight and Non-Flight MTE shall be adhered to in accordance with MSCL operational procedures describing the various options available to the MSCL.
(ii) Any TPS received by the MSCL shall be complete and detail all steps and procedures required for the MSCL to complete the calibration.
(iii) MSCL calibration technicians and designated supervision shall initial the appropriate TPS TECH blocks when the TPS requirements of the MSCL are completed.
(iv) The MSCL shall notify the TPS OPR if any changes are required.
(v) TPS MTE calibrations performed using MSCL Calibration Procedures which meet all measurement criteria shall receive a normal (full) calibration certification label.
(vi) If supplemental calibration instructions are requested in addition to a full calibration per MSCL Calibration Procedures, the MTE will receive the normal (full) calibration certification label along with the additional calibration data included in the complete MSCL data results.
(b) Procedure for Requesting TPS Calibration
To complete the procedure outlined below, the actionee cited shall:

(7) Special Calibrations
(a) Considerations for Special Calibration Requests
(i) MTE that requires a calibration condition different from its original capabilities may receive a Special Calibration if User requirements meet best metrology practices.
(ii) MTE is eligible for Special Calibration status only when MTE is submitted to MSCL production control. Measurement results that meet Special Calibration requirements will enable the MSCL personnel to issue the appropriate Special Calibration certification label, affix it to the MTE, and supply the calibration documentation to the MTE User that specifies the nature of the special requirements.
(iii) The MSCL assumes no liability and/or responsibility of damages for customer-supplied specifications and/or methods.
(iv) Measurement results that do not meet Special Calibration requirements will be considered Out-of-Tolerance (OOT)/Acceptance Limits, and the appropriate OOT documentation will be generated.
(v) MTE Special Calibration requirements will be maintained until MTE USER either requests removal or modification of previously accepted requirements, in which a new JF189 shall then be required submitted to the MSCL.
(b) Procedure to Request Special Calibration
To complete the procedure outlined below, the actionee cited shall:

(8) ISO 17025 Accredited Calibrations

(9) Routine Calibrations
The following information describes the general MSCL calibration process. MTE that is not presented for an Initial, Priority, In-Place, Clean, TPS/WAD, Special, or Accredited Calibration will be treated as a Routine Calibration request. To complete the procedure outlined below, the actionee cited shall:

d. MSCL CALIBRATION
The following provides information and tasks associated with the calibration process to be completed by MSCL personnel or MTE Users.
(1) MTE Recall Notice
To complete the procedure outlined below, the actionee cited shall:

MSCL Personnel (1).c Beginning the day after the calibration due date, generate and forward to the User’s Deputy Division Chief a Non Compliance Notice weekly for Users with delinquent (overdue) MTE and for Users who have failed to respond.
(2) MTE Calibration Intervals
The MSCL assigns calibration intervals according to a process in which the MTE reliability is evaluated based on historical performance and other relevant factors. The MTE User may request exceptions to these calibration intervals under certain conditions approved by the MSCL. Exceptions should not be made if the MSCL determines that an interval extension is likely to result in a non-conforming condition of the MTE due to the extended interval.

Equipment which does not require a periodic calibration or check and which is not used for the accumulation or interpretation of data may be placed in the “Periodic Check Not Required” (PCNR) status by the MSCL.
Procedure to Assign Calibration Intervals
To complete the procedure outlined below, the actionee cited shall:

(3) Calibration Cycle Extensions
Calibration cycle extensions may be provided by the MSCL for MTE under justifiable circumstances. Examples of justifiable circumstance include, but are not limited to: (a) when the instrument is required for the completion of a critical test schedule or (b) when no other substitute MTE is available.
(a) Eligibility Criteria for Extension Requests
Extension requests should meet at least one the following eligibility criteria:
(i) The MTE is required for a specific/critical test scheduled during the time period in which the calibration interval will lapse, and no substitute equipment of the equivalent capability is available.
(ii) The MTE is part of a system or test set-up and cannot be removed or replaced with a substitute, or the MTE is part of a system or test set-up that is temporarily inaccessible due to unique circumstance.
(iii) The extension is not to be requested to circumvent or avoid the normal calibration requirement.
(b) Justification for an Extension Request
Justification for an extension request is required. Generally, the total extension period will not exceed 12 weeks or ½ the normal calibration interval.
(c) Procedure to Request Extension
To complete the procedure outlined below, the actionee cited shall:

Note: In cases where extensions are not granted, the MTE User reserves the right to proceed at risk.
(4) Calibration Cycle Changes
Calibration cycle changes for MTE may be requested to the MSCL. The MTE must have empirical data and maintain an EOPR of 89% to justify a cycle change. The MSCL will consider input from the MTE user and/or OEM to justify the cycle change. Cycle changes not meeting the above requirements may still be granted providing the MTE user is aware and accepts the additional risk involved in the cycle change.

