Amendment 0012
70Z04720RTYBEDB
___________________________________________________________________________Page 2 of 4
SOLICITATION 70Z04720RTYBEDB IS AMENDED AS FOLLOWS:
1. AMEND RFP Specification Section 1800 – Subsection 1.18 as follows:
Replace 1800 - 1.18.2.1 with the following:
1.18.2.1 INITIAL GOVERNMENT PERMIT WORK
The Government has initiated permit work as follows:
NEPA Environmental Assessment - A NEPA Environmental Assessment (EA) Draft
Final has been completed. This document is provided as an attached document. The contractor shall incorporate recommendations and requirements of this document into all design and construction requirements. The Final EA, which is anticipated to be available by March 1, 2021, will be provided to the contractor once available, and the contractor will reevaluate and incorporate the final document into the design and construction of this project. Any changes between the draft and final version of the EA that require additional work will be considered a changed site condition.
In accordance with Section 106 of the National Historic Preservation Act (NHPA), the
USCG has concluded that the project will have an “adverse effect” to a historical resource, and is preparing a Memorandum of Agreement (MOA), which is anticipated to be available by March 1, 2021. The MOA will be signed by the USCG, Georgia SHPO, and the National Park Service. The USCG will provide the contractor with a copy of this
Agreement once it is available. The contractor shall incorporate all requirements of this document into the design and construction of this project. At a minimum, the contractor shall assume the following requirements will be part of the MOA agreement and the contractor shall include these requirements in their bid proposal:
a. All archeologist working on this project shall meet all Department of Interior
Professional Qualifications Standards (see 36 CFR Part 61, Appendix A).
b. An archeologist shall develop an unanticipated discovery plan for all excavation activities associated with the project and provide appropriate on-site training to all construction personnel engaged in excavation activities on this site. With the exception of the existing U.S. Coast Guard compound (the fenced-in Station) on
Cockspur Island, an archeologist shall also be onsite and shall monitor all excavation activities. The areas to be monitored are further described as the areas associated with the construction of the new wastewater system, the construction of the boat ramp and associated boat ramp road, and the potable water pump house and all associated water utilities (well, water lines, tie-in points). A professional monthly report written by the archeologist of all findings and observations shall be provided to the COR within 14 calendar days of the end of each month that excavation activities occurred.

c. As part of the design phase of this project, for all work associated with constructing the new water pump house, water lines, and work in the immediate vicinity of the ground water well and pump house, the contractor shall utilize nondestructive ground penetrating radar (GPR) and/or other appropriate nondestructive technologies to identify the presence of any subsurface archeological features and will reconfigure or relocate construction of the pump house and associated utilities to avoid any identified subsurface anomalies. An archeologist shall be present during all site investigation activities, review all findings, and recommend any proposed changes to the footprint of new structures in this area. A professional report written by the archeologist overseeing this effort of all findings, observations, and recommendations shall be provided to the COR within 14 calendar days of the completion of field activities.
d. See Sections 01800 -18.4.1.18 for additional requirements
Further note that changed site conditions will not include or extend to typically required environmental permits and best management practices (storm water, in-water work permits, fuel tanks, spill plans, air pollution, disposal, etc.).
Replace 1800 – 1.18.4.1.18 with the following:
1.18.4.1.18 This project is located on the west end of Cockspur Island on lands owned by the NPS that are located within the boundaries of the National Register of Historic
Places (NRHP)-listed Fort Pulaski National Monument (PARK). The PARK is rich in history and cultural resources.
The NPS and the GA SHPO will be concurrently reviewing the design submittals and submitting their comments to the USCG for our consideration. Discuss actions to be taken during the design phase to ensure that the NPS and GA SHPO office will concur with the design.
Provide a description of any anticipated historical and archeological resources that must be protected during the project and the plan to protect these resources. Provide steps to be taken should unknown cultural resources be discovered during construction. Develop a project/site specific Unanticipated Discovery Plan to address potential cultural resources should they be encountered during excavation. At a minimum, this plan shall address recognition of cultural resources, on-site responsibilities, contacts and consultation, appropriate notifications, special procedures in the event human remains are discovered, documentation of archaeological/cultural discoveries, steps to be taken/plan of action prior to proceeding with construction. Include in the plan a discussion of the logistics in having qualified archeologist on-site and monitoring all
___________________________________________________________________________Page 4 of 4 active excavation activities outside of the main U.S. Station Tybee compound. The author of the plan shall be a qualified archeologist that has experience and qualifications in developing, preparing, and writing at least two previous Unanticipated Discovery
Plans for projects similar in size and scope. The plan can either be a standalone document or incorporated into the EPP.
All on-site construction crew members involved in ground disturbing activities shall have an awareness, understanding, and appropriate training in what their responsibilities are and what actions should be taken in the event of an unanticipated discovery at this site.
Upon evaluation by the Archeologist that a cultural resource discovery is determined to be significant and change or delay the construction, this will be considered a changed site condition.
2. Draft Environmental Assessment for the USCG, Station Tybee Station Rebuild Project shall be included in RFP 70Z04720RTYBEDB as a separate attachment.
THE FOLLOWING QUESTION WAS RECEIVED IN RESPONSE TO THE
SOLICITATION:
1. RFP Specifications 01800, Paragraph 1.4.8_ Since a Wasteload Allocation Request has not been made for an effluent discharge into the Savannah River, how should the potential for extended permitting time and unexpected effluent water quality parameters be captured in the proposal document's schedule and cost? Could an allowance be established for the anticipated duration of the permitting duration relative to the sanitary system?
Response: Government is unable to provide an allowance. Contractor should to refer to provided engineering study to formulate best estimate regarding permitting duration.
