1 45259 70Z04724RPCNI0001

On November 20th we received document titled "70Z04724RPCNI0001", Attachments A through T, and a price proposal form, which were downloaded from the DoD SAFE service. However, we are not seeing a specific schematic drawing/layout of proposed work specific to this project provided.

Are there plans to release schematic drawings &/or a specific narrative of work for this project, and it will be released at some point before time of bid?

There was a total of 25 files as part of the DoDSafe Drop-off. Files named 02- 5092184_Combined-Spec.pdf and 01-5092184_Combined-Drawings.pdf are the files you need to download.

2 21/1/23 70Z04724RPCNI0001

there isn’t a time/ date for the site visit set up yet. It states:

"(b) One organized site visit will be scheduled after the release of the Task Order announcement via amendment. Although the site visit IS NOT mandatory, it is highly encouraged that you have your team and any major subcontractors attend the meeting. No other site visits will be allowed."

Just so we can start planning, do you know when the site visit will be held?

Information for the site visit will be posted via a future amendment 001

What are the extents of the pavement requirements for the base bid? Are we to remove and replace the entire parking lot with asphalt pavement or just patch and repair pavement that is disturbed during construction?

Please see RFP SECTION 01800 paragraph 1.4.8. 007

13 12/13/2023 Dewatering

Will the contractor be allowed to discharge groundwater from dewatering activities directly into the existing stormwater system?

If not, how are we to handle the water from the dewatering process?

The Contractor shall comply with all Federal, State, Local environmental, stormwater regulations and requirements. The DOR shall determine the discharge process for dewatering that complies with these regulations.

14 12/13/2023 Electrical

What is the intent related to the cables from the newly installed Power Points and Data Point to each ship? Is it the Contractors responsibility to provide and install or does each vessel have its own cabling power/data ship to shore cabling

Telecoms (data) side, each vessel has their own shore tie cable for telephone/data to the Russell Stohl connectors in the new shore tie boxes

15 12/13/2023 Electrical

Based on the Provided as built drawings it appears that there is not 100% redundancy on the conduits feeding the data points. Is it advisable that this spec could be utilized to mean 100% redundancy to the attached origination manhole?

100% redundancy is being accomplished with the cable being used. No need to install additional conduits.

16 12/13/2023 Electrical

Is it permissible if the conduits are in good shape for us to attached to these conduits? Or are we to provide all new conduits from both Electrical Manholes and Data Utilities with core drills into them?

It is acceptable to tie into an existing manhole by the Station Building so that no new conduits need to be installed into the Station Building.

17 12/13/2023 Electrical

Are both existing power supplies in good working order? No Ground Faults or breaker problems? How do we deal with a faulty Coast Guard Isolation transformer? There was an RFP out a while ago for a faulty power supply for one of the Tugs.

See amendment language 007

18 12/13/2023 Electrical Being this is a Federal site who is the Electrical Authority having jurisdiction?

See section 1.13.1 007

19 12/13/2023 Electrical Regarding the temporary watt hour meter needed for section 1.4.1 Utility Usage is a standard E-Mon meter acceptable no data transfer is required? WIFI etc. A manual read is acceptable?

To be answered in future amendment

20 12/13/2023 Electrical

Will the Coast Guard be providing any assistance with regards to their manholes for Electric or DATA or will this remain the contractor's responsibility? Who will be involved for sign off on the confined space plan?

Question 1: Need further clarification. Is this in regards to the temporary trailers? Question 2: The confined space plan should be approved by the Safety and Health Officer.

21 12/13/2023 Electrical

Based on initial discussions with the Approved Navy/Coastguard Supplier for the Electric/Data Combination enclosure they are experiencing a 40-week issue with Russel Stoll a Main Component of their approved design does the Coast Guard offer any notice of a National Security Priority Letter we might request to elevate this issue if requested to expedite this supply chain issue? This exceeds the 180-day schedule and is a key element to take into consideration

At this time, we are not aware of any document. 007

22 12/13/2023 Electrical Is it acceptable to provide the metering spelled out in section 1.4.5 inside the Dr Olivia Hooker Building switch Gear?

That is acceptable. 007

23 12/13/2023 Electrical

Based on the Data spec 1.16.16.2.2 to provide a 25 pair, PE89/Cat5e copper cable 328 is the maximum length allowable per TIA Standards the orientation of the duct banks servicing the east tug Location are severely over this length nearly 1800 ft for the East location and 750 ft for the North location per the existing drawings would fiber be a better option?

These cables are for telephone and modem data. Cat 5e is what we want installed, these will not require network testing only continuity. Cat 5e cables have lower noise ratios than the previous cat 3 cabling. No fiber is authorized at this time.

24 12/13/2023 Electrical

Lighting system for Parking lot, Since this is close to where they Land their Helicopter from Time to Time, is there a height issue or will there be any FAA Lights needed on top of these pole lights?

30 ft might be a little high.

Helicopters will not be landing on-site. Height stated in RFP is adequate. 007

25 12/13/2023 Electrical

What are the electrical Loads on the 140 ft tug and the Floating Docks? What are we doing with the 140 ft Tug while we redo the power or do we need both power systems operational at the same time (if the RFP has the utility removing and storing then where does the tug get its shore power from?

The tugs electrical requirement is 450V 200A 3-ph connection. See language in Amendment 2 for clarification.

26 12/13/2023 Electrical Are anodes required for the power systems?

The DOR will have to make that determination based on there assessment and design.

27 12/13/2023 Testing 1.13.11 Is 3rd party testing required for the electrical testing? Or is this something that our electrical subcontractor can perform?

To be answered in future amendment.

28 12/13/2023 Electrical Please verify what we have available for Copper connections in the Coast Guard Barracks.

To be answered in future amendment.

Sacrificial thickness is acceptable; See amendment language. 007

100 12/20/2023 Attachments A and C

Attachment A, other Attachments, and Google Earth Pro, all reflect a moored vessel (RP-M 45’) on the outboard side of the 2d floating pier farthest from the bulkhead, and directly in front of what is labeled in Attachment C as the Foul Weather Mooring.

Based upon the beam and minimum beam clearance (7’-0”) required in Design Build Specification 01800, can the Contractor assume that this berthing arrangement as shown in the pictures as preferred by the USCG? We see no ability to berth (2) 25’ RS-M vessels on the same pier section without widening the footprint of the floating concrete dock.

Clarification or validation of the vessel mooring as shown in the attached photo from “Attachment C” as the planned/desired berthing arrangement?

Refer RFP Drawing C103 for required berthing arrangement. The required mooring arrangement is consistent with Attachment A, FLOATING DOCK SYSTEM (RPUID 15450) photo on page 2.1-1 (PDF page 15). That is to say, the two interior berths shall be designed for one 25' RS-M (each). The 45' RB-M will only be berthed in the outside berth.

We have utilized an initial 600PSF Uniform Surcharge Load (similar to HS-20 loading) to allow for various rolling equipment to be able to service moored vessels.

Does the USCG have a desired Uniform Surcharge Load or is our assumed 600PSF sufficient in the view of the USCG?
