Question:
Work Item 10, Handling/Reuse of hydraulic fluid is very confusing as the work item is currently written.
a. Paragraph 3.1.10 requires fluid to be disposed of or reused based on KO.
b. Paragraph 3.2.5 requires a system flush. Is paragraph 3.2.5 flush to be accomplished with retained oil from 3.1.10 or new oil?
c. Paragraph 3.2.5.3 requires hydraulic fluid to be drained and retained after flushing.
d. Paragraph 3.2.6 requires system hydraulic fluid to be refilled. Is contractor to provide new system hydraulic fluid to refill the system after flushing?
e. In total, how many gallons of hydraulic fluid is the contractor required to provide to accomplish the requirements of work item 10?
f. In total, how many gallons of hydraulic fluid is the contractor required to store and return to vessel?
Answer :
a. The contractor shall hold the original (and any oil used in the system flush) for inspection.
Once inspected and signed off by COR, the contractor may dispose of the oil IAW local, state, and federal regulations.
b. All flushes should be conducted with new oil. However, if the contractor has an oil filtration system and makes a request to use, and is within USCG STD SPECS for micron filters, then we will consider the reuse of filtered oil for flushing purposes only.
c. The contractor shall hold any oil used in flushing the system for inspection. Once inspected and signed off by COR, the contractor may dispose of the oil IAW local, state, and federal regulations.
d. The contractor shall fill the oil sump (if used) and system with new oil. The ship’s capacity is 500 gallons (100 gal in CPP sump, 200 gal in PORT, and 200 gal in STBD systems). Currently, the ship is using 10W30 oil. Ship requests the same oil.
e. The contractor can make the determination of how much oil will be needed to adequately flush the system IAW USCG STD SPEC 5000, but it shall be no less than 100 gallons.
f. Only new oil shall be used to refill the system, See response for item d for capacities.
