SECTION 011100 – SUMMARY

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and other Division 1 Specification Sections, apply to this Section.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Summary: The project consists of the construction of a new two story community health clinic and dwelling units in the village of Supai in the Grand Canyon. The building is of wood framed construction with metal siding and roofing. There are special conditions for site access during the work due to its extremely remote location, including materiel transport by helicopter, and provision of temporary housing for workers.

B. The clinic is designed to be constructed in two phases as follows:

Phase One: The existing north house as shown on the construction drawings will be demolished by the Havasupai Tribe prior to construction.

The first phase consists of 7500 sf on two floors. The first floor is clinical spaces, offices, and support spaces, and the second floor is dwelling units – two two-bedroom units, and three single bedroom efficiency units. The first floor will be shelled (structure and envelope complete) while the second floor is completing construction.

Once the second floor is habitable (substantially complete), the existing Doctor’s Quarters next door will be demolished by this contractor and its residents relocated into the new dwelling units. Demolition of the existing quarters will include hazardous materials abatement.

Phase Two: The second phase consists of completion of the Phase 1 first floor construction and the construction of 3400 sf of single story new clinical space added to the Phase 1 building.

C. Architect Identification: These Contract Documents, dated August 9, 2019, were prepared for the Project by Burns Wald-Hopkins Shambach Architects (BWS) and their consultants.

D. Project Manager: The Government will be represented by the Contracting Officer’s Representative (COR) for the construction period.

E. Construction Duration: It is anticipated that the construction duration for the first phase of the work shall be THREE HUNDRED (300) CALENDAR DAYS after receipt of Notice to Proceed.

Transition Period between Phases to allow occupancy of Quarters: FOURTEEN CALENDAR

(14) DAYS.

It is anticipated that the construction duration for the second phase of the work shall be ONE HUNDRED EIGHTY (180) CALENDAR DAYS after receipt of Notice to Proceed.

1.3 USE OF PREMISES

A. Coordinate with Contracting Officer’s Representative for continued use of facilities that must remain in place while construction is underway, including utilities. Work takes place on a very constricted site with occupied buildings immediately adjacent. See also Section 015000 – Temporary Facilities regarding building out 1st floor while 2nd floor is occupied.

1.4 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into Divisions and Sections using the

49-division format and CSI/CSC's "MasterFormat" numbering system.

1. Section Identification: The Specifications use section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of sections in the Contract Documents.

B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Abbreviated Language: Language used in the Specifications and other Contract

Documents may be abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires.

Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

2. Imperative mood and streamlined language are generally used in the Specifications.

Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

1.5 DOCUMENT MANAGEMENT: Section 013300 – Submittals describes the requirement that the General Contractor procure use of Submittal Exchange, ProCore, or a similar service approved by the COR for the duration of the project. This shall be a cloud-based project management system that allows residence and management of all project documents, including drawings and specifications, submittals, RFI’s, ASI’s, COR’s/Proposal Requests, etc. The GC shall administer the program during the construction period and provide general document management for the entire project construction team.

1.6 LAYING OUT OF THE WORK: Prior to commencing work, the Contractor shall carefully compare and check all drawings, each with the other, that in any way affect the locations or elevation of the work to be executed by him, and should any discrepancy be found, he shall immediately report the same to the Contracting Officer and Architect for verifications and adjustments. Any duplication of work made necessary by failure or neglect on the Contractor's part to comply with this provision shall be done at his sole expense.

A. The drawings accompanying these specifications indicate generally the design and arrangement of all apparatus, fixtures, accessories, etc., necessary to complete the work required. The exact location or arrangement of equipment is subject to minor changes necessitated by field conditions and shall be made as required without additional cost to the Government.

B. If there is a discrepancy between documents, the most stringent requirements shall be assumed to apply to the work. Contractor shall not scale drawings if dimensions are not shown, but ask for clarification from the Contracting Officer.

C. Surveys, Benchmarks, Lines and Levels: Working from data established by his property survey, Contractor shall establish and maintain benchmarks and other dependable markers and set lines and levels for the work on site as needed to properly locate each element of entire project. Contractor shall calculate and measure required dimensions as shown (within recognized tolerances). Contractor shall not scale drawings to determine dimensions. Contractor shall advise tradesmen performing the work of marked lines and levels provided for their use in layout of work.

