On November 20th we received document titled "70Z04724RPCNI0001", Attachments A through T, and a price proposal form, which were downloaded from the DoD SAFE service. However, we are not seeing a specific schematic drawing/layout of proposed work specific to this project provided.
Are there plans to release schematic drawings &/or a specific narrative of work for this project, and it will be released at some point before time of bid?
There was a total of 25 files as part of the DoDSafe Drop-off. Files named 02- 5092184_Combined-Spec.pdf and 01-5092184_Combined-Drawings.pdf are the files you need to download.

To develop the cost of the environmental and utility permits requires a completed design. This project is design/build and therefore these permit costs are unquantifiable. Will the government amend the price proposal form to include a Line Item with an allowance value for these permit costs. Actual permit costs could be reimbursed to the contractor thereby leveling the field with respect to these substantial costs.
The Coast Guard will NOT provide an allowance or line item for permitting costs.

Section 01800, page 2 of 11, paragraph 1.8.5.1 Steel Pipe Piles states, “Provide galvanic system corrosion protection for all steel piles used.” Section 01800, page 3 of 11, paragraph 1.8.5.5 Steel Sheet Piling requires a 75-year service life by use of coatings, galvanizing, or extra sacrificial thickness, or any combination thereof.
Can the Contractor assume that additional sacrificial wall thickness can be implemented for the Piles used to support the “New Floating Dock”?
Sacrificial thickness is acceptable; See amendment language. 007
100 12/20/2023 Attachments A and C
Attachment A, other Attachments, and Google Earth Pro, all reflect a moored vessel (RP-M 45’) on the outboard side of the 2d floating pier farthest from the bulkhead, and directly in front of what is labeled in Attachment C as the Foul Weather Mooring.
Based upon the beam and minimum beam clearance (7’-0”) required in Design Build Specification 01800, can the Contractor assume that this berthing arrangement as shown in the pictures as preferred by the USCG? We see no ability to berth (2) 25’ RS-M vessels on the same pier section without widening the footprint of the floating concrete dock.
Clarification or validation of the vessel mooring as shown in the attached photo from “Attachment C” as the planned/desired berthing arrangement?
Refer RFP Drawing C103 for required berthing arrangement. The required mooring arrangement is consistent with Attachment A, FLOATING DOCK SYSTEM (RPUID 15450) photo on page 2.1-1 (PDF page 15). That is to say, the two interior berths shall be designed for one 25' RS-M (each). The 45' RB-M will only be berthed in the outside berth.
101 12/20/2023 4 of 11 Section 01800 1.8.8
Per Specification Section 01800, page 4 of 11, paragraph 1.8.8 Bulkhead, makes no mention of a Uniform Surcharge Load to be applied landside during design of the New RPUID 15449 and RPUID 15488 bulkheads. We have utilized an initial 600PSF Uniform Surcharge Load (similar to HS-20 loading) to allow for various rolling equipment to be able to service moored vessels.
Does the USCG have a desired Uniform Surcharge Load or is our assumed 600PSF sufficient in the view of the USCG?
See amendment language. 007

111 12/20/2023 3 and 4 of 4 Section 01800 and Attachment J
1.9.5.7
In Section 01800, pages 3 and 4 of 4, paragraph 1.9.5.7 Contaminated Soils, it states, “Contaminated soils are known to be present, as detailed in Attachment J, which provides the most recent available survey(s).” We understand that further evaluation may be required of areas that will be disturbed by the demolition/construction for the purposes of health and safety and potential disposal; however, please confirm that it is not within the Contractor’s scope to obtain an NFA status for this facility through the Ohio VAP as summarized in the Attachment J report “A/E Services for Land, Hydrographic Survey, Sanitary Sewer CCTV Inspection, Geotech Report, & Environmental Testing; at U.S. Coast Guard STA Cleveland Harbor, Cleveland, OH, 100% Site Survey Report, Task 6” on page 9.
This is not a cleanup project so NFA status will not be obtained for the facility during this project. Contaminated soils are expected to be present once the land is disturbed.

Section 01800, pages 3 and 4 of 4, paragraph 1.9.5.7 Contaminated Soils: If analytical testing of soils determines chemical constituents are below Ohio VAP generic direct-contact soil standards (GDCSS), can the soil be left in place or reused if suitable for the construction?
Appropriate sampling and testing must be performed to determine suitability for reuse or how it will be managed. If it meets the requirements, then it may be reused or left in place.
113 12/20/2023 Coast Guard Operations
We understand the construction phasing and the need to minimize impact to Coast Guard Operations. Are there any specific issues we need to account for and/or Coast Guard operations/mission requirements that will result in stop work?

117 12/20/2023 General Question
Construction material costs have increased significantly in recent times, and the construction material market continues to be volatile and unpredictable. It is anticipated that construction material costs will continue to increase into the foreseeable future;
however, it is not possible to predict how much prices will increase by the time the task order is awarded, the design effort is complete, and/or construction commences. To protect both the Government and the Contractor, would the Government consider incorporating FAR 52.216-4 Economic Price Adjustment-Labor and Material or a substantially similar and suitable price adjustment clause in the RFP and resulting task order contract to allow for an adjustment to the FFP in the event of significant and unpredictable material costs fluctuation during the term of the task order? Inclusion of this clause will protect and benefit the Government because the offered prices will not need to account for the elevated risk of unknown future material cost escalations.
Please bid per RFP. 007
118 12/20/2023 4 of 11 Section 01800 1.8.8.3
