About this file
This document provides responses to questions regarding a presolicitation notice for construction of the Supai Clinic and Quarters project. The notice announces an upcoming request for proposals from the Indian Health Service for construction of a new clinic and staff quarters to replace the existing facilities in Supai Village, Arizona.
The project scope involves construction of a two-story building combining clinic space on the first floor with staff quarters consisting of two-bedroom and single-bedroom units on the second floor. The construction will be phased to maintain existing transient quarters during work. The pre-solicitation notice provides additional details on the location accessibility, 494-day performance period, anticipated $5-10 million budget, and mandatory site visit. The solicitation is designated as a 100% small business set-aside for NAICS 236220 construction. The question and answer document provides clarification on tribal requirements, materials, lodging, equipment rental and transportation logistics for the isolated canyon location.

75. Plans, M4.1
I am currently looking at the Split System Heat Pump Unit Schedule listed on page M4.1 of the 100% construction docs issued on 8/9/19. The schedule shows Daikin units listed with minimum SEER ratings ranging from 16-17.8 and HSPF ratings of 10.5. Looking at our product offerings, our units do match the SEER ratings exactly for some of the 19 units listed, nor do we have the same HSPF rating for some of the sizes. My question is whether there is a code these units are scheduled to match that we can compare our units to. Is there any available room to slide on the scheduled efficiencies as long as we meet a required code or should we avoid bidding this project as certain units do not match the scheduled efficiency? I appreciate your help as we qualify this project.
AE/COR
This project is designed to the 2015 International Building Codes that includes the 2015 International Energy Conservation Code. We recommend the alternate unit manufacturer provide a submittal package for the alternate equipment including any deviations for specifications for consideration.
We note that in addition to the Daikin Basis of Design, other Mechanical Systems/Vendor’s products are acceptable, such as Carrier; and as well, other Control Systems may also be submitted for approval as equal, e.g., Automated Logic.

For Item 5523-001 (Tanks, Medical Gas) – Should the medical gas tank to be purchased for the project be empty when delivered to the project site? Normally medical gas is provided via tank exchange by a med gas supplier but an empty tank is needed to initiate the exchanges.
Please confirm the required tank will be empty and will be used to start the tank exchange.
