1 PURPOSE

This directive provides requirements and procedures for identifying site activities, products, or services that can interact with the environment (aspects) and the resulting changes to the environment, whether adverse or beneficial (impacts). This work instruction also provides the requirements and responsibilities for setting objectives and targets and establishing Environmental Management Programs (EMPs) to reduce negative environmental impacts or increase positive environmental impacts.

2 APPLICABILITY

a. This directive is applicable to JSC and contractor organizations within the scope of the JSC Environmental Management System (EMS), including Ellington Field, Sonny Carter Training Facility, and El Paso Forward Operating Location. This JWI does not apply to the White Sands Test Facility.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms: “may” or “can” denote discretionary privilege or permission, “should” denotes a good practice and is recommended, but not required, “will” denotes expected outcome, and “are/is” denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

7 PERSONNEL TRAINING AND CERTIFICATION

The JSC Environmental Office (EO) provides and recommends training for EMS Liaisons on how to evaluate aspects and impacts and use the JSC EMS Aspect/Impacts Database. The training is available upon request by contacting the JSC Environmental Office.

8 RESPONSIBILITIES

The Responsibilities Section describes the overall responsibilities for implementing this work instruction. Section 9, Procedure, identifies detailed responsibilities for conducting steps within the procedure.

a. Senior Management

Senior Management shall, annually:

(1) Review and approve (or disapprove) setting EMPs;

(2) Review the status and effectiveness of EMPs and recommend appropriate changes or termination; and,

(3) Identify and assign resources for implementing EMPs.

b. Environmental Stewardship Subcommittee (ESS)

The ESS shall:

(1) Evaluate priority impacts and compliance requirements to decide whether to set objectives and targets;

(2) Recommend EMPs to achieve improvement;

(3) Act as the first-level review board for the proposed changes to the EMS;

and,

(4) Submit their recommendations for system and EMP changes to Senior Management.

c. Directorate-Level Organization (DLO) Management

DLO management shall:

(1) Ensure that process owners follow established procedures to control environmental impacts;

(2) Maintain accurate information in the JSC EMS Aspects/Impacts Database for activities, products, and services conducted or provided within the Directorate in accordance with this procedure;

(3) Implement actions required to achieve the objectives and targets of the EMPs;

(4) Approve the assignment of an EMP Manager or assign an alternate, when needed; and,

(5) Implement any designated actions established by an EMP.

d. EMP Manager

EMP managers shall:

(1) Identify, plan, and assist in implementation of the activities established in the

EMP;

(2) Monitor and measure EMP progress in accordance with the requirements listed in the EMP;

(3) Provide status reports to the EMS Representative, the ESS, and to Senior Management as requested;

(4) Re-evaluate the EMP at least annually, and recommend updates or modifications to the EMP considering any new impacts or other new conditions;

(5) When objectives and targets are not being met or cannot be achieved, present modifications to the EMP to the ESS for consideration; and,

(6) Provide training or awareness, as applicable, to EMS Liaisons on high priority aspects and the DLO requirements for implementing the EMP and achieving objectives and targets.

e. EO

The EO shall:

(1) Recommend regulatory compliance-driven objectives and targets that may need an EMP to achieve or maintain compliance; and,

(2) Provide information to JSC organizations on changes in environmental regulations, policies, or procedures that may require organizations to re-evaluate their aspects.

f. JSC EMS Representative

The JSC EMS Representative shall:

(1) Provide technical assistance to the ESS on aspect assessment and development of EMPs;

(2) Assign an EMP Manager;

(3) Perform an assessment and ranking of site-wide aspects at least annually;

and,

(4) Review priority impacts and regulatory requirements to develop recommendations for setting objectives and targets and EMPs.

g. EMS Liaisons

The DLO EMS Liaison shall:

(1) Act as the contact or intermediary between the JSC EMS Representative and the DLO;

(2) Manage any aspect/impact assessments needed within the DLO;

(3) Lead the review, at least annually, of the DLO aspects and controls within the database;

(4) Provide training or awareness to DLO employees within their organization who are responsible for implementing EMPs;

(5) Provide general awareness to all employees in their organization on the high priority aspects.;

(6) Aid in the planning and escorting for auditors during internal and external audits, upon request; and,

(7) Attend meetings with the JSC EMS Representative and other DLO Liaisons, as requested.