D. EXISTING CONDITIONS:

1. The existing utilities and other conditions shown or referred to on the drawings or in the specifications were located from existing reference drawings and from new digitally generated drawings. While it may be reasonable to assume that the locations are reasonably accurate, the Contractor shall site verify and utilize IHS facilities information as available for all areas where existing utilities are known or thought to exist.

2. If the Contractor should encounter utilities or conditions not shown on available reference materials, immediately notify the Contracting Officer’s Representative who will direct Contractor in removal, repair, and/or rerouting of utilities and resolution of unexpected conditions.

3. Utility Shutdowns: Contractor shall coordinate closely with Contracting Officer’s

Representative for all utility shutdowns and changeovers. Provide a minimum of 48 hour notice for any shutdown.

E. GEOTECHNICAL INVESTIGATION REPORT: The Geotechnical Investigation Report is included as an attachment at the end of Section 312000 – Earthwork for the use and reference of the General Contractor and subcontractors.

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

1.2 SUMMARY

A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Preliminary construction schedule.

2. Contractor's construction schedule, with integrated staging and logistics plan.

3. Daily Reports

4. Three-week look-ahead.

B. Related Requirements:

1. Section 013300, Submittal Procedures.

2. Section 014000, Quality Requirements for submitting a schedule of tests and inspections.

1.3 COORDINATION

A. Coordinate Contractor's construction schedule with the schedule of values, list of subcontracts, submittal schedule, daily reports, payment requests, and other required schedules and reports.

B. Coordinate preparation and processing of schedules and reports with the performance of construction activities.

1.4 SUBMITTALS: Submit the following in accordance with Section 013300 – Submittal Procedures. See particular requirements for each below.

PART 2 - PRODUCTS

2.1 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL

A. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Substantial Completion.

1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by the Contracting Officer.

B. Activities: Treat each separate area as a separate numbered activity for each main element of the Work. Comply with the following:

1. Procurement Activities: Include procurement process activities for the following long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery. Include staging and logistics for material handling, including coordination for air transport as needed.

2. Substantial Completion: Indicate completion in advance of date established for Substantial Completion, and allow time for Contracting Officer’s administrative procedures necessary for certification of Substantial Completion.

3. Punch List and Final Completion: Punch list resolution and final completion shall be shown on Contractor’s schedule.

C. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.

1. Phasing: Arrange list of activities on schedule by phase.

2. Products Ordered in Advance: Include a separate activity for each product. Delivery dates indicated stipulate the earliest possible delivery date.

D. Milestones: Include milestones indicated in the Contract Documents in schedule, including, but not limited to, the Notice to Proceed, Substantial Completion, and Final Completion.

E. Three-Week Look-Ahead: At weekly construction meeting GC shall provide a three-week look-ahead which shows continuing and upcoming schedule events.

2.2 CONTRACTOR'S CONSTRUCTION SCHEDULE (GANTT CHART)

A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal, Gantt-chart-type, Contractor's construction schedule. Base schedule on the startup construction schedule and additional information received since the start of Project.

B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.

C. Contractor's Construction Schedule Updating: As requested by Contracting Officer’s representative, update schedule to reflect actual construction progress and activities.

D. Distribution: Distribute copies of approved schedule to Contracting Officer’s representative, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.

2.3 DAILY REPORTS

A. Contractor shall provide daily reports: The contractor shall prepare and file a “Contractor’s Daily Report” for each scheduled work day of contract performance for this contract.

B. The daily reports shall be delivered via email not later than 10:00 AM to the Contracting Officer and the COR or other designated individuals identified by the Contracting Officer.

C. The original signed daily reports shall be mailed to the Contracting Officer on a weekly basis for inclusion in the contract files.

D. The daily report should cover all work, etc. completed on the previous day.

E. Each daily report shall include all Prime Contractor and subcontractor personnel on the project site, all work performed, equipment used, tasks performed, and all general activities for each day of work.