(5) Deactivating MTE
NOTE: Deactivating MTE shall not be used to circumvent the recall system.
MTE may be changed from an active status to an inactive status or active status but “Indication Only” status by MSCL personnel. (See Appendix A for definitions.) A closed calibration cycle record must be established per JPR 1281.11. This can be accomplished three ways:
(1) Submit the MTE for calibration to confirm whether or not there has been any alteration of the measuring instrument which could introduce doubt about the results delivered in the elapsed period. If the MTE was OOT a MONRS will be generated. An “Inactive” or “Indication Only” sticker will be applied to the MTE and the item will be returned to the MTE User.
(2) Submit a request to the MSCL indicating that the MTE no longer requires an active calibration status. This includes items that are excessed, lost, misplaced or broken. A work order will be created to established that the current “Within Acceptance Limits” condition cannot be established and a MONRS will be issued. An “Inactive” or “Indication Only” sticker will be sent to the MTE User.
(3) Provide a documented evidence/statement for each piece of MTE to demonstrate support for the assertion that the MTE has not been used to take quantitative measurements since the last calibration date (not calibration due date). This evidence will be uploaded to the MIMS database. The MSCL will change the status and an “Inactive” or “Indication Only” sticker will be sent to the MTE user.

(6) Mandatory Inspection Points
The Mandatory inspection Point (MIP) on a TPS will be performed by MSCL personnel when it is identified as a Mandatory Inspection Point-Verified (MIP-V). It is the responsibility of the TPS/WAD owner to provide authorized personnel for MIP or Government MIP (GMIP) line items established in the TPS/WAD. (7) Vendor Calibrations (Outside Calibration Service Providers)
Oversight of the service quality, capability, and competence of outside suppliers is a necessary function that the MSCL provides to JSC customers. The MSCL is responsible for the approval or disapproval, authorization, and processing of all calibration services performed outside JSC for JSC organizations as per JPR 1281.11. The MSCL will process and forward equipment to outside calibration services as specified by the requirements in JPR 1281.11. The MSCL reserves the ability to use discretion for accepting vendor calibrations to meet NASA requirements.
(a) Conditions Applicable to Vendor Calibrations
(i) When the MSCL does not have the short term or long term capability to perform calibrations on specific instrumentation including ISO 17025 accredited calibrations, the MSCL acquires calibration service from the manufacturer, an ISO 17025 accredited calibration vendor, or from another competent calibration service provider. The provider shall be approved and documented in an Approved Calibration Service Provider listing that is controlled and maintained within the MSCL.
(ii) The following conditions apply to MSCL use of Vendor Calibrations: (1) The MSCL may accept and approve calibrations performed by Original Equipment Manufacturers (OEMs) for instruments if the documentation provided to the MSCL complies with the requirements for Records of Calibration found in this instruction. (2) If the MTE User determines that MTE requires outside calibration services and/or that expedited services (if available) are needed, the User shall communicate the need to the MSCL. Additional charges to the MTE User apply for expedited services.
(iii) When MTE cannot be calibrated by the MSCL, users are allowed to send their MTE directly to an approved outside calibration service provider if the user meets these conditions: (1) The user coordinates and documents pre-approval from the MSCL to

(2) The MTE is returned by the MTE user to the MSCL, in order to process and review the provided calibration documents for compliance as per section 9.3.1 of this instruction.
(iv) The allowance of this protocol may be suspended or cancelled if the provider loses its approved status or if the MSCL determines there is just cause for taking this action.
In the event that a previously approved calibration service provider becomes disapproved, the MSCL will contact the affected MTE users to communicate such status change. This communication will also be in writing by electronic means (e-mail).
NOTE: The MTE User reserves the right to proceed at risk while the MSCL reviews the MTE calibration status. All risk is assumed by the MTE User whether or not the MSCL accepts the vendor calibration based on that review.

(Inactive Label)
Inactive status will be indicated when MTE, the type of which normally requires periodic calibration or operational check, is found to have no foreseeable usage requirements. Equipment within this category shall not be used in measurement and test systems. This label will remain on the equipment until it has been calibrated or functionally checked and returned to service. The MSCL will be notified of the change of status.
This label has blue lettering on a white background.