9 PROCEDURE

a. Background on Evaluating Impacts and Aspects

(1) Organizations shall identify and understand how their operations impact the environment. Once impacts are known, strategies can be developed to reduce impacts, legal and other requirements associated with activities can be tracked, and management programs can be established to achieve goals.

(2) The evaluation of aspects and impacts shall conform to the process identified in NPR 8553.1, NASA Environmental Management System. This process requires identification of all current, past, and future activities, products, and services that can affect the environment (aspects). Evaluation includes normal, abnormal, and emergency conditions.

(3) New or proposed programs and projects that are subject to National Environmental Policy Act (NEPA) requirements require a different type of assessment. JSC conducts NEPA environmental reviews to determine the potential environmental impacts (ecological, cultural, or socioeconomic resources) of the program or project. JPR 8550.1, JSC Environmental Compliance Procedural Requirements, contains the procedures for conducting these environmental assessments.

(4) In some cases, the NEPA assessment and the EMS assessment for environmental impacts may be done concurrently. Since there may not be enough information to complete the EMS aspect/impact evaluation during the early planning stages, the EMS assessment may need to wait until after

8 Page Number process or program implementation. Process owners may also conduct the EMS assessments at the same time as hazard analyses or readiness reviews.

Note: The elements of activities that affect the environment are called aspects. All aspects are assumed to be negative unless a positive aspect is specifically stated.

b. Assessing Impacts and Aspects

(1) JSC organizations, civil servants, and onsite contractors shall identify all environmental aspects of current activities, products, or services, including those that may occur only in abnormal or emergency conditions. This identification also applies when previously assessed aspects change or when new activities are under consideration.

(2) For each aspect, the process owner shall assign all appropriate Environmental Aspect Categories (Appendix C).

(3) The process owner shall implement the following steps to achieve improvements with objectives and targets:

(a) Identify any local operational controls that are in place to implement environmental requirements;

(b) Mitigate negative environmental impacts; and

(c) Secure or improve positive environmental impacts.

Note: Specific identification of mechanisms or controls include, but are not limited to, procedure names and numbers, physical controls, expertise or competence requirements, and monitoring or measuring requirements.

(4) For office activities, all organizations shall select the preset groups of aspects and follow the stated operational controls. For those organizations with only office activities, no other documentation is required.

c. Documenting Aspects and Impacts

(1) EMS Liaisons shall document environmental aspects and impacts in JSC’s EMS Aspects/Impacts Database.

The data shall include associated impacts, aspect locations, the initiating organization, and ranking information.

Note: The EMS Aspects/Impacts Database is located on the internal JSC’s Environmental Office Webpage.

(2) The EO shall document environmental aspects that are conducted site-wide, such as general trash disposal and recycling, sustainable acquisition, wastewater management, and water and energy consumption. The EMS

Aspects/Impacts Database captures these aspects in global entries for data management purposes.

(3) The EMS Representative shall ensure that the EMS Aspects/Impacts Database identifies mechanisms or ways that JSC organizations implement operational control over their aspects to maintain conformance, reduce negative impacts, and enhance or maintain positive impacts.

(4) All JSC organizations shall review identified activities, products, and services at least annually and update the JSC EMS Aspects/Impacts Database as needed.

(5) Once process owners identify potential impacts, the JSC EMS Representative shall review and group the assessment data and determine priority levels as established in NPR 8553.1.

d. Ranking the Environmental Impacts of Aspects

The EMS Representative shall rank of aspect prior to the annual Senior Management review by:

(1) Grouping aspects, according to NPR 8553.1, to assess the impact/benefit and frequency of potential environmental impacts; and

(2) Documenting the ranking results in the JSC EMS Aspects/Impacts Database.

e. Establishing an Environmental Management Program with Objectives and Targets

(1) JSC will incorporate Agency objectives (environmental improvement goals) and targets for each high or very high priority impact. JSC may also set objectives and targets for other aspects in order to reduce negative impacts, increase positive impacts, or control an impact to prevent it from becoming a high priority aspect.

Note: Targets are specific, quantifiable performance requirements that need to be set in order to achieve the objective.

(2) If objectives and targets are set, then the EMS Representative shall establish an EMP for each objective.