F. Reports shall be chronologically numbered, dated and signed by the Superintendent or Project

Manager. If no work is performed it must be noted on the daily report.

G. Failure to submit the daily reports could result in payments being withheld until such time as all daily reports are current. The daily report form will be provided to the contractor at the preconstruction conference, and it is the only form that will be acceptable.

2.4 SUBMITTAL SCHEDULE: Using the project management digital software, the General Contractor shall provide a list of all anticipated submittals and testing required.

SECTION 013300 - SUBMITTALS

A. RELATED DOCUMENTS: Drawings and general provisions of Contract, including General and Supplementary Conditions and other Division-1 Specification sections, apply to work of this section.

1. Section 011100 – Summary for general discussion of cloud-based project management during construction, which shall be provided and administered by the General Contractor. Particular requirements for its use are included in this Submittals section.

B. DESCRIPTION OF REQUIREMENTS:

1. General: Submittals (as well as other project documentation, such as RFI, COR, ASI, drawings, specifications, etc.) will be handled through the cloud-based document management program described in this section.

a. There is also a requirement for hard copy submission of all submittals for service unit use.

2. The types of submittal requirements specified in this section include shop drawings, product data, samples and miscellaneous work-related submittals.

Individual submittal requirements are specified in applicable sections for each unit of work. Refer to other Division-1 sections and other contract documents for requirements of administrative submittals.

3. Definitions: Work-related submittals of this section are categorized for convenience as follows:

a. Shop drawings include specially-prepared technical data for the project, including drawings, diagrams, performance curves, data sheets, schedules, templates, patterns, reports, calculations, instructions, measurements and similar information not in standard printed form for general application to more than one project.

b. Product data include standard printed information on materials, products and systems; not specially-prepared for this project, other than the designation of selections from among available choices printed therein.

Include manufacturer's standard printed recommendations for application and use, compliance with standards, applications for labels and seals, maintenance information, and special coordination requirements for installation.

c. Samples include both fabricated and unfabricated physical examples of materials, products and units of work; both as complete units and as smaller portions of units of work; either for limited visual inspection or (where indicated) for more detailed testing and analysis.

1) Physical samples shall be delivered to the COR at the job site and be maintained in the job site office.

d. Miscellaneous submittals related directly to the work (non-administrative) include warranties, coordination drawings, maintenance agreements, workmanship bonds, survey data and reports, physical work records, quality testing and certifying reports, copies of industry standards, record drawings, field measurement data, operating and maintenance materials, overrun stock, and similar information, devices and materials applicable to the work and not processed as shop drawings, product data or samples.

C. Intent: Architect's review of shop drawings is intended to be a preview of what the

Contractor intends to provide and will function as an effort to foresee unacceptable materials or methods and to avoid the possibility of their rejection at the project site.

Architect will review submittals only for conformance with the design concept of the project and compliance with the information given in the Contract Documents. The Contractor is responsible for dimensions to be confirmed at the site; for information that pertains solely to fabrication processes or to the means, methods, techniques, sequences and procedures of construction; for actual quantities of items to be furnished; and for

coordination of the work of all trades. The Architect's approval of a specific item does not indicate approval of an assembly of which the item is a component.

D. GENERAL SUBMITTAL REQUIREMENTS:

1. Coordination and Sequencing: Coordinate preparation and processing of submittals with performance of the work so that work will not be delayed by submittals. Coordinate and sequence different submittals for same work, and for interfacing units of work, so that one unit of work will not be delayed for coordination with another.

2. No fabrication of work shall be done or any parts thereof shipped to site prior to approval of required submittals for such work.

3. Submittals will not be reviewed which do not bear Contractor's signature and statement that Contractor has reviewed submittal and the contents of the submittals are in full conformity with the contract documents, except as noted.

Contractor will be held responsible for any delay in the progress of the work which may be due to his failure to observe these requirements, and the time for the completion of his contract will not be extended on account of his failure to submit information promptly.

4. Review Times: The schedule of shop drawings shall include 14 days for review of each submittal by the Architect, although the Architect will attempt to review submittals as quickly as possible. For complex submittals allow for a ten day resubmittal review time by the Architect. Revise submittal schedule and resubmit when progress deviates from previous schedule by 7 days.

