Amendment 0008
70Z04720RTYBEDB
SOLICITATION 70Z04720RTYBEDB IS AMENDED AS FOLLOWS:
1. Drawings C202, C203, C300, C301, C302, C303 and C401 submitted with the release of Task Order
Announcement 70Z04720RTYBEDB shall be deleted and shall be replaced with Amended Drawings
C202R, C203R, C300R, C301R, C302R, C303R and C401R. Amended Drawings are submitted as separate
PDF attachments to this solicitation.
2. Section 01110, Paragraph 1.16 of the RFP Specifications dated June 2020 page 14 of 304 is NOT deleted from the RFP Specifications and is included in its entirety. Section 01800, Paragraph 1.16 of the RFP
Specifications dated 2020 is deleted and replaced with the attached PDF document titled “Amended_1.16
Telecomm Design. Document “Amended_1.16 Telecomm Design is attached as a separated document.
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE SOLICITATION:
1. QUESTION: In response to Amendment 0005, the USCG responses to RFI #2 and RFI #30 issued in
Amendment 0005 conflict with each other and do not clearly set the Finished Floor Elevation (FFE) for bidding purposes. Please confirm that the elevation of 16.2’+/- provided in the solicitation is correct and is to be used as the FFE? What was the Government's basis for establishing the 16.2 +/- FFE?
RESPONSE: The Government’s basis for establishing the 16.2 +/- FFE was Flood Design Class 4 in Zone VE12. Therefore, the bottom of the lowest structural member would be required to be at a minimum elevation of 14NAVD88. A W18 beam was assumed with a precast plank and topping slab that would be approximately 26” thick in total. Use a FFE of 16.2 for bidding purposes.
2. QUESTION: In response to Amendment 0005, the USCG response to RFI #20 issued in Amendment 0005 states that “The Contractor shall bear all costs of the actual foundation” while also stating that the “Geotechnical
Investigation listed in the RFP Specification Section 01800, Paragraph 1.5.1 (RFP Attachment B) is provided for information purposes only.” Please reconsider that the recommendations provided in the RFP Geotechnical Report shall be used for bidding purposes, as the offeror is unable to perform their own geotechnical investigation and site borings during the proposal phase and therefore unable to determine the foundation type for pricing until after award.
RESPONSE: The Government does not concur with the proposed change to the RFP that would require bidders to propose on the foundation recommendations included with the RFP
Attachment B –Geotechnical Report. Contractor shall use site boring data provided to arrive at their foundation design.
3. QUESTION: In response to Amendment 0005, the USCG responses to RFI #35 and #36 issued in
Amendment 0005 states that exterior walls shall be CMU or concrete. Please clarify what is meant by "the exterior walls shall be CMU or concrete"? If this is meant for the entire building, this conflicts with several sections of the RFP such as 01800 1.7.1.2 Exterior Walls that allows other materials to be used other than
CMU. Also it conflicts with several Individual Space Criteria Sheets that allows studs and drywall around the exterior building for several rooms. Please reconsider deleting the statement "exterior walls shall be
CMU or concrete" since this is a major change to the task order solicitation program.
RESPONSE: The red outline indicates what is meant by exterior walls. These walls shall be constructed in accordance with Section 011800; paragraph 1.7.1.2. As illustrated in the above drawing, there are rooms that are comprised of an exterior wall and interior walls. Questions #35 and #36 above refer to the Space Criteria Sheets. The Space Criteria Sheets are meant to identify possible room finish materials not wall construction types.
4. QUESTION: In response to Amendment 0005, the USCG response to RFI #35 and #36 issued in
Amendment 0005 states that "interior walls are not required to be CMU but they must meet the STC requirements.” If this is meant for the entire building, this conflicts several of the Individual Space Criteria
Sheets where the USCG may want to have CMU in rooms such as the shops, vault, fitness center, and storage areas. Please clarify this response for interior walls since it is a major program change to the task order solicitation.
RESPONSE: When we say, interior walls are not required to be CMU but they must meet the STC requirements.” We are allowing the DOR some flexibility in determing partition types for their particular design. Best practice would dictate that shops, vaults and hazardous storage spaces are typically separated by cmu walls. However, the interior walls dividing the berthing room could be cmu or they could be stud and GWB. These concept drawings are not final construction drawings.
The DOR has the opportunity to use some design judgement.
