1. POLICY
a. This JSC Policy Directive (JPD) establishes and defines policy and responsibilities for the implementation of Facility Configuration Management (FCM) for the National Aeronautics and Space Administration (NASA) facilities at the Johnson Space Center (JSC) including Ellington Field (EFD), and the Sonny Carter Training Facility (SCTF).
b. FCM policy requires a centralized approach and process for facility planning, budget programming, designing, constructing, and operating to ensure the facility life cycle phase is documented as defined in Facilities Management and Operations Division (FMOD) Requirements Directive (JMR) 8820.3-1. FCM policy requires the following:
(1) Document all pertinent data into the facility baseline in a practical, efficient, and consistent manner. The documentation shall incorporate all change data from any JSC organizations authorized to make facility modifications.
(2) Clearly define interfaces between ground support equipment (GSE)/dedicated laboratory equipment (DLE) and the facility.
(3) Assign responsibility for documentation to organizations who operate the associated facility and/or test support equipment.
c. The goal of FCM is to maximize facility efficiency, minimize the cost of construction and operation, minimize change, assure facility safety and reliability, and provide accurate documentation of JSC facilities and GSE/DLE.
d. It is JSC's policy to define the basic interfaces between JSC utility systems and user-owned equipment. The process shall include purchasing user-owned equipment that requires operating support from facility systems.
e. It is JSC's policy to identify the use and modification of facility space designed to support NASA's mission.
f. This JPD does include the identification of communication cable throughout the utility tunnel system and JSC communication duct banks as defined by JSC Form (JF) 857.

2. APPLICABILITY
a. This JPD is applicable to all JSC facilities, including EFD and the SCTF. This directive also applies to operators of facility systems and operators of user-owned equipment, which requires support from JSC utility systems.
b. This document applies to JSC organizations, their resident support service and prime contractors, and resident organizations of other agencies and departments external to JSC. This directive does not apply to the White Sands Test Facility.
c. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall”. The terms: "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.
d. In this directive, all document citations are assumed to be the latest version unless otherwise noted.

5. RESPONSIBILITY
a. Director, Center Operations Directorate (COD) shall;
(1) Be responsible for the efficient integration and configuration of all facilities at JSC, EFD, and the SCTF.
(2) Designate the Chief, FMOD, as the Facility Configuration Manager for JSC, EFD, and the SCTF.
(3) Be the final authority for the housing of JSC's population, operations, and storage.
COD guidelines for space utilization are considered the JSC standard. The use and assignment of space, as it becomes available or underutilized, will be made by the Director of COD.
b. Chief, FMOD shall;
(1) Follow a standard format and processes identified in;
(a) NPD 8820.2
(b) NPR 8820.2
(c) EIA 649
(d) GEIA – HB 649
(2) Maintain records of configuration control documents in accordance with NPR 1441.1 and
NRRS 1441.1.
(3) Maintain master drawings of JSC, EFD, and SCTF facilities. Where required by contract statement of work, design drawings, as-built drawings, facility changes, and facility modification drawings shall comply with JSC-66005.
(4) Determine the level of detail; format, priority, and availability of these drawings by working in conjunction with Directorate Level Organizations (DLO) with established interface Memorandum of Understanding (MOU).
c. COD shall;
(1) Involve the resident functional organizations and the respective Facility Manager (FM) and

Facility Engineer (FE) during the design phase for construction, modification, and refurbishment projects.
(2) Assist resident functional organization FM and FE in selecting the most efficient specifications to avoid facility interface issues.
d. JSC Directors, Program Managers, and DLO Managers shall:
(1) Assure compliance with NPR 8715.3 and with JPR 1700.1 during construction and refurbishment projects.
(2) Assure compliance with JPD 7123.1 and configuration of GSE/DLE systems they operate are maintained throughout the life cycle of the system/laboratory, including the concept planning, implementing, operating, sustaining, and disposing of the system.
(3) Designate an official, or officials, within the respective organizations who shall be responsible for configuration management and documentation of each build-up of a mission support GSE/DLE system within their organization. Each Designated Official develops a MOU with COD that documents the specific interfaces between the user-owned equipment and the utility systems requirements. Final authority to categorize property as "facility or "user-owned equipment" resides with the Director, COD.
(4) Assure documentation and configuration control to GSE/DLE systems are current.
Changes that are designated GSE/DLE systems by MOU, may be made by the owner organization or by COD, but the operating organization shall document the changes.
Documentation includes baseline, as-built, and database information which details relevant information associated with that change.
(5) Assure operational changes to facility equipment set points that differ from the original design set-point are documented by the GSE/DLE operator.
(a) FMOD shall keep updated operational information for all facility systems.
(b) Operational information will be readily available for use in design analyses and facility modification work.
(6) Assure changes to facilities are only implemented by COD or those functional organizations specifically empowered via MOU with COD.
(7) Assure facility changes comply with JMR 8820.3-1 and JMR 8820.3-2.
(8) Involve COD in GSE/DLE pre-project planning to select and integrate the most cost-effective facility alternatives.
(9) Involve COD in the early planning stage before purchasing user-owned equipment

6. DELEGATION OF AUTHORITY
Director, COD is the delegated signature authority for all procedures and instructions in managing this JPD.
7. MEASUREMENT/VERIFICATION
Measurements shall indicate the effectiveness of the FMOD configuration management process, and the risk associated with attaining JSC goals. Process verification is required to ensure facility and GSE/DLE systems are within configuration control parameters and in compliance to facility baseline documentation requirements as identified in JPR 1700.1, Chapter 10.4.
8. CANCELLATION
JPD 8820.3C, dated May 28, 2014, is superseded by this JPD.
