Preface
P.1 PURPOSE
The purpose of this JPR is to establish requirements for the calibration and control of Measuring and Test Equipment (MTE) at the Johnson Space Center (JSC).
P.2 APPLICABILITY
a. This JPR is applicable to all JSC NASA organizations, including Ellington Field and the Sonny Carter Training Facility, except for the following:
(1) White Sands Test Facility
(2) Office of Inspector General
(3) NASA Engineering and Safety Center Offices at JSC
b. JSC directives may apply to contractors or grant recipients only to the extent specified or referenced in the appropriate contracts, grants, or agreements.
c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term “shall.” The terms: “may” or “can” denote discretionary privilege or permission, “should” denotes a good practice and is recommended, but not required, “will” denotes expected outcome, and “are/is” denotes descriptive material.
d. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

Chapter 1 SCOPE
This JPR establishes the requirements for all calibration activities and defines the criteria for measuring and test equipment (MTE) utilized at the Johnson Space Center (JSC), Ellington Field, Sonny Carter Training Facility (SCTF) and contractor facilities associated with JSC activities. MTE associated with the following functions shall be calibrated in accordance with the JSC Calibration Program (system):
a. Testing, qualification, certification, and/or acceptance measurements of flight hardware, ground support equipment, test systems, or other flight-related products.
b. Measurements essential to the safety of personnel and the public or for the protection of Government or private property, including hazardous and/or critical applications.
c. Operation of telecommunications and transmission systems where exact signal interfaces and circuit confirmations are essential to mission success.
d. Research and technology development (see NPR 7120.8), manufacturing, inspection, testing, operations, maintenance, support, or other applications where the accuracy of measurements is essential to achieve mission success.
e. NASA publications or other documents released for external review whose conclusions/recommendations depend upon the accuracy of measurement results and that impact the safety or success of NASA missions. Excluded are preliminary research papers and research instruments under development that have not had traceable units of measurement established.
f. Physical measurements used to apportion, levy, or otherwise assign cost(s), or ensure local, State, or Federal regulatory compliance.
Exception: MTE does not require calibration if it is used for indication only, and periodic calibration not required (PCNR) (i.e., non-calibrated status of MTE where the indicated values are not used for process or operational acceptance decisions).

Chapter 2 RESPONSIBILITIES
2.1 MTE Users
MTE users shall:
a. Determine the selection and use of MTE which provides measurement results that supports the criticality of the end item application. As a minimum, users will:
(1) Consider the consequences, risks, environmental conditions, and overall concerns associated with any measurement to be performed;
(2) Consider and document that the additional uncertainty created will not impact the end item application when calibration intervals are extended; and
(3) Ensure that measurements made with selected MTE will consider:
(a) the criticality of the measurement being made;
(b) the accuracy requirements and associated measurement decision risk (MDR) of the measurement being made; and
(c) the criteria that application requirements have been met.
b. Ensure Calibration or Operator Certification is performed for MTE per the associated JWI 1282.11.
c. Ensure action is taken to assess and document the validity of previous measurement results upon notification of an out-of-tolerance (OOT) condition.
d. Ensure MTE is submitted for calibration before the expiration of the calibration interval or if the MTE is recalled by the calibration lab due to a working standard being found OOT or other applicable condition.
e. Document processes for the control of MTE.
f. Confirm the ability of computer software used in measurement and monitoring of specified requirements to satisfy the suitability for the intended application per the associated JWI 1282.11.
g. Ensure the handling, preservation, integrity, and storage of MTE are such that the accuracy and fitness for use is maintained.
h. Ensure MTE is labeled appropriately to indicate its status respective of the valid statuses described in the associated JWI 1282.11.
i. Ensure that the MSCL is notified of the building in which the MTE is based and is renotified each time the MTE is assigned a new primary location.
Note: MTE users may contact the MSCL to schedule orientation or receive training regarding the requirements in this (JPR) or associated JWI 1282.11.
2.2 Calibration
2.2.1 Process Owner
The Calibration Program Manager appointed by the JSC Center Director is the Process Owner for all calibration processes of MTE within the scope of this document. The Measurements Standards

Page 10 of 14 Page Number and Calibration Laboratory (MSCL) is the primary calibration-servicing component for calibration activities. The JSC Calibration Program (system) may be comprised by one or multiple calibration-servicing components. Calibration is to be performed by the following calibration-servicing components:
a. The Measurements Standards and Calibration Laboratory (MSCL);
b. Calibration service providers approved by the MSCL;
c. Calibration-servicing components approved by the Calibration Program Manager.
2.2.2 Calibration-Servicing Components
a. Calibration-servicing components shall:
b. Ensure calibration activities at JSC are performed in accordance with NASA-STD-8739.12, NPD
8730.5 and this JPR.
c. Ensure calibration standards used at JSC are traceable to the National Institute of Standards and Technology (NIST) or other nationally or internationally recognized or accepted standards.
d. Document processes for the calibration and control of MTE.
e. Develop, validate, and maintain procedures to calibrate MTE.
f. Control and maintain calibration standards, calibration procedures and the calibration master database.
g. Ensure laboratory environmental conditions are acceptable for the calibration activity.
h. Develop criteria and maintain records for qualifying calibration personnel.
i. Ensure calibration activities are performed by qualified technicians.
j. Establish an MTE recall process that includes the setting of calibration intervals.
k. Calibrate MTE as requested using defined processes, controls, and documented procedures.
l. Maintain calibration records and primary location of MTE.
m. Document and report calibration status of MTE.
n. Establish a system of identification labels for the calibration status of MTE.
o. Notify users of MTE of out-of-tolerance (OOT) conditions.
p. Notify users of MTE of overdue calibrations.
q. Ensure that handling, preservation, and storage of MTE while in the custody of the calibration lab is such that accuracy and fitness for use are maintained.
2.2.3 Approved Calibration Service Providers
The MSCL shall qualify and maintain a listing of approved calibration service providers (3rd party calibration vendors) for MTE that cannot be serviced by the MSCL.

