7. RFP Specification 01800,Section 1.16.8 Architectural Requirements, Paragraph 1.16.8.2 and
Paragraph 1.16.16:
DELETE: Communication Center
REPLACE WITH: Command Opt Center
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE SOLICITATION:
1. QUESTION: One specific item that we would like addressed is if as-builts of the existing building could be provided including any documentation that shows existing foundations?
Response: Will provide as reference information only, Government makes no guaranties regarding the accuracy of information contained in as-built drawings. See Amendment No 5.
2. Corrosion Protection: Specification section 01800, 1.8.4.3 prohibits galvanizing for exterior or interior exposed steel, unless otherwise authorized. However, specification section 01800, 1.8.5.1 states “If a structural steel framing system is selected, all exposed metal components of the roof system and portions of wall system shall be protected by either epoxy coatings or other suitable corrosion resistant paint systems conforming to MPI industry standards.” Specification section
01800, 1.7.4.8 states that exterior stairs and ladders can be hot-dipped galvanized. Additionally specification section 01800, 1.8.4.1 allows the use of hot-dipped galvanized steel. Can the
Government confirm all exposed interior and exterior metal fabrications such as stairs, ladders, platforms, catwalks, etc. can either be hot-dipped galvanized or protected by suitable corrosion resistant paint systems?
Response: See Amendment No 4. Yes, exposed interior and exterior metal fabrications such as stairs, ladders, platforms, catwalks, etc. can either be hot-dipped galvanized or protected by suitable corrosion resistant paint systems.
3. Corrosion Protection: It appears that specification section 01800, 1.8.4.2 is requiring either epoxy coated or galvanized rebar for all reinforcing steel. Can the Government confirm that any rebar in concrete that does not have direct exposure to the weather (such as building foundations and structure, slab-on grade, slab on deck, and rebar in masonry walls) can be standard rebar without any special coatings?
Response: Response: RFP Specification 01800-1.8.4.2 applies to concrete encased steel reinforcing whereby the concrete has direct exposure to weather. Concrete that does not have direct exposure to the weather (such as building foundations and structure, slab-on grade, slab on deck, and rebar in masonry walls) is not subject to requirements RFP Specification 01800-
1.8.4.2.
4. Elevator: Can the Government please confirm if the elevator opening located at the -6’-0” elevation is required to be flood-proofed to protect the elevator shaft and elevator components in the event of flooding or a hurricane surge event? This has been required on previous USCG projects, but does not appear to be included for this solicitation?
Response: The purpose of this project is to provide resiliency during storm events. The DOR has the latitude to determine how best to meet the project’s intent based on their particular design.
5. Spec 01800_The RFP does not mention Roof Fall Protection. Please advise if required.
Response: Roof fall protection shall be provided in compliance with applicable OSHA
Standards.
6. Spec 01800 par 1.4.8_What type of waste comes from the boat offload? Is it purely sanitary? Oil and fuel contaminated? (This is needed to understand treatment needs).
Response:
7. Spec 01800 par 1.7.1.3.1 & 1.7.3.2.1_ Warranties - Reference Spec 01800 paragraph 1.7.1.3.1 and
1.7.3.2.1 - please confirm that the 20 year total system warranty for the SBS Modified Roof and the
25 year warranty for the wood doors are Manufacturer Warranties, not Contractor Warranties.
Response: Confirmed, warranty for roof and doors is manufacturer warranty.
8. Spec 01800 par 1.17.1_ Please confirm that all FF&E is to be included in the base bid and it will not be carried in a Planned Modification Allowance.
Response: Yes, All FF&E shall be a part of the base bid in order to provide a complete and usable facility.
9. Spec 01801, C401, Spec 01111_ Please clarify the number of new modular trailers required. The conceptual site plan shows one to remain, one to be relocated, two new trailers, as well as, one for construction and one for inspector. Spec 01801 calls for four new 10x30 modular trailers. Are these four new 10x30 trailers inclusive of the construction and inspector trailers? If the four trailers are in addition to the relocated trailer, the contractor trailer, and the inspector trailer, can these additional 4 trailers be installed outside the USCG perimeter (maybe in the campground area) as there will not be enough space inside the perimeter? Spec 01801 does state some uses for the additional temporary administrative trailers. The spec mentions "shower rooms", "shop areas", "portable welder" etc.
Please provide the uses and layouts for the additional temporary administrative trailers.
Response: See Amendment No 06.
10. The electrical equipment on the outside of the Flammable Storage block building is to remain operational. Please indicate where this equipment is fed from, what size it is, and what it feeds.