E. Preparation of Submittals: Show Contractor's executed review and approval marking and provide space for Architect's and COR’s "Action" marking. Package each submittal appropriately for transmittal and handling. Submittals which are received from sources other than through Contractor's office will be returned "without action".

1. Installer's Copy: Do not proceed with ordering or installation of materials, products or systems until final copy of applicable submittal is in possession of Installer.

F. Additional Distribution and Coordination of Submittals by Contractor: Provide additional distribution of submittals (not included in foregoing copy submittal requirements) to subcontractors, suppliers, fabricators, installers, governing authorities and others as necessary for proper coordination of the work. Include such additional copies in transmittal to Architect where required to receive "Action" marking before final distribution.

Show such distributions on transmittal forms.

G. SPECIFIC-CATEGORY SUBMITTAL REQUIREMENTS:

1. Shop drawing and product data submittals shall be transmitted to Architect in electronic (PDF) format using Submittal Exchange, ProCore, or a similar cloud-based website

service designed specifically for transmitting submittals between construction team members, and overall management of documentation during the construction process.

2. The intent of electronic submittals is to expedite the construction process by reducing paperwork, improving information flow, and decreasing turnaround time.

3. The electronic submittal process is not intended for color samples, color charts, or physical material samples.

4. Hard Copy Submittals: Coincident with electronic submittals provide 2 hard copy versions for the service unit (site) use. These shall be delivered to the site as soon as available or at the next upcoming site meeting.

H. Procedures:

1. Submittal Preparation - Contractor may use any or all of the following options:

a. Subcontractors and Suppliers provide electronic (PDF) submittals to Contractor via the project managment website.

b. Subcontractors and Suppliers provide paper submittals to General Contractor who electronically scans and converts to PDF format.

c. Subcontractors and Suppliers provide paper submittals to Scanning Service which electronically scans and converts to PDF format.

2. Contractor shall review and apply electronic stamp certifying that the submittal complies with the requirements of the Contract Documents including verification of manufacturer / product, dimensions and coordination of information with other parts of the work.

3. Contractor shall transmit each submittal to Architect, COR, and any other designted construction team members using the project management system.

4. Architect / Engineer review comments will be made available on the Submittal Exchange website for downloading. Contractor will receive email notice of completed review.

5. Distribution of reviewed submittals to subcontractors and suppliers is the responsibility of the Contractor.

I. Costs: General Contractor shall include the full cost of the project management system subscription in their proposal. This cost shall be included in the Contract Amount. The GC shall directly verify such costs with the service provider prior to bid.

J. Internet Service and Equipment Requirements:

1. Email address and Internet access at Contractor’s main office.

2. Adobe Acrobat (www.adobe.com), Bluebeam PDF Revu (www.bluebeam.com), or other similar PDF review software for applying electronic stamps and comments.

K. Material safety data sheets (MSDS): Comply with OSHA Globally Harmonized Criteria.

L. Submit all submittals for equipment in a given system, such as an air handling system, at one time.

a. Piping, conduit, equipment, etc. submittals shall be accompanied with support/suspension information intended to be used for installation.

M. Samples: Provide units identical with final condition of proposed materials or products for the work. Include "range" samples (not less than 3 units) where unavoidable variations must be expected, and describe or identify variations between units of each set. Provide full set of optional samples where Architect's selection is required. Prepare samples to match Architect's sample where so indicated. Include information with each sample to show generic description, source or product name and manufacturer, limitations, and compliance with standards. Samples are submitted for review and confirmation of color, pattern, texture and "kind" by Architect. Architect will not "test" samples (except as otherwise indicated) for compliance with other requirements, which are therefore the exclusive responsibility of the Contractor.

N. Inspection and Test Reports: Classify each as either "shop drawing" or "product data", depending upon whether report is uniquely prepared for project or a standard publication of workmanship control testing at point of production, and process accordingly.

O. Materials and Tools: Refer to individual work sections for required quantities of spare parts, extra and overrun stock, maintenance tools and devices, keys, and similar physical units to be submitted.