5. QUESTION: Amendment 0005 deleted Specification Section 01110, Paragraph 1.16 of the RFP
Specifications (page 14 of 304). Specification Section 01800, Paragraph 1.16 was provided but not
Specification Section 01110, Paragraph 1.16. Please provide for Specification Section 01110, Paragraph
1.16.
RESPONSE: Disregard the portion of Amendment 005 that deleted Section 01110, paragraph
1.16. Section 01110; paragraph 1.16 is not being deleted. Please use the previously provided
Section 01110 in its entirety. See Item 2 above under amendments to the solicitation.
6. QUESTION: We have reviewed Amendment 0005 attachment Specification Section 01800, Paragraph
1.16 and cannot find any changes between what was originally provided in the RFP Specifications and what was issued in Amendment 0005. Please clarify what changed.
RESPONSE: We can confirm that paragraph 1.16.7.8 was edited and 1.16.7.9 was added.
However, we can’t confirm all changes that were possibly made, so contractor should use the updated document.
7. QUESTION: In response to Amendment 0005, please clarify why drawing A-103 was revised and reissued to include a Fire Pump Room on the third floor. We cannot locate any information issued in
Amendment 0005 that would indicate the purpose for this change. Has locating the Fire Pump Room on the third floor been discussed with the local AHJ and coordinated with NFPA requirements - is this really where the Government wants the fire pump located if in fact needed?
RESPONSE: No, the Government is not identifying the only location for a fire pump room. The drawing is showing a possible location if needed. Section 01800, paragraph 1.10.5 requires contractor to assume fire pumps, tanks, and appurtenances will be needed. Drawing A-103 was revised to suggest the possible location for a fire pump room in the event the allotted mech space is not sufficient. DOR is ultimately responsible for deciding if a fire pump room is required and coordinate with local AHJ to determine where fire pump should be located to meet NFPA requirements.
8. QUESTION: In response to Amendment 0005, there are discrepancies between notes 6 and 7 on C-201, Specification Section 01200, Paragraph 1.1, b and what is shown on C-401. C-401 shows five (5) temporary trailers, contractor trailer, and Government inspector trailer. However, C-201 and Paragraph 1.1, b only discusses two (2) temporary trailers, contractor trailer and Government inspector trailer, a total of four (4). Please clarify the temporary trailer requirements. Also, note 6 on C-200 states the southern trailer may remain in its location until construction is complete. This cannot occur since it is located where the new Multi-Mission Building is to be constructed. Please clarify all of these discrepancies.
RESPONSE: Requirements for temporary trailers are as indicated on Sheet C-401 and Section
01801. Notes 6 and 7 on C-201 are correct. The northernmost existing temporary trailer must be relocated prior to demolition and the other may remain in place during construction. It is not located within the footprint of the new Multi-Mission Building as shown in the RFP. If there is a conflict, the Contractor may relocate it as well. RFP Spec Sec 01200 appears to be erroneously identified as it pertains to Progress Payments and does not contain a Paragraph 1.1b. RFP Spec
Sec 001111, Paragraph 1.1b, requires two additional trailers for the Contractor and Government
Inspector.
9. QUESTION: Due to the magnitude and nature of the RFI responses provided by the Government in
Amendment 0005, and the potential clarifications required for scope such as finished floor elevation, temporary trailers, exterior walls and interior walls, please consider adding two (2) additional weeks to the proposal due date from the date that Amendment 0005 clarifications are received. Narratives and drawings that were created pre-Amendment 0005 potentially need to be significantly revised based upon clarifications to Amendment 0005.
RESPONSE: Consideration was given to an extension of the submission date of proposals.
Amendment 0007 issued on October 22, 2020 extended the proposal due date from October 29, 2020 to November 5, 2020.
10. QUESTION: RFP Drawings (specifically the C300 series) indicates what we believe is a new water line to be installed parallel to the existing water line from USCG Station Tybee back to the new Pump House.
Note 8 on C-300 references a new water line to be provided and then refers back to Section 01800, 1.4.7 for additional information. Section 01800, 1.4.7 does not make any reference to the requirement for a complete replacement of the existing water line. It may be in the best interest of the Government to issue a clarification in the next Amendment clarifying the Government’s intent to have all offerors include complete replacement the existing water line from USCG Station Tybee back to the new Pump House is required.
RESPONSE: The complete replacement of the existing water line from USCG Station Tybee back to the new Pump House has been removed. Refer to amended RFP Drawings C202R, C203, C300R, C301R, C302R, C303R and C401R. See Item 1 above under amendments to the solicitation.