Chapter 3 PROCEDURES
Out of Tolerance Conditions
When an out of tolerance notification is received via the Metrology Out-of-Tolerance Notification and Reporting System (MONRS), MTE users shall:
a. Ensure action is taken to document and disposition an out-of-tolerance condition within 45 calendar days as follows:
(1) On all OOT MTE (including the Calibration Lab working standards), perform the following:
(a) perform reverse trace (e.g. Generate usage report).
(b) evaluate measurement results for product impact (Evaluate).
(c) determine action to be taken (Disposition).
(d) record results of actions taken. (Closure).
(2) MTE which is in scope of JWI 8730.4, users must use the specified Problem Reporting System
(PRS).
b. Ensure one of the following actions are taken if the MTE is recalled by the calibration lab due to a working standard being found OOT, or other applicable condition:
(1) Return the MTE for recalibration if it was used for recording product testing or measurement data;
or
(2) If MTE was not used for recording product testing or measurement data, the MTE item can be statused as inactive by notifying the MSCL and applying an inactive label.

Chapter 4 RECORDS
4.1 Calibration Records
a. The calibration servicing components shall maintain individual records of measuring and test equipment and software where its use contributes to the results of the calibrations performed.
Records of the calibration process will be completed to attest to the correctness of the results, as appropriate. These records will be maintained and made available.
b. Records of the calibration process will demonstrate whether measuring and test equipment have satisfied the performance requirements specified.
c. The records should be sufficient to demonstrate the traceability of the measurements and reproduce the calibration results under conditions close to the original conditions.
d. The records will include the following:
(1) description and unique identification of the measuring and test equipment (manufacturer, model, nomenclature, serial number, etc.);
(2) identification of the calibration-servicing component;
(3) identification of the calibration procedures used;
(4) date on which the calibration was completed;
(5) as-found measurement performance condition of the equipment;
(6) calibration actions taken (adjusted, repaired, new value assigned, limited, derated, modified.
etc.);
(7) calibration results and the as-returned measurement performance condition of the equipment;
(8) limitations of use;
(9) assigned calibration interval and;
(10) identification of calibration reports.
e. Generation, amendment, issuance and deletion of records will be authorized. In addition, the reason for an amendment or deletion of a record will be documented.

4.2 Records Retention
Calibration records shall be maintained and stored in accordance with the requirements established in JPR 1440.3 JSC Records Management Procedural Requirements. Retention Requirements are noted in the following table.

Appendix A Acronyms, Terms, and Definitions
Acronym Term Definition
Calibration The controlled set of operations that establishes, under specified conditions, the relationship between values indicated by a measuring instrument or measuring system, and the corresponding standard or known values derived from the standard.
Calibration procedures/Test methods
A documented, verified, and validated procedure that specifically describes a set of operations used in the performance of particular measurements according to a given method.
Calibration process The activities included in the control, calibration, confirmation, and maintenance of MTE at JSC. These activities include calibrating MTE, administering the equipment recall system, handling and storing MTE, developing calibration procedures, and maintaining calibration standards traceable to national standards.
Calibration program (system)
One or more of interrelated or interacting calibration-servicing components necessary to maintain the measurement performance of MTE to defined requirements.
CSC Calibration-servicing component
Functional component of a calibration program/system.
Indication Only Non-calibrated status of MTE where the indicated values are not used for process or operational acceptance decisions.

Acronym Term Definition
MTE Measuring and Test Equipment (Also referred to as MMD)
Measuring instruments, measurement standards, reference materials (including comparative references), auxiliary apparatus, and associated software necessary to perform a measurement. This term includes measuring equipment used in the course of testing and inspection, as well as that used in calibration.
NIST National Institute of Standards and Technology
The government agency responsible for all United States national measurement standards.
Operator Certification Certification by the operator utilizing both:
a. traceable calibration standards and
b. a user-developed and approved test method with defined pass/fail operational criteria.
This applies to specialized instrumentation that is standardized, characterized, or nominalized prior to use. Certification is valid for the applicable test period, but not to exceed 30 consecutive days.
OOT Out-of-Tolerance A non-conforming condition when MTE does not meet the assigned instrument operating specifications.
PCNR Periodic Calibration Not Required
Non-calibrated status MTE, calibration not required
PRS Problem Reporting System
SCTF Sonny Carter Training Facility
Traceability Property of a measurement result whereby the result can be related to a reference through a documented unbroken chain of comparisons, all having stated uncertainties.