P. ACTION ON SUBMITTALS:

1. Architect's Action: Where action and return is required, Architect will review each submittal and return with comments within a reasonable period of time. Where submittal must be held for coordination, Contractor will be so advised without delay.

2. Review comments may be interpreted as follows:

"Approved" "Reviewed": Work may proceed, provided it complies with Contract Documents.

SECTION 014000 - QUALITY REQUIREMENTS

1.1 SUMMARY

A. Section Includes:

1. Administrative and procedural requirements for quality assurance and quality control.

B. Testing services are required to verify compliance with requirements specified or indicated.

These services do not relieve Contractor of responsibility for compliance with Contract Documents. All materials testing and special inspections required by Contract Documents, and International Building Code will be provided by the Contractor.

1. Quality-control requirements for individual construction activities are specified in individual Sections (e.g., Section 051200, Structural Steel). Requirements in those Sections may also cover production of standard products.

2. Specified tests, inspections, and related actions do not limit or replace Contractor's quality-control procedures that facilitate compliance with Contract Document requirements.

3. The requirements for structural special inspections are noted on S0.1 – Standard Structural Notes and are as follows:

The following portions of the work require special inspection to be performed in accordance with Chapter 17 of the International Building Code. The Contractor shall engage a qualified testing agency to perform tests and inspections.

1.2 The Architect will be performing on-site reviews at intervals to be determined. Indian Health

Service is the Authority Having Jurisdiction responsible for inspections, and will have a Project

Manager who is also the Contracting Officer’s Representative (COR) who will schedule inspections. The local Facility Management staff will also perform daily checks. Note that there are requirements in the specifications for third party testing to be paid for by the General

Contractor. There are no Building Permits required. The Certificate of Substantial Completion will be issued by the COR.

The COR will be responsible for the inspection and approval of all firestopping.

1.2 REQUIRED QUALITY CONTROL TESTING: Following is a summary list of Quality Control and other testing required. See particular sections for detailed requirements.

1.3 DEFINITIONS

A. Quality Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and ensure that proposed construction complies with Specifications.

B. Quality Control Services: Tests, inspections, procedures, and related actions during and after execution of the Work to evaluate that completed construction complies with Specifications.

Services do not include contract enforcement activities performed by Architect.

C. Testing Agency: An independent agency engaged to perform materials tests, special inspections, or both.

1.4 DELEGATED DESIGN

A. Performance and Design Criteria: Where professional design services or certifications by a design professional are specifically required of Contractor by Contract Documents, provide products and systems complying with specific performance and design criteria indicated.

1.5 SUBMITTALS

A. Delegated-Design (Deferred) Submittal: In addition to Shop Drawings, Product Data, and other required submittals, submit a statement, signed and sealed by the responsible design professional, for each product and system specifically assigned to Contractor to be designed or certified by a design professional, indicating that the products and systems are in compliance with performance and design criteria indicated. Include list of codes, loads, and other factors used in performing these services.

1. Delegated Design (Deferred) Submittals include:

Prefabricated roof trusses.

Prefabricated wood I-Joists.

B. Schedule of Tests and Inspections: Prepare in tabular form and include the following:

1. Specification Section number and title.

2. Entity responsible for performing tests and inspections.

3. Description of test and inspection.

4. Identification of applicable standards.

5. Identification of test and inspection methods.

6. Number of tests and inspections required.

7. Time schedule or time span for tests and inspections.

8. Requirements for obtaining samples.

C. Reports: Testing agency will prepare and submit certified written reports that include:

1. Date of issue.

2. Project title and number.

3. Name, address, and telephone number of testing agency.

4. Dates and locations of samples and tests or inspections.

5. Names of individuals making tests and inspections.

6. Description of the Work and test and inspection method.

7. Identification of product and Specification Section.

8. Complete test or inspection data.

9. Test and inspection results and an interpretation of test results.

10. Ambient conditions at time of sample taking and testing and inspecting.

11. Comments or professional opinion on whether tested or inspected Work complies with the Contract Document requirements.