(Calibration Void If Broken Label)
The purpose of these labels is to identify MTE controls or adjustment points which are easily accessed, and if adjusted or tampered with, would affect the calibration integrity of the MTE. The MSCL will apply these labels at their discretion or if specifically requested by the User. If these labels are broken and the User suspects the integrity of their MTE has been compromised, they may submit the item to the MSCL for recalibration. The User should document the circumstances of a broken seal, when known, and if they intend to keep the MTE in service with the broken seal.
The labels are circular, having a white background with black letter identification.
This label may be used in conjunction with other status labels.

This category will not be used to bypass the regular calibration requirements of metrology activity. An operator certified label will be attached to the instrument.

e. RECORDS OF CALIBRATION
(1) Criteria for Accepting Calibration Reports
Calibration certification documents provided by calibration laboratories (MSCL, calibration-servicing components, and Outside Service Providers) shall include the following information for acceptance from the MSCL:
(a) title;
(b) identification of the calibration-servicing component, and the location where the calibrations were carried out, if different;
(c) unique identification of the calibration report;
(d) identification of the customer;
(e) identification of the calibration procedure used;
(f) description of, the condition of, and unambiguous identification of the item calibrated;
(g) date of performance of the calibration;
(h) calibration results with, where appropriate, the units of measurement;
(i) calibration results before and after adjustment or repair, if available;
(j) person authorizing the calibration report;

(3) Calibration Records and Retention
(a) The calibration-servicing components shall maintain individual records of measuring and test equipment and software where its use contributes to the results of the calibrations performed.
(b) Records of the calibration process shall be completed to attest to the correctness of the results, as appropriate.
(c) The records shall be sufficient to demonstrate the traceability of the measurements and reproduce the calibration results under conditions close to the original conditions.

(4) The records shall include the following:
(a) description and unique identification of the measuring and test equipment (manufacturer, model, nomenclature, serial number, etc.);
(b) identification of the calibration-servicing component;
(c) identification of the calibration procedures used;
(d) date on which the calibration was completed;
(e) as-found measurement performance condition of the equipment;
(f) calibration actions taken (adjusted, repaired, new value assigned, limited, de-rated, modified. etc.);
(g) calibration results and the as-returned measurement performance condition of the equipment;
(h) limitations of use;
(i) assigned calibration interval and;
(j) identification of calibration reports.

(5) Generation, issuance, amendment and deletion of records shall be authorized and documented in addition to the reason for the amendment or deletion.
(6) MSCL Personnel shall retain all calibration records per JPR 1440.3.
f. APPROVED CALIBRATION-SERVICING COMPONENTS
MTE Users that have been approved by the JSC Calibration Program Manager as an approved calibration-servicing component (CSC) shall only calibrate user-owned instrumentation if all requirements of JPR 1281.11 can be satisfied. Specific instructions concerning procedures for CSC calibrations are found in the following sections of this JWI.
(1) Initial Calibration-servicing component Calibration

(b) Calibrations performed by a CSC shall have stated measurement uncertainties.
(4) Measurement Method Criteria

(5) Measurement Method Information Requirements
The instructions shall contain the following information as a minimum:
(a) Safety warnings and cautions (as applicable).
(b) Special laboratory environmental conditions required to assure measurements of required accuracy, temperature, humidity, vibration, cleanliness level, etc.
(c) Unit under test, ranges, and accuracies.
(d) List of calibration measurement standards required and a diagram of setups, if applicable.
(e) The actual operations listed in a series of sequential steps with applicable tolerances and measurement criteria identified.
(f) A record keeping form or data sheet to include identification of personnel performing calibration, condition of equipment before calibration (as found measurement data), final results, and other information pertinent to the specified equipment.
(g) Measurement calculations and data transfers are subject to appropriate checks.
Where computers or automated equipment are used to capture, process, manipulate record, or retrieve calibration data:
(i) software shall be documented and adequate for use;
(ii) procedures shall be established and implemented for protecting the integrity of data;
(iii) Computer and automated equipment shall be maintained to ensure proper functioning and provided with operating conditions necessary to maintain the integrity of calibration data.
(h) Provisions to prevent tampering between calibrations (when applicable).
(i) For systems composed of individual MTE, documentation should reflect the calibration of each individual item.
(j) Detailed instruction sequences as required to integrate calibration activities with operation of system when calibration is performed on installed equipment.
(6) Approved Calibration-Servicing Components Environmental Conditions
Calibration activities shall meet the following environmental conditions criteria:
(a) Laboratory facilities, calibrations areas, energy sources, lighting, temperature, humidity, and ventilation will be such as to facilitate proper performance of calibrations/verifications.