Response: Same as Question 12
11. The spec calls for new site lighting and reusing existing site lighting (if possible) during the construction. It also calls for generator backup for the site lighting. Please indicate where the existing site lighting is fed from.
Response: Site lighting is fed from the mechanical room located in the main building.
Station Power is feed from the power line that sets behind the engineering shop next to the road. (See picture )
12. Please indicate where the electric power for the existing fuel pump and pier are fed from.
Response: (A) Fuel pumps are fed from the mechanical room located in the main building.
B) Small boat shore power connection is fed from 120/240V 1Ph 3W panel located on the outside of the Flammable storage building facing the water. Also included in that panel is the sewage lift station for the 87, as well as the power for the ANT Garage panel. (See picture2)
(C) Next to that panel located on the Flammable storage building is also a 480/277V 3Ph 4W panel which includes the 87 shore power connection. (See picture)
13. The new generator is specified to be installed above the 100 year flood plain. Please indicate what height this is.
Response: As per RFP Spec Sec 01800, Para 1.4.6: “The FEMA Map for the project site is
Map Number 13051C0195G, dated August 16, 2018. The accompanying Flood Insurance
Study Numbers are 13051CV001D- 13051CV004D. Flood zones on the site range from Zone
VE (EL 14 NAVD88) at the waterfront to Zone VE (EL 12 NAVD88) to Zone X.” The area near the picnic shelter is in Zone VE 12 NAVD 88 and is shown on Map Number
13051C0194G.
14. The existing pump house has an exterior receptacle for a temporary generator. Please confirm that a permanently installed generator will not be required at the new pump house. If a permanently installed generator is required, what is the required run time fuel load?
Response: Yes, new pump house will require a permanent emergency power. See Amendment
No 3.
15. Sheet C303_ The site plan for the pump house seems to indicate that the electrical feed comes from the south. Please indicate where the existing transformer is located and what size the existing feed is.
Response: The transformer sits behind the pump house. It is a 400A/600VAC, 250 VDC panel.
(See picture 4 top right corner)
16. Spec 01800.1.13_ Please clarify what electrical equipment is to be Nema 4x. The existing exterior switches and panels on site are 4x, but the generator and transformer are not. Will the new generator and transformer be required to be Nema 4x?
Response: The new generator and transformer are required to be Nema 4x since this is a waterfront installation.
17. The RFP does not indicate that a SSHO (Site Safety & Health Officer) is mandatory full-time on-site. Please confirm that a SSHO is required full-time on-site.
Response: A full-time, on-site SSHO (Site Safety & Health Officer) is not mandatory.
18. Spec 01802: 2.1.2.2_ Per section 01802 paragraph 2.1.2.2, the Contractor is to allow for 45 calendar days for each of the design submittals. This will total 180 of the available 748 calendar days for the total contract time. Please consider reducing the review period for each of the four design submittals from 45 calendar days to 14.
Response: We cannot reduce review time due to National Park Service requirements.
19. Spec 01800 1.16.8.2_ Per section 01801 paragraph 1.16.8.2 and 1.16.16 the Communications Room is to have raised access floor. Which room or rooms are to have raised access floor? Is this referring to the "Command Ops Center" in the Individual Space Criteria Sheets?
Response: Raised floor is only needed in the Command Opts Center space because of the conduit for the antennas, R21 power, and grounding in the space. See Amendment No 7.
20. Spec 01802: 1.7.2.4.2 (d)_ Spec 01800 paragraph 1.7.2.4.2 (d) states that "When masonry and concrete walls are exposed in occupied spaces, provide a textured or smooth, acrylic or acrylic-silicone based coating. Such systems shall be applied in thicknesses sufficient to hide any underlying roughness of the concrete surface and mortar joints in masonry walls." Please confirm that the Government intends for the CMU and/or CIP walls in common areas to be parged prior to applying the acrylic coating and finish paint to make the surface relatively smooth.
Response: Yes concrete or CIP walls need to be parged to create smooth surface prior to painting.
21. Spec 01800 1.8.4.2_ Spec 01800 paragraph 1.8.4.2 states that rebar is to be epoxy-coated or galvanized. 1) Please confirm that this applies to all rebar in the building or if this applies only to rebar in concrete footings and slab-on-grade. 2) Also confirm that epoxy rebar is not required for precast wall panels if used. 3) Confirm that this does not apply to rebar in CMU walls.
Response: RFP Specification 01800-1.8.4.2 applies to concrete encased steel reinforcing whereby the concrete has direct exposure to weather. Concrete that does not have direct exposure to the weather (such as building foundations and structure, slab-on grade, slab on deck, and rebar in masonry walls) is not subject to requirements RFP Specification 01800-
1.8.4.2.