12. Name and signature of laboratory inspector.

13. Recommendations on retesting and reinspecting.

D. Permits, Licenses, and Certificates: For Contracting Officer's records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, correspondence, records, and similar documents, established for compliance with standards and regulations bearing on performance of the Work.

1.5 QUALITY ASSURANCE: The following criteria shall be employed in the execution of the work:

A. Fabricator Qualifications: A firm experienced in producing products similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.

B. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this Project.

C. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.

D. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance.

E. Professional Engineer Qualifications: A professional engineer licensed in Arizona, who is experienced in providing engineering services of kind indicated. Engineering services are defined as those performed for installations of system, assembly, or product that is similar to those indicated for this Project in material, design, and extent.

F. Preconstruction Testing: Where testing agency is indicated to perform preconstruction testing for compliance with specified requirements for performance and test methods, comply with the following:

1. Contractor responsibilities include the following:

a. Provide test specimens representative of proposed products and construction.

b. Submit specimens in a timely manner with sufficient time for testing and analyzing results to prevent delaying the Work.

c. Provide sizes and configurations of test assemblies, mockups, and laboratory mockups to adequately demonstrate capability of products to comply with performance requirements

d. Fabricate and install test assemblies using installers who will perform the same tasks for the project.

e. When testing is complete, remove test specimens, assemblies; do not reuse products on Project.

G. Testing Agency Qualifications: An independent agency with experience and capability to conduct testing, and inspections indicated, as documented according to ASTM E 548.

Additional qualifications are specified in individual Sections.

1. Testing agency shall possess AASHTO certification.

1.6 QUALITY CONTROL

A. Contractor Responsibilities:

1. Notify testing agencies in an adequate amount o f t ime when work requ i res tes t ing or spec ia l inspec t ions need to be per formed. B. Special Tests and Inspections: Testing agency will conduct tests and special inspections required by authorities having jurisdiction, by Contract Documents, and by International Building Code.

1. Testing agency will notify Architect, Contracting Officer’s representative and

Contractor promptly of irregularities and deficiencies observed in the Work during performance of its services.

2. Testing agency will submit a certified written report of each test, inspection, and

3. similar quality control service to Architect, Contracting Officer’s representative, and

Contractor.

4. Testing agency will submit a final report of material tests and special inspections at

Substantial Completion, which includes a list of unresolved deficiencies.

5. Testing agency will interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from Contract Documents.

6. Testing agency will retest and reinspect corrected work. All retests and reinspections will be paid for by Contractor.

C. Manufacturer's Field Services: Where indicated, engage a factory-authorized service representative to inspect field-assembled components and equipment installation, including service connections. Report results in writing

D. Retesting/Reinspecting: Quality-control services, including retesting and reinspecting, will be done for construction that revised or replaced Work that failed to comply with requirements established by Contract Documents.

E. Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel. Provide the following:

1. Access to the Work.

2. Incidental labor and facilities necessary to facilitate tests and inspections.

3. Adequate quantities of representative samples of materials that require testing and inspecting. Assist agency in obtaining samples.

4. Facilities for storage and field-curing of test samples.

5. Preliminary design mix proposed for use for material mixes that require control by testing agency.

6. Security and protection for samples and for testing and inspecting equipment at Project site.

F. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and quality-control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting.

1. Schedule times for tests, inspections, obtaining samples, and similar activities.

3.1 REPAIR AND PROTECTION

A. General: On completion of testing, inspections, sample taking, and similar services, repair damaged construction and restore substrates and finishes.

1. Provide materials and comply with installation requirements specified in other Sections of these Specifications. Restore patched areas and extend restoration into adjoining areas in a manner that eliminates evidence of patching.

B. Protect construction exposed by or for quality control service activities.

C. Repair and protection are Contractor's responsibility, regardless of the assignment of responsibility for quality control services.

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section.

1.2 DEFINITIONS

A. General: Basic Contract definitions are included in the Conditions of the Contract.

B. "Approved": When used to convey Contracting Officer’s representative action on Contractor's submittals, applications, and requests, "approved" is limited to Architect's duties and responsibilities as stated in the Conditions of the Contract.