Note: EMPs are detailed plans to achieve objectives and targets that result in changes that benefit the environment and help achieve JSC’s Environmental Excellence Policy.

(3) The EMS Representative shall implement the following steps to set objectives and targets and to establish an EMP:

(a) Review aspects to determine which EMP requires setting objectives and targets;

(b) Identify potential environmental objectives and targets by:

(i) Reviewing the results of high or very high priority aspect rankings;

(ii) Reviewing the result of grouped aspects to identify any negative impacts that need to be controlled or positive impacts needing to be increased in order to achieve JSC’s Environmental Excellence Policy (even if not rated as high priority); and,

(iii) Identifying any regulation requirements, such as a new regulation or Executive Order, that may require objectives and targets in order to maintain or achieve compliance.

(c) Consider the following for each potential objective and target:

(i) Legal and other requirements applicable to the organization;

(ii) Priority environmental aspects;

(iii) Available technology options and infrastructure;

(iv) Operational, mission, and mission-related activities;

(v) Financial resources; and,

(vi) Interests and views of stakeholders.

(d) Develop recommended objectives and targets and associated EMPs to forward to management for decision.

(4) If the EMS Representative determines one or more objectives and targets cannot address a high priority environmental aspect due to being technically infeasible or economically unreasonable, the EMS Representative shall document the rationale behind the determination.

(5) The ESS shall review draft EMPs and develop final recommended EMPs for Senior Management review with identified responsibilities and resources required to manage approved EMPs.

(6) Senior Management shall approve or disapprove recommended EMPs.

(7) If Senior Management disapproves the EMP due to being technically infeasible or economically unreasonable, the Senior Management meeting minutes shall document the rationale behind this decision.

(8) The EO shall maintain records and documentation.

f. Managing the EMP

Consistent with the established EMP objectives and targets; the designated EMP Manager shall provide all oversight and coordination for EMP management.

g. Assessing the Need for New EMPs

The EMS Representative shall annually rank aspects and re-evaluate the need for new EMPs, including those not previously implemented due to lack of resources or technical infeasibility.

10 RECORDS

The EMS Representative shall maintain records of EMPs, as well as decisions related to approval or disapproval of EMPs.

a. Records shall include identification of controls and ranking of aspects maintained.

These records will be maintained by EMS Liaisons in the JSC EMS Aspects/Impacts Database.

b. Each DLO shall maintain further records listing organizational activities, products, and services and the associated determination of environmental impacts.

APPENDIX A

DEFINITIONS

The document uses the following defined terms.

TERM DEFINITION

Aspect Assessment A process to identify and document JSC’s activities, products, and services, assess potential impacts on the environment, document controls, and rank the impact to determine if it is a priority impact.

Directorate-Level Organization (DLO)

Directorate, program or project office, or other functional work area that reports directly to the JSC Center Director.

Environmental Aspect Elements of JSC’s activities, products, or services that can interact with the environment.

Environmental Impact Any change to the environment, whether adverse or beneficial, wholly or partially resulting from JSC's activities, products, or services.

Environmental Management Program (EMP)

The tool for continuous improvement of JSC’s EMS. An EMP is a detailed plan to achieve JSC’s objectives and specific quantifiable targets to control, reduce, or eliminate adverse impacts, or to gain or increase beneficial impacts on the environment from our activities, products or services.

Environmental Objective An overall environmental goal, arising from the environmental policy that JSC sets for itself to achieve, and which is quantified where practicable.

Environmental Target A detailed goal, set and quantified in order to achieve an environmental objective, that results from the ranking of the environmental objectives.

High or Very High Priority Aspect

A JSC environmental aspect that has been ranked as high priority. These aspects must be managed to avoid or prevent a serious adverse environmental effect, or create a substantial beneficial effect. A high priority impact requires consideration to set objectives and targets and to establish an environmental management program.

TERM DEFINITION

JSC EMS Aspect/Impacts Database

A database that is accessible through the EMS web site and that manages the information on JSC’s aspects, impacts, controls, criteria, measuring and monitoring, and impact risk ranking.

Operational Controls Any mechanism used to limit negative impacts or increase positive impacts to the environment that is needed in order to manage JSC’s environmental policy and compliance activities.

Examples of operational controls include procedures, monitoring, structural devices, and training. Sometimes referred to as local controls.