22. Spec 01800 1.8.7.2_ Spec 01800 paragraph 1.8.7.2 states that all exposed metal components of the roof system and wall system shall be protected by either epoxy coatings or other suitable corrosion resistant paint systems confirming to MPI industry standards. Please indicate if this finish requirement is applicable to exposed steel components inside the high bay areas with overhead doors, or if this only applies to exposed steel outside the building.
Response: RFP Specification 01800-1.8.7.2 applies to structural steel components exposed to the exterior (outside air) and those components located within the interior of unconditioned spaces, such as behind service and garage doors or in open bays, will rust and fail.
23. Spec 01800 1.16.6.4_ Please confirm that the Government furnishes and installs the new roof-mounted antennas referenced in Spec 01800 paragraph 1.16.6.4 and 1.16.25.10.1.
Response: The antennas are supposed to be provided and installed by the contractor. The contractor shall, "Provide and install two (02) Shakespeare Model HS-2774 VHF antennas or equivalent with a center frequency of 156.8MHz: Antenna weight is four pounds. Associated mounting hardware is an additional ten pounds. The location of these antennas is not yet planned but will require an 18 to 24-inch stand-off." (C4IT)
24. RFP page 195 and RFP drawing A102_ Sheet A102, the space criteria sheets, and the FFE list on page 195 of the RFP indicate a walk-in freezer. However the RFP narrative does not mention the walk-in freezer. Please confirm that the walk-in freezer is required.
Response: Yes, a walk-in freezer is required to support the galley. See Section 01800, paragraph 1.17.
25. Item 1.17.13.38 Electric Double Stack Oven (311) is indicated on page 188 of the RFP specifications however it is not shown in the RFP drawings. Can the Government confirm that the Electrical
Double Stack Oven is to be provided? If it is to be provided can the Government clarify where this item is to be located?
Response: What is shown on the RFP drawings is not a final design. Section 1.17 outlines typical equipment required in a standard galley. We illustrated the location of major pieces of equipment in order to more accurately to size the galley space. The DOR has to finalize the design of the galley space.
26. Item 1.17.13.39 Combi-Oven (312) indicated on page 189 of the RFP specifications appears to be over-sized based upon the occupancy of the building. A unit of this size is capable of cooking about
1000 servings however there are only 48 seats in the Mess. Can the Government please confirm the
Combi-Oven should be sized based on the RFP specification or occupancy?
Response: Yes, Combi-Oven should be sized based on the anticipated occupancy. Contractor should be aware that during storm event required servings will be greatly increased
27. 1.17.13.58 Dishwasher (331) is indicated on page 193 of the RFP specifications and scheduled to be relocated from the existing Cantina. Can the Government clarify if the relocated Dishwasher requires a Type 2 hood and make-up air unit to handle steam discharge?
Response: Dishwasher is to be provided as new. See Amendment No.1
28. Section 5.2.1 of the Geotechnical Report provided with the RFP recommends rammed aggregate stone columns as a feasible ground improvement method for shallow foundation support in lieu of a deep foundation system. However, in Sections 4.3.1.1 and 4.3.1.2, the Geotechnical Report states that the liquefaction-induced soil settlement during the design seismic event is estimated at approximately 22 inches and 34 inches respectively for the New Station Building/ Parking Lot Area and Area C (Pump house)of the project. Additionally, the Multi-Mission and pump house structures are in the VE flood zone, which is susceptible to significant scour during the design flood event and presents additional challenges to supporting the structures on shallow foundations with ground improvement. Based on our review of the provided information and our evaluations, we do not believe that the use of need the rammed aggregate stone columns is a suitable ground improvement system for this project. Further, we do not believe rammed aggregate stone columns can sufficiently limit settlement to the tolerances required for a Risk Category 4 structure. Can the Government please have their geotechnical consultant review its foundation system recommendations including the potential for scour during the design flood event?
Response: The Government has provided a geotechnical investigation report for information and bidding purposes. Any recommendations or opinions expressed within the geotechnical report, such as foundation design recommendations, should not be confused as RFP requirements. The RFP Specification 01800-1.5 section does not require rammed aggregate stone columns. The actual foundation type, capacity, etc. will be determined after contract award by the Contractor's geotechnical consultant based on the actual loads and geotechnical data.
29. Section 01800 paragraph 1.13 states that the generator and fuel storage are to be located above the
100-year flood plain. Please indicate if the following equipment is also required to be located above the 100-year flood plain: electrical transformer, packaged sewage-treatment equipment, 50,000 gallon fire protection water tank.
Response: The intent of this project is resilience. All equipment critical to the resilience of the building shall be located above the 100-yr flood plain as practicable.
